A web chat can explain code, draft a snippet, or help research a programming question. To work on an actual project, the tool also needs the right project files and a way to edit them, run commands, and review the results. That distinction is about capability—not whether the tool opens in a browser: coding agents, including Codex, can also be accessed through web interfaces.
When web chat is enough
Use a conversational chat when you need help thinking through code but do not need the assistant to change or execute your project. It can be a good fit for:
- Explaining an error message or an unfamiliar programming concept.
- Brainstorming an approach before you start implementing it.
- Drafting a small, self-contained snippet for you to adapt.
- Researching documentation or other websites, where browsing is available.
Browsing a website does not, by itself, give a chat access to your repository or let it run your application. OpenAI describes its browser as a way to open websites, gather current information, and take action while the user remains in control (Browser — ChatGPT Learn).
When you need a coding environment
Choose a coding workflow connected to the project when the task depends on its actual files, setup, or output. A coding environment can provide repository context and let an agent edit files, run commands, and check its work. Codex Cloud, for example, uses configured environments containing repositories, dependencies, tools, and access settings; tasks run in isolated workspaces based on a published environment (Cloud environments — ChatGPT Learn).

- Repository context: The work spans files, depends on existing code, or must follow project conventions.
- Execution: You need to install or use dependencies, run tests, start a service, or reproduce a bug.
- Review: You need to inspect changes and compare them with test results or actual runtime behavior.
A chat-generated answer can still be useful in these cases, but without the relevant project access and execution capability, it cannot establish that a suggested change works in your project.
Web interface does not mean chat only
“Web chat” and “coding environment” are not opposites based on where they appear. Codex has a web client, and Codex Cloud can run repository-based coding tasks. The useful question is what the session can access and do—not whether its interface is in a browser. Codex clients, plan eligibility, and Cloud availability can change; consult OpenAI’s current Codex plan and access details before relying on a particular feature.

Also distinguish browsing from running code. OpenAI documents browser-based website research separately from repository work. In the desktop app, the browser can preview a local app after a development server is started, but that preview is not the same thing as setting up or executing the project. The browser documentation also says browser access is not available in Codex CLI or the Codex IDE extension (Browser — ChatGPT Learn).

A local workflow runs on or alongside your own machine; a cloud workflow runs in a managed environment. Both can support coding work, but their access boundaries and setup differ.

OpenAI’s sandbox documentation describes the sandbox as a boundary that limits an agent’s access to the machine (Sandbox — ChatGPT Learn). ChatGPT web does not expose the local Codex sandbox or its approval-mode selector, so do not assume that controls documented for local execution apply to an ordinary web-chat session.

A practical way to choose
- Ask whether the task needs your project. If an explanation, plan, or standalone snippet is enough, chat may suffice. If the answer depends on repository files or project-specific behavior, use a workflow with access to them.
- Check what must run. If you need commands, tests, dependencies, or a development server, confirm the environment supports the required tools and execution.
- Plan how you will verify the result. Make sure you can inspect file changes and see relevant test or runtime output.
- Check boundaries and access. Confirm which files and network resources the agent can reach, what it can modify, and when it asks for approval.
- Confirm availability. For cloud or client-specific features, check current plan eligibility and workspace settings rather than assuming access.
