NIST Cybersecurity Framework (CSF) 2.0 is a flexible way to describe, assess, prioritize, and communicate cybersecurity outcomes—not a prescribed set of tools or a certification checklist. Its six functions are Govern, Identify, Protect, Detect, Respond, and Recover. Professionals can put them to work by documenting current and target outcomes in Organizational Profiles, comparing the gaps, and prioritizing changes against their organization’s mission and risks.

What is NIST CSF 2.0?

The National Institute of Standards and Technology released CSF 2.0 on February 26, 2024. It is intended for organizations of all types and sizes, not only critical-infrastructure operators. Compared with the earlier framework, this edition gives greater emphasis to governance and cybersecurity supply-chain risk management. NIST’s CSF 2.0 overview describes the framework and its resources.

The CSF Core is a taxonomy of high-level cybersecurity outcomes. It helps an organization describe the results it wants to achieve and organize its risk-management work. It does not prescribe a universal implementation plan, name required vendors, or tell an organization which product to buy. NIST’s CSF 2.0 publication and Core provide the outcome structure; other NIST resources offer guidance that can support implementation.

What are the six functions of NIST CSF 2.0?

The functions group cybersecurity outcomes into a lifecycle view. Govern, Identify, Protect, and Detect activities take place continuously. Respond and Recover should be prepared in advance and activated when an incident occurs.

Govern Establishing, communicating, and monitoring cybersecurity risk strategy, expectations, and policy. Set direction and clarify how cybersecurity risk decisions are overseen.
Identify Understanding the organization’s context, assets, and current cybersecurity risks. Build a risk picture grounded in what the organization does and depends on.
Protect Using safeguards to manage cybersecurity risks. Define the protective outcomes needed for the organization’s priorities and risks.
Detect Finding and analyzing possible attacks and compromises. Establish outcomes for recognizing and understanding suspicious activity.
Respond Taking action regarding a detected cybersecurity incident. Plan how the organization will handle incidents when they occur.
Recover Restoring assets and operations affected by an incident. Set outcomes for resuming affected operations and assets.

The functions are connected rather than a one-time sequence: governance informs risk decisions across the organization, while identification, protection, and detection continue as part of ongoing risk management. Response and recovery readiness needs to exist before an incident, even though those functions are activated by one. See the NIST CSF 2.0 Core for the detailed outcome taxonomy.

How to create a CSF Organizational Profile

An Organizational Profile uses CSF Core outcomes to describe an organization’s current and/or target cybersecurity posture. It lets a team tailor outcomes to its mission, stakeholder expectations, threat landscape, and requirements, then assess priorities, plan action, track progress, and communicate with stakeholders. NIST also provides a customizable Current and Target Profile spreadsheet. Its side-by-side format supports gap identification and analysis. A practical workflow is:

  1. Establish context and priorities. Identify the organization’s mission objectives, stakeholder expectations, relevant threats, and applicable requirements.
  2. Describe the current outcomes. Use the Core to record what the organization currently achieves. Base the profile on the organization’s actual posture, not an assumed ideal.
  3. Set target outcomes. Select and tailor outcomes that fit the organization’s priorities and risk context. The framework does not make every outcome equally relevant to every organization.
  4. Compare current and target profiles. Identify gaps between the present posture and the desired outcomes, and analyze their significance.
  5. Prioritize improvements and plan action. Decide which gaps to address first in light of mission needs, stakeholder expectations, threats, and requirements.
  6. Track progress and revisit the profile. Use it to monitor changes and communicate with stakeholders as organizational priorities and capabilities evolve.

A Profile makes the framework organization-specific: it is a structured way to express desired outcomes and the work needed to move toward them, rather than a preset checklist that automatically determines the right priorities.

What do NIST CSF Tiers mean?

Tiers can be applied to Organizational Profiles to characterize the rigor of cybersecurity risk governance and management outcomes. They provide context about how an organization views cybersecurity risk and the processes it uses to manage that risk. NIST describes their use for reviewing practices, identifying improvements, and monitoring progress in its SP 1302 Tiers Quick-Start Guide.

Use a Tier as context for the rigor of risk-management practices—not as a certification level or a stand-alone score that proves an organization is secure. It is most useful alongside the Profile and the organization’s context, so that a characterization of management practices does not substitute for reviewing the actual outcomes and risks that matter.

How to choose priorities and official resources

When teams need to compare needs or decide where to focus, use the organization’s situation rather than a universal ranking. Consider:

  • Fit with the organization’s mission and stakeholder expectations.
  • Relevant threats and requirements.
  • The gap between current and target outcomes.
  • The rigor of governance and risk-management practices.

NIST’s CSF 2.0 resources page collects material for different needs, including quick-start guides for Organizational Profiles, Community Profiles, small businesses, cybersecurity supply-chain risk management, Tiers, enterprise risk management, workforce management, and informative references. It also points to the CSF 2.0 document, Profiles, mappings and informative references, a CSF 2.0 tool, videos, and translations. Choose the resource that matches the task rather than treating every guide as a required step.

The resources page also lists SP 1353, an initial public draft quick-start guide on using AI for CSF analysis and reporting. NIST listed comments as due October 15, 2026; because it is a draft and its status can change, check the current NIST resource listing for the latest version and deadline.
