Before sending personal information to an LLM, remove or transform what the task does not need, keep any re-identification key separate, and test both disclosure risk and task performance. A redaction filter can reduce specified risks; by itself, it cannot prove that the remaining data is anonymous or that no copy of the information persists elsewhere in the pipeline.

Start with the task, not a list of names to mask

Define the processing purpose and what the model must know to fulfil it. A support-summary task may need the issue, product, and sequence of events, but not a customer’s name or full account number. A task that depends on continuity across messages may need a stable reference, but not the customer’s identity.

Then decide which details to remove, which to transform, and which—if any—must remain linkable. Consider direct identifiers such as names and account numbers, but also details that can identify someone in combination: a rare job title, a small location, a precise event date, or an unusual set of circumstances. Removing obvious identifiers alone does not establish anonymity. The ICO explains that linkage to other information can leave people identifiable.

  • Purpose: State the model task and the minimum context required.
  • Data: Identify direct identifiers, sensitive details, and potentially identifying combinations.
  • Linkage: Decide whether records need to refer to the same person across messages or records.
  • Risk: Consider who could see the data, what additional information might be available, and what harm disclosure could cause.
  • Utility: Identify which details must stay accurate for the task to work.

NIST describes removing identifiers, transforming quasi-identifiers, and generating synthetic data as possible approaches to de-identification. The right choice depends on the goal and the risk; no single transformation fits every LLM task.

Choose a transformation that matches the required utility

“Redaction” can mean deletion, masking, replacement, or a broader de-identification process. These choices differ in reversibility, retained context, and exposure if data is linked with outside information.

No mapping is needed for the removed value. Reduces detail most directly, but can erase context needed for the task. Other details in the text may still identify someone. Check whether the task still works and whether identifying context remains around the deletion.
Generalize or transform
Example: replace an exact age or date with a broader range or period.
Usually no person-to-token map is required, though the original value may exist elsewhere. Can preserve useful context while reducing precision. Combinations of generalized details may still be identifying. Measure whether the transformed values preserve task performance and reduce the risks identified for the use case.
Replace with a token
Example: “Customer [PERSON_1] reported…”
If a separate mapping reconnects the token to a person, this is pseudonymisation, not anonymisation. Protect and restrict access to the mapping. Can preserve references across a conversation or records. Stable tokens also make linkage possible, and other details may identify the person without the map. Test whether the model needs stable linkage, who can reverse it, and whether the token plus remaining details creates unacceptable risk.
Use synthetic data Depends on how the data is generated and whether it can be linked back to real people; “synthetic” alone is not proof of anonymity. May be useful when real records are not required for the task, but suitability and utility depend on the intended use. Assess whether the synthetic data serves the task and whether the generation process leaves identification risks.

These are options, not guarantees. NIST cautions that tools that merely mask personal information may not provide sufficient support for de-identification. A tool’s output needs an assessment against the purpose, context, and risks.

Build the workflow around controlled data movement

Transform personal information at the earliest practical stage. The ICO states this principle in guidance on research safeguards; applying it to an LLM pipeline is an engineering inference, not an LLM-specific ICO prescription.

  1. Define the input boundary. Identify which sources feed the workflow and where personal information first enters it. Apply the chosen transformation before data reaches components that do not need the original identifiers.
  2. Transform and validate. Run detection and replacement, then check that the result is usable and that the transformation has not simply moved sensitive material into another field or format.
  3. Send only the intended representation onward. Confirm what the model receives, including any retained stable token or contextual detail. Do not assume the prompt is the only place where data is handled.
  4. Review downstream copies and outputs. Examine logs, traces, prompt and response histories, analytics stores, and incident artifacts as potential locations for personal information. These are practical review points, not an LLM-specific deployment diagram prescribed by NIST or the ICO.
  5. Control any reversal path. If a mapping or other identifying information exists, store it separately, protect it with appropriate technical and organisational measures, and restrict who can use it. Review the risk of unauthorized reversal, including guesswork or brute-force attempts.

Review model outputs as well as inputs: a transformation before inference does not prove that every copy or derived output is anonymous. Decide what to retain, who can access it, and how incidents involving exposed data will be handled.

Test privacy protection and model utility together

A detector can miss an identifier or contextual disclosure, while an aggressive transformation can remove details that the task needs. Evaluate both outcomes against the defined purpose and threat model. NIST discusses measurable performance levels and re-identification studies; the ICO advises documenting decisions, assessing risks, and regularly testing the effectiveness of pseudonymisation.

Test detection and residual disclosure

  • Check whether the system finds the identifier classes and contextual disclosures relevant to the deployment, not only obvious names or formatted numbers.
  • Inspect false positives that remove useful information, as well as missed detections.
  • Assess whether combinations of remaining quasi-identifiers, outliers, or information available elsewhere could identify someone.
  • Where stable tokens are used, test the risks of linkage and unauthorized reversal separately from the detector’s ability to find identifiers.

Test task performance

  • Compare task results using transformed data with results using an appropriately controlled baseline.
  • Check whether removal, generalization, or token replacement damages the context the model needs.
  • Record the privacy protections and utility trade-offs for the actual use case rather than relying on a single aggregate score.

Set release gates for the use case

Choose thresholds and approval gates according to the deployment’s purpose and threat model. The cited NIST and ICO guidance does not establish a universal numeric accuracy target for LLM redaction. Document the rationale, test effectiveness regularly, and revisit the assessment when the data, task, or workflow changes.

Know what pseudonymisation and anonymisation mean

Under UK data protection guidance, pseudonymisation means replacing, removing, or transforming identifying information while keeping additional information separate. The UK GDPR definition reproduced by the ICO describes personal data that can no longer be attributed to a specific person without additional information, provided that information is kept separately and protected by technical and organisational measures. If a person can be reconnected using that information, the data remains personal data under the ICO’s guidance.

Anonymisation makes a different claim: people are no longer identifiable, including through additional information that can reasonably be used. Removing names or replacing them with tokens does not, by itself, establish that standard. The ICO also says that anonymisation is itself processing of personal data, so the process must be considered under applicable data protection requirements. These statements describe UK guidance; legal definitions and obligations vary by jurisdiction.

For a production system, describe the outcome narrowly. For example, say that a defined transformation is intended to reduce exposure of specified identifiers for a particular task, and document what residual risks remain. Do not call data anonymous merely because a detector replaced names.

Make the privacy claim auditable

A useful production record explains why the chosen transformation is appropriate and how the team will know if it stops working. Keep a record of:

  • the processing purpose and data classes in scope;
  • the transformation rules and any stable-linkage requirement;
  • where additional identifying information is held and who can access or reverse it;
  • the tests for detection, false positives, residual identification risk, and task utility;
  • the release criteria, review cadence, and material workflow changes that trigger reassessment.

The ICO highlights processing context, privacy protection, utility, scalability, security measures, and risks such as brute-force or guesswork attacks when considering pseudonymisation. Those factors help make a redaction design reviewable; they do not turn a masking operation into proof of anonymity.
