When connectivity returns, the app must still push pending changes, fetch or process updates, handle failures, and reconcile conflicts before it can treat the data as synchronized. This guide centers on the data layer and queue design, with Android examples identified as such.
What offline-first means for the data layer
Offline-first is an architecture in which core reads—and, where the product allows it, important user changes—remain usable without reliable internet access. Android Developers sets a minimum requirement: “At a minimum, an offline-first app must be able to perform reads without network access.” Its guidance also says, “The local data source is the canonical source of truth for the app.” Android Developers: Build an offline-first app
In practice, higher layers read from local storage rather than waiting for a network response. A repository coordinates the local and network data sources: it supplies local data to the app, writes changes into local storage, and synchronizes with the network source. When local storage changes, observers can update the interface. The network may be unavailable, slow, or temporarily failing without blocking that read path.
Keep persistence and wire-format details inside the data layer. The representation stored locally may differ from the one sent by the server; map both into the model exposed to the rest of the app. Android’s examples use Room for structured relational data, DataStore for protocol-buffer or preference-like data, and files for simple persisted content. Those are Android examples, not cross-platform library recommendations.

Choose a write policy for each operation
Not every action should enter the same queue. Decide whether the user may regard a change as saved before server acknowledgement, whether the server must authorize it immediately, and what the app should do if the server rejects it later.

These are policy choices, not interchangeable implementation labels. A bank transfer and an editable profile, for example, have different authority and failure requirements; the product must decide what “saved” means for each action.

Design a queue that survives failure
A synchronization queue represents pending work that remains pending until it is successfully handled or explicitly resolved. A failed request is not evidence that the change was delivered, and restored connectivity only makes a future attempt possible. The queue therefore needs durable state when recovery after a failed attempt or app interruption matters, an execution condition, retry rules, and a path for failures that a retry cannot fix.
- Persist pending work: When order and recovery matter, keep queue state in persistent storage rather than only in memory. Android’s guidance recommends a persistent data API such as Room or DataStore when stronger queue-drain ordering is needed.
- Run under suitable conditions: Schedule work only when its requirements are met, such as having a connected network. Do not treat a connectivity signal as confirmation that a server accepted a change.
- Retry transient failures: Backoff avoids repeatedly retrying at full speed during an outage. Bound retries according to the operation’s policy, then make the unresolved state visible to the part of the app that can decide what to do.
- Route permanent or actionable failures: A request rejected because credentials are missing or invalid will not be fixed by retrying the same request. Android’s guidance says not to retry unauthorized requests until credentials are available. Other failures may require changed input or user/application action.
Android implementation example: Android Developers documents WorkManager for persistent work. Its example enqueues unique work, adds a connected-network constraint, and returns a retry result when synchronization fails; WorkManager applies exponential backoff. A unique-work request alone is not a general guarantee of strict ordering for every queued change. For stronger ordering, the guidance recommends storing queue data with Room or DataStore and using a worker to drain it sequentially. This Android scheduling example does not establish exactly-once delivery, atomic commits across devices, or equivalent behavior on iOS or other platforms. Those guarantees depend on the broader client and server protocol; the cited guidance does not specify them.
Choose how the app gets server updates
Synchronization includes more than sending queued writes. The app also needs a way to refresh its local view of server data. Android’s guidance describes three patterns; the right choice depends on freshness needs, expected offline duration, data-transfer cost, relational dependencies, server capabilities, and the complexity of handling writes and conflicts.

These patterns describe how server data reaches the local store; they do not replace the write policy for an individual user action. An app can combine them where its product needs and backend capabilities justify the added complexity.

A conflict exists when local edits and server state diverge—for example, when an offline edit is uploaded after the same record changed elsewhere. Reconnection does not decide which version should win. Track enough version or change metadata to detect divergence and provide relevant information to the network source. Android’s guidance identifies the network source as the absolute source of truth, but the product and backend still need a rule for reconciling edits.

One common mobile strategy is last-write-wins: devices attach timestamp metadata, and the server discards an older update in favor of its newer state. This can discard one of two concurrent edits, so use it only when that loss is acceptable for the data. For collaborative or high-value records, the cited guidance does not prescribe a universal merge policy; the app’s requirements and backend protocol must determine whether to merge, reject, or ask a person to resolve the conflict.
Build the offline and synchronization flow
- Define offline tasks: Identify which core screens and actions must keep working, and which local data each requires.
- Make local reads dependable: Persist the necessary state and have the interface read through the local data source.
- Assign a write policy per action: Choose online-only, queued, or local-first behavior based on authority, urgency, and what “saved” means to the user.
- Record pending synchronization durably: Persist work when it must survive failed attempts or app interruption, and preserve ordering when the operation requires it.
- Schedule and retry deliberately: Apply suitable connectivity conditions, retry transient errors with bounded backoff, and route non-retryable failures instead of repeating them blindly.
- Refresh server data: Use pull, push/replica, or a hybrid according to freshness needs and the server’s capabilities.
- Reconcile before completion: Detect version divergence and apply the product’s conflict rule. Make rejected or unresolved work available to the product layer rather than silently treating it as synchronized.
- Verify lifecycle behavior: Test the implementation after app restart and reconnection, including failed requests and pending changes. The platform guidance describes patterns, not test results for a particular app.

The WorkManager, Room, DataStore, and conflict-resolution examples here are based on Android Developers’ “Build an offline-first app”, last updated May 13, 2026. They should not be read as guarantees for other operating systems or as a complete server protocol. Check current Android API and library behavior when implementing the design.
