In everyday conversation, the phrase usually refers to end-to-end encryption (E2EE): the message is protected from the sender’s device to the recipient’s device, rather than being readable by the service carrying it.
How encrypted text messaging works
A message begins as readable plaintext. Encryption transforms it into ciphertext, which can be restored to readable text by someone with the appropriate key or authorized recovery process. The U.S. Department of Health and Human Services explains encryption as converting an original message of regular text into encoded text: HHS: What is encryption?
With end-to-end encryption, the content is encrypted on the way between the communicating devices, and the service relaying it is not intended to decrypt it. NIST defines E2EE as communications encryption in which data is encrypted while passed through a network, while routing information remains visible: NIST: End-to-end encryption.
Are ordinary text messages encrypted?
Standard SMS
Do not assume a standard SMS text is private or end-to-end encrypted. The U.S. House Democracy Partnership’s 2021 cybersecurity handbook describes standard SMS as “effectively unencrypted.” NIST defines SMS as a mobile phone network facility for sending and receiving alphanumeric text messages: House Democracy Partnership: Cybersecurity Handbook for Parliaments; NIST: SMS.

Messages in apps
An app may use encryption in some part of its system without encrypting every chat end to end. E2EE applies to a particular exchange, and coverage can vary by message type, participants, devices, settings, and backup choices. HHS describes E2EE as allowing only the communicating individuals to see what is transmitted, but that general description does not establish how any particular app currently handles every conversation: HHS: What is a “non-public facing” remote communication product?.
What encryption does not hide or protect
- Traffic information: Encryption of content does not necessarily conceal who communicates with whom, when messages are sent, or other routing information. NIST’s definition explicitly notes that routing information remains visible; the House handbook also discusses communication partners, timing, and duration.
- Readable messages on devices: A person who can access an unlocked device may be able to read messages there. A compromised endpoint can also expose content, because encryption cannot secure a readable copy after it reaches a device.
- Every backup: Backups may have separate protection settings from the live conversation. The House handbook discusses backup configuration in its 2021 service-specific guidance, so users should check the current settings and documentation for the service they use.
What to check if you need private messaging
Look for clear, current documentation about the specific chat rather than relying on the word “encrypted” in an app description. Confirm whether E2EE is on by default or must be enabled, which chats and attachments it covers, what happens with mixed devices or linked devices, and whether backups receive the same protection. Also check what metadata the provider can access and how the app lets participants verify each other’s identity or security keys.

The House handbook names Signal and WhatsApp as examples, but its service guidance dates to 2021 and is not a current, complete comparison. A service’s present behavior should be confirmed in its own current documentation before relying on it.
