Write for the person who will return to your document later—or read it without you there to explain it. Put the answer or next action near the start, organize supporting details so they are easy to find, and make clear who needs to do what. That is the practical meaning of writing for a “second reader”: a useful framing, not a formally defined term.
Start with the reader and the task
Before drafting, identify the people who will use the document and what they need to understand or do. A procedure for a new employee, a technical explanation for a specialist, and a note for a general audience may concern the same subject but call for different levels of detail and different terminology.
Write down four things:
- Reader: Who is likely to use this?
- Task: What are they trying to decide, understand, or complete?
- Prior knowledge: What can you reasonably assume they already know?
- Main question: What is the most important thing they need answered?
Digital.gov advises writers to pay attention to user questions and search phrases, and to learn about the audience rather than assume what it needs. Its guidance on writing for the reader is especially useful when a document serves people with different levels of familiarity. If their needs diverge substantially, separate sections or documents may work better than trying to address everyone in the same paragraph.
Lead with the answer or next action
Readers often scan, and some will not reach the end. State the main point, purpose, or action early; follow it with the explanation and qualifications a reader needs to use it correctly. For example, a troubleshooting note can begin with the fix, then explain when it applies and what to check if it does not work.

This does not mean stripping away context. It means putting information in the order that helps the reader: answer first, then the reasoning, conditions, and additional detail. The National Archives’ Top 10 Principles for Plain Language defines plain language as “clear, concise, organized, and appropriate for the intended audience.”
Make the document easy to navigate later
A returning reader should be able to locate the relevant answer without rereading the whole document. Give sections descriptive headings that name their contents, keep each paragraph focused on one main idea, and use a consistent order for related information.

Use structure that matches the material:
- Use headings for distinct questions or topics.
- Use a numbered list when order matters, such as a procedure.
- Use bullets for related checks, conditions, or examples with no required order.
- Use a table when readers need to compare like-for-like details.
Break up long blocks of text, but do not create headings that promise no useful information. The Australian Government Style Manual’s plain-language quick guide and the National Archives’ Plain Writing Checklist both emphasize readable organization and formatting.
Choose words that preserve meaning
Prefer familiar words when they communicate the same thing. If a technical term is necessary, explain it when it first appears and use the same term consistently afterward. Changing labels for one feature, process, or role can make readers wonder whether you mean different things.

Make responsibility explicit when it matters: name the person or system that performs an action, and state the action clearly. Active voice often helps—for example, “The administrator approves the request.” But it is not a rule to follow blindly. Passive voice can be more accurate when the actor is unknown, irrelevant, or less important than the result. Digital.gov discusses this flexibility in Writing for understanding; the National Archives’ Principles of Clear Writing likewise treats clarity as the goal, not mechanical adherence to one sentence pattern.
Simplification must not erase conditions or technical distinctions that affect what a reader should do. Digital.gov’s plain language guide series offers broader guidance on making information understandable while keeping it usable.

Review for clarity, retrieval, and correct action
Reread the document as someone who does not have you beside them. Check that the opening answers the main question, the headings help locate information, and each instruction makes the action and any important conditions clear. The National Archives’ checklist covers audience, logical organization, main point first, consistent headings, everyday words, active voice, sentence length, and readable formatting.
When possible, ask a colleague or an intended reader to use the document for its real purpose. Ask what they thought the main point was, where they looked for a particular answer, and whether they could carry out the requested action. A reader can uncover assumptions that are difficult to notice when you already know the subject.

Readability software can provide a rough signal about text complexity, and some tools suggest simpler alternatives. The Government of Canada’s Canada.ca Content Style Guide treats such measures as approximate and cautions against relying on them alone. A score cannot establish by itself that the right audience understands the document or can act on it.
