A current secondary report identifies eight classic Call of Duty games that are still absent from the Game Pass catalog: Call of Duty 2, Call of Duty 4: Modern Warfare (2007), World at War, Modern Warfare 2 (2009), Modern Warfare 3 (2011), Black Ops, Black Ops II and Black Ops III. This is a reported shortlist, not a definitive list of every Activision title missing from the service. Catalog entries, tiers and regional availability can change, so check the official Game Pass catalog before subscribing or buying.
The reported eight-game shortlist
The enumeration below comes from a current secondary report. “Missing” means the report did not find the title as a Game Pass entitlement; it does not establish that Microsoft will never add the game or explain why it is absent.
| Game | Reported Game Pass status |
|---|---|
| Call of Duty 2 | Included in the reported missing-game shortlist |
| Call of Duty 4: Modern Warfare (2007) | Included in the reported missing-game shortlist |
| Call of Duty: World at War | Included in the reported missing-game shortlist |
| Call of Duty: Modern Warfare 2 (2009) | Included in the reported missing-game shortlist |
| Call of Duty: Modern Warfare 3 (2011) | Included in the reported missing-game shortlist |
| Call of Duty: Black Ops | Included in the reported missing-game shortlist |
| Call of Duty: Black Ops II | Included in the reported missing-game shortlist |
| Call of Duty: Black Ops III | Included in the reported missing-game shortlist |
Why this is not necessarily the complete list
Windows Central has published a broader compilation of Microsoft-owned games that are not on Game Pass, with additional Activision omissions. Therefore, the eight titles above should be treated as the specific shortlist reported for this question, not as a catalog-wide inventory.

Black Ops 6 arrived day one
Microsoft’s official October 2024 announcement placed Call of Duty: Black Ops 6 in Game Pass on its release day. That is a newer entry and does not imply that the older Black Ops games in the table were added.
#1 Best Overall
- Disc only. Original case and manual not included. Will come packaged in a generic case.
- This renewed game has been cleaned, tested, and shows minimal wear.
Modern Warfare III received cloud access
The same October 2024 rollout brought Call of Duty: Modern Warfare III to Game Pass Ultimate cloud gaming on October 25. Cloud availability is a tier-specific benefit; it should not be read as proof that every version or platform edition is included.
World War II was added in June 2025
Xbox announced Call of Duty: WWII for Game Pass in June 2025. Its addition shows that the catalog has been expanding in stages, rather than arriving as one complete package of older Call of Duty releases.
Rank #2
- Strike Force Levels: New to the Call of Duty Franchise, strike force levels provide sandbox style game play experiences, allowing players to take command of any element of their squad at any time
- Branching Story lines: Choices the player makes could mean the difference between life and death for some characters and there exists an even greater opportunity for multiple endings
- Single Player Character Customization: Choose from a variety of weapons and load outs providing multiple choices for how you approach single player missions
Microsoft promised more Activision and Blizzard games
In February 2024, Microsoft said: “There will be even more to play as we begin to fulfill our commitment to offer Activision and Blizzard games with Game Pass, both new releases and classic games from its legendary catalog.” The statement also referred to 34 million Xbox Game Pass subscribers. It did not provide a release date for any of the eight games listed above.
Retro Classics is a separate initiative
Xbox’s Retro Classics launch included more than 50 classic Activision games and said the collection would grow to more than 100 titles over time. The launch examples were mainly Activision games from the 1980s and 1990s, so the initiative is not evidence that the eight Call of Duty games have been added.
Rank #3
- Futuristic missions give you new weapons and scenarios to get to grips with The CLAW is a Cognitive Land Assault
- Weapon that can be utilised as an in-game vehicle Call of Duty: Black Ops II is a new story with elements and characters from previous games
- The non-linear storyline will see you battling during a futuristic Cold War, as well as tackling flashbacks from historical missions and playing as various members of the Mason family. Every decision you make during this story will affect future consequences, giving you a different experience every time you play
- Alongside the epic Campaign and branching story is the all-new Multiplayer mode. New maps, new game-styles and new perks make this the most engaging Multiplayer yet
- Zombies Mode also makes a comeback with a series of challenging maps and missions that enable you to fight off the dead in even more ways.
What the gap means for players
The practical difference is between subscription access to selected newer releases and individual ownership of older campaigns or multiplayer versions. Before deciding how to play, compare five details:
- Catalog inclusion: A game can be absent even when another Call of Duty title is available.
- Platform and edition: A console release, a PC release and a cloud version may have different availability.
- Campaign access: Buying or subscribing to one title does not automatically unlock another game’s campaign.
- Multiplayer access: An older game’s online functionality can depend on its platform services and current server status.
- Cost: A subscription is recurring access subject to catalog changes; a separately purchased copy is tied to the edition and platform you buy.
There is no published, title-by-title explanation in the cited official material for why these eight remain out. It would be speculation to assign a particular licensing, technical or legal cause to each omission.
Rank #4
- COD Black Ops II X360
Can Game Pass play the old Modern Warfare and Black Ops games?
According to the reported shortlist, Game Pass does not currently provide those eight games as subscription entitlements. That includes Modern Warfare 2 (2009), Modern Warfare 3 (2011), the original Black Ops, Black Ops II and Black Ops III. A future catalog change could alter that answer, and availability may differ by country and Game Pass tier.

Do not confuse Modern Warfare III—the newer release that received Ultimate cloud access—with Modern Warfare 3 (2011), which is one of the reported missing games. The similar names refer to different releases.

Buying one separately: the Black Ops II example
If you specifically want Call of Duty: Black Ops II, a standalone physical Xbox 360 copy is a straightforward alternative to waiting for a catalog addition. An honest marketplace search phrase is Call of Duty Black Ops II Xbox 360. Treat that purchase as ownership of a separately sold game, not as a Game Pass entitlement.
- Confirm the edition: Check that the listing is the Xbox 360 release you intend to use, rather than a different platform or a bundle.
- Check console compatibility: Verify that your Xbox hardware supports the disc or the relevant backward-compatibility path before paying.
- Check the region and disc: Confirm regional compatibility, disc condition and whether the seller includes the expected case or media.
- Check online expectations: Look up the current multiplayer/server situation for your platform; a working disc does not guarantee that every online feature remains available.
- Review seller terms: Confirm returns, shipping, authenticity and the final price at the time of purchase.
How to verify the situation before you spend money
- Open the official Game Pass catalog for your country and search the exact game title, including its year where applicable.
- Check which tier is shown. A title listed for cloud gaming in Ultimate is not necessarily included in every tier or installable on every device.
- Confirm the platform and edition you need; similarly named releases can be separate catalog entries.
- If the game is absent, compare the price and condition of a legitimate standalone copy with the recurring cost of waiting for a possible addition.
- Recheck before purchase or subscription activation because Microsoft’s additions, removals and regional listings are changeable.
As of the reported shortlist, the dependable conclusion is narrow: eight classic games are identified as missing, several newer Call of Duty releases have arrived through staged announcements, and Microsoft has promised more Activision and Blizzard additions without scheduling these particular titles.
