A reliable mobile recharge flow treats the top-up as a durable transaction—not as a single API call. Record it before submission, keep payment and airtime fulfillment as separate states, and resolve uncertain results with the provider’s status or reconciliation tools before attempting another recharge. That design prevents a lost response, delayed operator, or repeated callback from becoming a duplicate charge or a misleading success message.
What should a reliable recharge workflow do?
It should preserve a truthful, traceable status from the moment a customer requests a top-up until the provider confirms the outcome. A payment being authorized or debited does not prove the recipient’s phone was credited. Likewise, an API accepting a request may mean only that fulfillment is underway.
Keep a stable internal transaction ID and a provider-facing reference, persist the request before dispatch, and record each meaningful transition. Use a provider adapter so your application can translate a provider’s product catalog, statuses, callbacks, and errors into your own consistent model without pretending every provider uses the same contract.
How should you structure the transaction?
Validate the recipient and offer
Load the current operator or biller catalog and the available products before accepting the request. Validate the phone number’s format, country and operator routing, eligible amount or offer, currency, and any other required inputs. Prefix-based operator detection alone may be unreliable where number portability or local routing rules apply. Confirm whether the selected provider supports a portability lookup before making it part of your design.

Persist before calling an external service
Create the transaction record before submitting anything to a payment rail or fulfillment provider. Store the internal order ID, unique provider reference, normalized recipient, intended operator and product, currency, amount in the required precision, and the initial state. Keep an append-only event history or equivalent audit trail so support and operations can reconstruct what happened.
Keep payment and fulfillment distinct
Represent payment authorization, capture or debit, refund or reversal separately from airtime fulfillment. The exact order and compensation path depend on the payment method and provider agreement. For example, a successful wallet debit can coexist with a pending or failed recharge; do not report the phone as topped up based on the debit alone.
Submit once under a stable identity
Send fulfillment with the provider’s documented idempotency key or unique request reference. Use the same logical reference when checking or safely retrying the same transaction. An HTTP timeout after submission leaves the outcome unknown: the provider may have received and processed the request even though your system never received its response.

What happens if an airtime top-up times out?
Do not create a fresh logical recharge just because the HTTP response was lost. Mark the submission as unknown or pending according to your internal model, then query the provider using the original reference or reconcile through the provider’s documented process. Only replay the request if the provider explicitly documents safe replay semantics for the same identity.

Google’s Carrier API documentation says, “All method calls within this API must have idempotent behavior,” and identifies a requestId as its idempotency key; its documented behavior includes returning the successful response rather than processing a successfully handled request again. That is guidance for Google’s API, not a guarantee to assume for other recharge providers. See the Google Carrier API common operations.
How should pending transactions finish?
If a provider reports that a request was accepted or is pending, retain a nonterminal state rather than displaying success. Resolve it asynchronously through a signed callback when one is available, or poll a status endpoint using the original transaction reference. Provider status names and terminal-state rules differ, so map them deliberately into your own states and preserve the provider’s original response for audit and troubleshooting.

Callbacks may be delayed, delivered more than once, or arrive out of order. Authenticate them according to the provider’s documented scheme, process each event idempotently, and prevent an older or invalid event from moving a transaction backward from a confirmed terminal state. A status query should also use the original reference; it should not trigger a second top-up.
What does a provider-specific flow look like?
Interswitch documents a flow of category discovery, biller discovery, payment-item lookup, recharge submission, and transaction-status query. Its example submission includes a unique requestReference; the documented status examples include Completed, Pending, Failed, and Reversed. These are Interswitch terms, not a universal status vocabulary. Its NGN example expresses amount in minor units: 100000 means ₦1,000. Currency encoding and precision must be confirmed for the provider and market you use. See Interswitch Payouts API documentation.

Google’s API-specific guidance also says certain nonterminal errors should be reevaluated on a later call. Follow the selected API’s own retry and error rules rather than applying that behavior to unrelated providers.

Reconcile money and fulfillment
Compare internal transaction records with provider status, references, reversals, and settlement records available under the contract. Route unresolved mismatches to an operations review queue with enough context to investigate; do not silently convert a mismatch into success or failure. Define escalation deadlines from the actual provider service commitments, not from example response times.
Show customers the state you can prove
Use clear labels that distinguish received or accepted, processing, succeeded, failed, reversed, and unknown where your system and provider can support them. Give the customer a receipt or stable reference and a support route for unresolved results. Avoid language such as “recharged” until fulfillment is confirmed.

Build an integration or use an aggregator?
Evaluate the options against the same operational requirements rather than promotional success-rate claims. The available sources do not provide comparable independent performance measurements or validated service-level figures.

The GSMA Mobile Money API is a harmonized specification intended to help third parties integrate with providers that implement it, and its use cases include bill payments.
