If your phone says outgoing calls are barred, first check the call-barring setting for the SIM you used, then turn off only the outgoing restriction if you have the authorized password. If the option is missing, the password is unknown or rejected, or calls still fail, contact your carrier: call barring is often managed by the network, and account or service problems can produce similar symptoms.
What “outgoing calls barred” means
Call barring restricts calls by category. Depending on the carrier and subscription, it may block all outgoing calls or only certain types, such as international calls. The message alone does not identify which restriction is active. A line or account restriction, fixed dialing, a SIM problem, weak coverage, or a device or network fault can also prevent calls. Airtel Nigeria’s call-barring guidance describes restrictions on different call categories and directs customers to customer care for a code or assistance.
Check and disable the outgoing restriction on Android
Menu names and availability differ by phone, software version, SIM, carrier, and country. These are documented examples, not universal Android instructions. Select the SIM used for the failed call before changing a setting.
OPPO A54s with Android 11 (Vodafone UK example)
- Open the Phone app and open its menu.
- Tap Settings → Calling accounts → Carrier call settings → Call barring.
- Select the relevant SIM and inspect the outgoing-call restriction.
- If it is active and you know the authorized barring password, request that the specific outgoing restriction be turned off. Check its status afterward if the interface provides that option.
These steps follow Vodafone’s OPPO A54s Android 11 guide. They may not match other OPPO models or networks.

Samsung Galaxy (Samsung India example)
- Open Phone, then tap More options → Settings → Supplementary services → Call barring.
- Choose Voice call and the relevant SIM, if prompted.
- Inspect the outgoing-call option and turn off only the restriction you need to remove, using the authorized password if requested.
Samsung documents this route for supported Galaxy devices in its India support guide. Samsung notes that calling features vary by carrier and model.
Do not change incoming, roaming, or international settings unless those are the restrictions causing the problem. If the label is unclear, ask the carrier what that category blocks.

Do not guess the password or substitute another code
There is no universal call-barring password established by the cited carrier and manufacturer guidance. Vodafone’s example asks for a barring password but does not give a global default; Airtel Nigeria advises contacting customer care. If you do not know the password, or the one you have is rejected, stop and ask your carrier to confirm the restriction and the correct instructions for your line.

Check Fixed Dialing Numbers if only some calls fail
FDN is separate from general call barring. It can limit outgoing calls to numbers on an approved list, so a call to an unlisted number may fail even when general barring is off. On supported Galaxy phones, open Phone → More options → Settings → Supplementary services → Fixed dialing numbers. Check whether the number is permitted before changing FDN. Enabling or changing it requires the carrier-provided PIN2; do not guess. Menu availability depends on the carrier, SIM, and phone model. See Samsung’s instructions for Fixed Dialing Numbers.
If the setting is unavailable or calls still fail
An absent menu, an error when changing the setting, or continued call failures needs more than another password attempt. Check the basics, then have the carrier inspect the line and network.

- Confirm the line is active and the account is in good standing.
- Check that the phone has cellular coverage, then restart it.
- If you use a physical SIM, inspect and reseat it only if it is safe and practical. Do not replace a SIM as a routine call-barring fix.
- If the setting is off or the problem persists, contact the carrier and ask it to check outgoing call barring, line or account restrictions, voice provisioning, and network service. If FDN may be involved, ask whether it is supported and how to verify PIN2 safely.
Samsung lists SIM, device, account, and carrier or network issues among possible causes of calling failures. Its troubleshooting guidance recommends contacting the carrier for recorded messages: Samsung’s calling troubleshooting guide.
What to tell carrier support
Give the representative the exact error or recorded message, when it occurred, the type of number you called, your phone model and software version, your country and roaming status, and whether incoming calls and text messages work. Also say whether the failure affects every number or only certain numbers, and whether the issue follows the SIM to another compatible phone. These details help the carrier distinguish a call-category restriction from FDN, account status, or a service fault.

iPhone and regional differences
The cited Apple guidance covers SIM PIN and PUK issues; it does not establish a general iPhone call-barring menu or deactivation code. Do not apply Android menu directions to an iPhone. For a network call restriction, contact your carrier for the iPhone-specific procedure and to check the line.
The examples above are regional: Vodafone’s OPPO guide is for the UK, Samsung’s Galaxy directions are from Samsung India, and Airtel’s customer-care guidance is for Nigeria. A code, password, or menu from one provider or country should not be assumed to work elsewhere.
