Start by mapping the money your household has now, then make a reduced-income plan that does not depend on unconfirmed wages, benefits, or assistance. The steps below are U.S.-oriented: unemployment insurance and some housing and health-coverage options depend on your state, work history, employer plan, and timing.
Build an accurate picture of your household finances
Before deciding what to cut, identify what comes in and what must go out. Review several months of bank, debit-card, and credit-card activity so you capture irregular costs as well as monthly bills.
List income and expenses
- Income: record reliable take-home pay for each household member and any other income expected to continue. Include confirmed severance or final pay separately, with the date it is expected.
- Essential expenses: include housing, utilities, food, transportation, insurance, medical costs, childcare, minimum debt payments, and support for family members.
- Less frequent expenses: account for annual or seasonal bills such as car insurance, school costs, and other recurring charges that may not appear in every month of statements.
- Flexible expenses: identify subscriptions and discretionary spending that could be reduced or paused, noting cancellation terms and whether a cut could interfere with work or a job search.
- Savings and debt: record accessible savings, debt balances and payments, and regular savings contributions. Add a miscellaneous category for costs that do not fit neatly elsewhere.

Estimate the income gap without assuming unemployment payments
Write down when wages might stop, what final pay or severance is confirmed, and which other household income will continue. Do not treat a possible bonus, informal promise, or unconfirmed assistance as cash available to pay bills.

Unemployment insurance is administered by states, and eligibility and benefit amounts depend on state rules and an applicant’s circumstances. In most cases, apply in the state where you worked; if you worked remotely or across state lines, contact the relevant state office for guidance. Use the U.S. Department of Labor’s unemployment insurance information and USAGov unemployment benefits page to reach current official guidance. Do not build your budget around a national assumed payment or a promise that you will qualify.
Make a cash buffer and a first-month plan
Set aside what you reasonably can in accessible, low-risk savings. The Department of Labor’s Savings Fitness guide notes that even small contributions can help reduce the need to draw from retirement savings in an emergency; it does not prescribe one emergency-fund target for every household.

For the first month on reduced income, identify the minimum unavoidable expenses, the bills with fixed due dates, and the discretionary costs you can pause. Keep enough in the account for essentials before reviewing automatic withdrawals. Treat the plan as adjustable: the length of a job search, benefit eligibility, and household needs may change.

Include health coverage in the reduced-income budget rather than considering only rent and debt. Compare options using monthly premium, deductible and out-of-pocket exposure, provider access, eligibility, and enrollment timing.

Job loss can qualify as a life event for changing coverage in applicable situations, and special enrollment rights may apply to another eligible employment-based plan. The CFPB’s job-loss resources and the Department of Labor’s health and retirement benefits information after job loss describe these options. Confirm the exact rules and deadlines with the plan or official program before choosing.
Protect housing, credit, and bill timing
If a mortgage, rent, loan, or other payment may become difficult, contact the servicer, landlord, lender, creditor, or biller promptly—before a missed payment if possible. Ask what options are available, such as more time, a lower payment, or a fee waiver, and clarify how an arrangement will be reported. Options vary by provider and situation.

- Keep a bill calendar with due dates and expected income dates.
- Review automatic payments so withdrawals do not leave too little for essentials.
- For mortgage trouble, contact the servicer and ask what assistance may be available.
- For rent difficulty, ask the landlord about arrangements and check local assistance through official local agencies.
- Keep notes of whom you contacted, what was agreed, and when to follow up.

Be deliberate before using retirement savings
Retirement funds are not ordinary spending cash. CFPB guidance says before-tax 401(k) withdrawals are generally taxable income, and an additional 10% tax may apply to withdrawals before age 59½, subject to exceptions. A withdrawal also reduces the money left invested for retirement. Review the employer plan documents and your personal tax circumstances before acting; the result depends on individual facts. Watch for job, benefit, and loan scams
Be cautious if an offer demands an upfront fee, sensitive personal information, or immediate action in exchange for a job, loan, or benefit. The CFPB says government employees do not charge to help someone obtain a benefit or service. Verify a contact through the agency’s official website or phone number, and take time to read documents before sharing information or agreeing to terms. The CFPB’s job-loss resources provide additional scam guidance.
Use official sources for rules that depend on your situation
Your state unemployment office can confirm filing instructions and eligibility; your plan administrator can explain coverage costs and enrollment deadlines; HealthCare.gov can show Marketplace options; and state or local agencies can direct you to applicable assistance. Eligibility, amounts, costs, and deadlines cannot be determined without details such as your state, work history, household, and employer plan.
