Going to the cloud means using software, storage, or computing power delivered over a network by a cloud service instead of relying only on computers and systems installed and managed locally. The resources can be provisioned when needed and released when they are no longer required.

What cloud computing means

NIST defines cloud computing as a way to provide convenient, on-demand network access to a shared pool of configurable computing resources—such as networks, servers, storage, applications, and services—that can be rapidly provisioned and released with minimal management effort or interaction with the provider. The definition comes from Peter Mell and Tim Grance’s NIST Special Publication 800-145, published in 2011.

In everyday terms, going to the cloud shifts some computing resources from equipment you operate yourself to services accessed over a network. The internet may be the route to a cloud service, but “cloud” does not simply mean “the internet”: it refers to how computing resources are pooled, made available, and managed.

Five characteristics of cloud computing

NIST’s definition describes cloud computing through five characteristics:

  • Resource pooling: A provider’s computing resources serve multiple customers, with resources assigned and reassigned as demand changes.
  • Rapid elasticity: Resources can be scaled up or down quickly as needs change.
  • Measured service: Resource use is monitored, controlled, and reported, providing visibility into consumption.

Service models: what the provider supplies

SaaS, PaaS, and IaaS describe different kinds of service offered to the customer. NIST treats them as service models, separate from the question of how cloud infrastructure is deployed or shared.

Service model What it provides Typical customer focus
SaaS (software as a service) A software application delivered as a service. Using the application rather than installing and operating all of its underlying infrastructure.
PaaS (platform as a service) A platform for developing, testing, deploying, or running applications. Building and managing applications on the provided platform.
IaaS (infrastructure as a service) Computing infrastructure, such as servers, storage, or networks. Configuring and using infrastructure without owning the provider’s physical hardware.

The exact division of responsibilities varies by service and provider; the model names identify broad categories, not a guarantee that every service includes the same features or management duties.

Deployment models: how infrastructure is organized or shared

Private, community, public, and hybrid cloud describe deployment models—not alternatives to SaaS, PaaS, and IaaS. They answer a different question: how the cloud infrastructure is organized or shared. NIST presents these categories in its SP 800-145 publication.

  • Private cloud: Infrastructure for the exclusive use of one organization.
  • Community cloud: Infrastructure shared by organizations with common concerns, such as mission, security requirements, policy, or compliance considerations.
  • Public cloud: Infrastructure made available for open use by the general public.
  • Hybrid cloud: Two or more distinct cloud infrastructures—private, community, or public—that remain separate but are connected to support data or application portability.

A service can therefore be described along both axes: for example, by its service model and by its deployment model. Neither axis alone determines which choice is best.

Why organizations go to the cloud—and what it does not guarantee

Cloud services can make computing capacity available on demand and reduce the need for some upfront investment in hardware. AWS describes cloud computing as on-demand delivery of computing power, databases, storage, applications, and other IT resources over the internet, with pay-as-you-go pricing; customers can provision resources as needed rather than make large upfront hardware investments. That describes AWS’s service and pricing approach, not a promise that every cloud workload will cost less.

Moving resources to a cloud service also does not automatically eliminate management responsibilities or guarantee better security or lower total cost. NIST’s Cloud Computing Synopsis and Recommendations (2012) addresses both potential benefits and open issues, and frames cloud adoption as a decision that requires evaluating opportunities and risks.
