If it shows a high CPU percentage, that usually means the processor has capacity available—not that System Idle Process is consuming that share.
What System Idle Process means
Windows process tools include an entry named System Idle Process. Microsoft’s documented process-list examples show it with process ID (PID) 0; this is an example from Microsoft documentation, not a guarantee about how every third-party process viewer displays it. Microsoft’s PID documentation and its tasklist reference both show the entry.
The entry represents processor time when no instructions are ready to run. Microsoft explains that Windows Power Manager selects a processor idle state, also called a C-state, in that situation. The specific states depend on the processor; greater time in idle states can affect energy use and battery life. Microsoft’s CPU Analysis documentation describes this behavior.
Why its CPU percentage can look high
CPU percentages in a process view can be easy to misread: a high percentage for System Idle Process indicates that much of the processor’s time is available rather than occupied by application work. It is not an ordinary workload that you need to stop. There is no universal percentage threshold for “high” idle time; the meaning depends on what the computer is doing and how the monitoring view reports CPU activity.

If the computer feels slow while System Idle Process appears high, that entry alone does not identify the cause. Check overall CPU activity and other processes, and consider other system bottlenecks rather than blaming the idle entry.
How to inspect actual process activity
Task Manager: see CPU and resource context
Task Manager is Windows’ built-in tool for viewing processes and resource usage. Microsoft describes it as “the Windows in-box solution for monitoring application and process performance and resource usage.” Its process and performance views help you see overall CPU activity and which other processes are using resources. The layout can vary somewhat between Windows versions. See Microsoft’s Task Manager troubleshooting guidance.

CPU idle time is not system sleep
An idle processor is not the same as a sleeping PC. Processor idle states concern what the CPU does when it has no instructions to execute. Windows system sleep involves separate system-idle and display-idle timers, along with power-plan timeouts; when the relevant conditions are met, Windows may turn off the display or enter sleep. Microsoft explains these criteria in its System Sleep Criteria documentation.
