The bare board is the platform and wiring; once components are mounted on it, the result is commonly called a printed circuit board assembly.
What a printed circuit board does
A PCB combines two functions: it provides a physical surface for mounting components, and it routes electrical signals and power between them. Its conductive pattern can include traces, pads, and larger conductive areas called planes. IEEE describes the board as both the physical chassis for component mounting and the circuit’s signal and power distribution network (IEEE Technology Navigator).
The word “printed” refers to the patterned circuitry formed on or within the insulating substrate—not to a circuit diagram printed on paper. In common construction, copper is patterned on the substrate to create the conductive paths. Analog Devices defines a PCB as nonconductive material with conductive lines printed or etched (Analog Devices glossary).
PCB versus PCB assembly
A bare PCB is the substrate and conductive interconnect pattern. Resistors, capacitors, integrated circuits, connectors, and other parts are mounted or attached to it to make a functioning electronic assembly. The distinction matters: the board itself is not the same thing as the populated product. IPC addresses printed-board design and fabrication separately from assembly-related standards (IPC design standards; IPC standards overview).

How PCBs vary
Conductive layers
A board may have conductive patterns on one side, on both sides, or across multiple layers separated by insulating material. Single-, double-, and multilayer describe the conductor layout, not whether the board is rigid or flexible.
Construction and materials
PCBs may be rigid, flexible, or rigid-flexible, and their substrate materials and construction depend on the application. A green, rigid fiberglass board is a familiar example, not a definition: PCBs are not necessarily green, rigid, fiberglass, or single-layer. IPC lists distinct design standards for rigid, flexible, rigid-flexible, and high-density interconnect boards (IPC board design standards).

What PCB standards mean
IPC-2221 is IPC’s generic printed-board design standard; specialized standards cover particular constructions and design categories. IPC also describes IPC-A-600 as guidance for conditions observable on printed boards and IPC-6012F as a qualification and performance specification for rigid boards (IPC design standards; IPC board design standards; IPC standards overview).
These are engineering standards, not laws or part of the everyday definition of a PCB. Editions and requirements can change; when a design’s compliance matters, check the current IPC catalog and the applicable contract or product specification. Naming a standard alone does not establish that a particular board complies.
