AI voice cloning uses a recording of someone speaking as a reference to generate new speech that resembles their voice. A scammer may need only access to a short clip and a voice-cloning program—but a familiar-sounding voice is not proof of who is calling. If a caller claims someone is in danger or urgently needs money, pause and verify the story using a phone number you already know or another trusted person.
How does AI voice cloning work?
A voice-cloning system takes speech and reference audio as inputs. The reference recording gives the system information about the target voice; the system then generates new speech conditioned on that information. The result is newly synthesized audio, not simply a replay of the original clip.
Some systems represent a speaker’s voice with an internal speaker profile or embedding. Others condition speech generation in a different way. NVIDIA’s documentation for its Magpie TTS Zero-Shot model, for example, describes synthesizing speech to match voice characteristics from a short reference recording and lists an audio prompt as required. The implementation details and results vary by system.
Zero-shot and few-shot approaches
In zero-shot voice transfer, a model can use reference samples while generating speech without first training or adapting the model to that specific speaker. Google Research distinguishes this from few-shot adaptation, in which samples are used to adapt a pretrained model. These labels describe different approaches; they do not establish a single audio requirement or guarantee a particular level of similarity.

What does a scammer need to clone a voice?
The FTC describes two basic ingredients: a recording of the target speaking and a voice-cloning program. The recording might come from audio posted publicly online, such as a video. A scammer does not necessarily need access to the person’s phone or a private recording to try an imitation.
Audio requirements and output quality depend on the system and the recording. In a page describing research discussed at a 2020 workshop, the FTC said researchers had created a near-perfect clone with less than a five-second recording. That is a dated example, not a current, universal minimum; it should not be taken to mean that every system can clone a voice from five seconds or produce an equally convincing result.

How scammers use cloned voices
Family-emergency calls
A caller may imitate a relative and claim they have been arrested, injured, or otherwise need immediate help. The caller may ask for money while using urgency, secrecy, and emotional pressure to discourage questions. A cloned voice can make the story feel more credible, but it does not verify the caller’s identity or the emergency.

The FTC also identifies impersonation of executives as a risk. A scammer may imitate a manager or company leader to pressure an employee into transferring money or paying a fake invoice. Treat an unexpected payment request as something to verify through established company procedures, not just through a familiar voice on a call.

How can you check whether an emergency call is real?
- Pause the conversation. Do not let a caller’s urgency or demand for secrecy push you into sending money before you can check the story.
- End the call and call back independently. Use a number you already have saved or otherwise know to be genuine, rather than a number the caller supplies.
- Contact another trusted person if needed. If you cannot reach the person the caller claims to be, ask another family member or friend to verify the situation through a separate channel.
- Be cautious about hard-to-reverse payments. Treat urgent requests to wire money, send cryptocurrency, use a payment app, or buy gift cards as warning signs, especially when paired with pressure to keep the request secret.
- Report a suspected scam. The FTC accepts reports at ReportFraud.ftc.gov.
The FTC’s consumer guidance puts the key safeguard plainly: “Don’t trust the voice. Call the person who supposedly contacted you and verify the story.”

No single method is a complete answer. The FTC groups possible safeguards by when they are applied: preventing or authenticating voice use before a scam, monitoring or detecting synthetic audio in real time, and evaluating audio after it has been created or used.

Voice cloning also has legitimate uses, including helping people who have lost their voice communicate. The FTC identifies harms beyond fraud, including misuse of biometric data and unauthorized appropriation of creative professionals’ voices. As the agency states in its policy analysis, “There is no single solution.” For an individual receiving a suspicious call, independently checking the claim remains more dependable than trying to judge the audio by ear.
