The contract—not the MSP label—determines what the provider does, what it excludes, and which party is responsible for security and recovery.
What defines a managed service provider?
A joint cybersecurity advisory from NCSC-UK, ASD’s ACSC, CCCS, CISA, NSA, and the FBI defines MSPs as entities that deliver, operate, or manage information and communications technology services and functions for customers through a contractual arrangement, such as a service-level agreement (SLA). The Australian Cyber Security Centre’s advisory was published in 2022.
The distinguishing feature is an ongoing management relationship: the provider regularly supports and actively administers services within an agreed scope. That differs from a one-time repair or simply selling hardware or software. An MSP may deliver its own services, coordinate services from other providers, or do both.
What services can an MSP provide?
Possible services span networks, applications, infrastructure, platforms, software, workplace technology, consulting, security, business-process support, cloud-related operations, business continuity, and disaster recovery. These are examples, not a standard bundle. One provider might manage only selected infrastructure; another might take responsibility for a broader set of systems.

Services can be delivered at the customer’s premises, in the MSP’s data center, or through third-party facilities. A cloud service provider and an MSP are not the same thing, though an MSP may provide or manage cloud services. The actual services, locations, and third-party dependencies should be specified in the agreement.
What an MSP does—and what the name does not promise
Depending on its contract, an MSP may monitor systems, maintain applications or infrastructure, provide support, or manage security and recovery-related work. The acronym alone does not establish whether help-desk support, backups, cybersecurity, patching, or disaster recovery is included. Nor does “managed services” necessarily mean that the provider assumes every IT or security responsibility.

Before comparing providers, identify the service boundary in each offer. In particular, distinguish the work the provider performs from the work your staff, another vendor, or a cloud provider must perform. Ask for exclusions and handoffs as well as a list of included services.
Why the contract and shared responsibilities matter
MSPs commonly need trusted connectivity and privileged access to customer systems to perform their work. That access can create risk for both parties: a compromise of an MSP may enable follow-on attacks against the provider and its customers. Outsourcing operations therefore does not, by itself, transfer every security duty to the provider.

The joint advisory says MSPs should clearly explain the services a customer is purchasing, the services it is not purchasing, and the contingencies for incident response and recovery. A useful agreement identifies who owns each task, who must notify whom when an incident occurs, and what happens if services end or recovery is needed.
What to compare when choosing an MSP
Compare the written commitments rather than relying on a provider’s name or a broad description of its offering.

- Scope and exclusions: Which systems and services are covered, and what is expressly out of scope?
- Support and service levels: What support and response commitments does the agreement make?
- Delivery and dependencies: Where will services run, and which other providers or facilities are involved?
- Security ownership and access: Who is responsible for security tasks, and what access will the MSP have?
- Monitoring and records: How are provider accounts and activity monitored and logged?
- Continuity and recovery: Who manages backups, incident response, recovery actions, and related notifications?
How to manage MSP access safely
Cybersecurity authorities recommend controls that reduce the risk created by provider access. The customer and MSP should agree who implements and verifies each control, rather than assuming the other party has done so.
- Require multifactor authentication (MFA) for MSP accounts that access customer environments.
- Limit provider accounts to the permissions needed for their assigned work, using least privilege.
- Monitor and log provider access, and segregate networks where appropriate.
- Keep systems updated and maintain isolated backups.
- Disable or remove provider accounts when access is no longer needed, including when services end.
The advisory’s definition and service examples are from 2022; the core distinction is an ongoing contracted management relationship, while operational security practices should be checked against current guidance and the specific systems involved.
