There is no single best PCI compliant hosting provider for every business. AWS, Azure, and Google Cloud suit technically capable teams; Rackspace and Liquid Web reduce operational work; OVHcloud targets dedicated private-cloud requirements; HostGator fits hands-on administrators; and DigitalOcean is appropriate only when card data never enters its environment.
The most important qualification is that PCI-capable hosting does not make a merchant PCI DSS compliant. A hosting provider’s assessment covers only defined services, facilities, regions, and controls. Your business remains responsible for its checkout, code, configurations, access controls, payment integrations, policies, monitoring, and validation obligations.

- A provider’s PCI DSS validation covers a defined service scope and does not certify the customer’s website, application, employees, or business processes.
- AWS is the strongest overall choice for flexible custom environments, while Azure is the better fit for Microsoft-centric and hybrid enterprises.
- Rackspace and Liquid Web are more appropriate than self-managed cloud for businesses that need managed operations and compliance assistance.
- OVHcloud’s PCI-DSS VMware option is a specialized private-cloud product, with U.S. starter pricing observed at $4,455 per month in August 2026.
- HostGator says VPS and dedicated servers can support PCI compliance but are not configured for it by default, while shared and reseller servers do not support PCI compliance.
- DigitalOcean is a narrow option for zero-footprint architectures in which cardholder data is handled entirely by a payment processor outside DigitalOcean.
Which PCI compliant hosting providers are best?
The best PCI compliant hosting providers are not interchangeable. AWS, Microsoft Azure, and Google Cloud provide broad infrastructure platforms that require substantial customer engineering. Rackspace and Liquid Web emphasize managed support. OVHcloud offers a dedicated PCI-focused private-cloud package. HostGator is a conditional budget option, and DigitalOcean is suitable only when its environment has no cardholder-data footprint.

What does PCI compliant hosting actually mean?
PCI compliant hosting means that a provider has assessed particular infrastructure, services, facilities, and controls against applicable PCI DSS requirements. The phrase does not mean that every product from the provider is assessed or that a customer’s application automatically complies.
PCI DSS applies to organizations that store, process, or transmit cardholder data or sensitive authentication data. The PCI Security Standards Council’s PCI DSS overview describes the standard and its role, while payment brands, acquiring banks, and other organizations determine how compliance is enforced and validated.
The PCI Security Standards Council document library identified PCI DSS v4.0.1, published in January 2025, as the current revision in the materials reviewed for this article. The library also lists 2026 guidance concerning Requirements 6.4.3 and 11.6.1. PCI DSS v4.0.1 still leaves merchants responsible for secure software development, vulnerability management, authentication, access control, logging, monitoring, payment-page security, third-party scripts, incident response, and evidence retention.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteDoes PCI compliant hosting make a website PCI compliant?
No. A provider’s Attestation of Compliance can help an assessor evaluate the provider-controlled portion of a cardholder-data environment, but it does not replace the customer’s assessment.
AWS explains its PCI shared-responsibility model by stating that customers must manage their own PCI DSS compliance and may need additional testing. Microsoft gives the same warning for Azure: Azure’s PCI DSS validation does not automatically make applications or services built on Azure PCI compliant. Rackspace likewise states in its compliance documentation that hosting with Rackspace does not automatically make the customer PCI DSS compliant.
Your responsibilities may include the operating system, firewall rules, application code, checkout configuration, credentials, administrator access, payment scripts, logs, backups, vulnerability scans, penetration testing, policies, incident response, and staff training. The exact division depends on the product and contract.
1. AWS: best overall for scalable custom PCI environments
AWS is the best overall choice for technically capable organizations building a custom, scalable card-processing environment. AWS identifies itself as a PCI DSS Level 1 Service Provider and makes its Attestation of Compliance and Responsibility Summary available through AWS Artifact, as described in the AWS PCI FAQ.
Why choose AWS?
- Broad compute, networking, identity, monitoring, key-management, database, and logging options.
- Flexible segmentation for reducing the cardholder-data environment.
- Infrastructure-as-code and multi-region options for mature engineering teams.
- Compliance reports and supporting documents available through AWS Artifact.
What should you watch?
AWS is not a turnkey managed ecommerce host. Pricing is usage-based, and a secure deployment requires careful decisions about service scope, identity, networking, operating-system maintenance, logging, backups, and evidence. AWS says customers must select services included in the relevant compliance scope; the entire AWS catalog should not be assumed to be covered.
AWS says it is not considered a shared hosting provider under PCI DSS, but that classification does not exempt a customer from securing its own environment. AWS is strongest when the business has cloud-security expertise or hires a qualified managed-service partner.
Verdict: Choose AWS for maximum flexibility and scale. Choose a managed provider instead if your team expects the host to perform patching, architecture reviews, scanning, and audit preparation.
2. Microsoft Azure: best for Microsoft-centric and hybrid enterprises
Azure is the best PCI-capable infrastructure platform for organizations already invested in Microsoft identity, security, databases, and hybrid operations. Microsoft states that Azure is certified under PCI DSS v4.0.1 at Service Provider Level 1, but the assessment covers Azure and selected related services rather than every Microsoft product or customer workload.

- Solid state performance with up to 800MB/s read speeds in a portable drive. (Based on internal testing; performance may be lower depending on host device, interface, usage conditions and other factors. 1MB=1,000,000 bytes.)
- Back up your content and memories on a storage solution that fits seamlessly into your mobile lifestyle.
- Take it with you on your adventures—up to two-meter drop protection means this durable drive can take a beating. (Based on internal testing.)
- Secure it to your belt loop or backpack for extra peace of mind thanks to the tough rubber hook.
- From Sandisk, a brand professional photographers trust to take on assignments.
The Microsoft Azure PCI DSS documentation is the starting point for confirming covered services and understanding customer responsibilities.
Azure is a good fit when
- The organization uses Microsoft Entra ID, Windows Server, SQL Server, Microsoft Defender, or Microsoft Sentinel.
- On-premises systems and cloud systems must operate under one governance model.
- Existing Azure administrators understand network segmentation, policies, privileged access, and monitoring.
Azure’s consumption pricing and service scope can be complex. Azure’s validation does not make application code, payment integrations, identity settings, or customer-managed systems compliant by default.
Verdict: Azure is a strong choice for Microsoft-heavy and hybrid businesses, not automatically an easier compliance choice than AWS or Google Cloud.
3. Google Cloud: best for cloud-native and data-intensive workloads
Google Cloud is the best fit for engineering-led businesses using containers, Kubernetes, analytics, or machine-learning-heavy architectures. Google Cloud states that individual services have been reviewed by an independent Qualified Security Assessor and determined to be PCI DSS 4.0.1 compliant.

Google also makes compliance reports available through Compliance Reports Manager.
Advantages and limitations
- Advantages: strong cloud-native tooling, service-level compliance information, and good support for data-intensive systems.
- Limitations: customers must secure their own applications, identities, networks, deployment pipelines, logs, and integrations.
- Architecture fit: particularly useful when a third-party processor or tokenization keeps raw card data out of most application components.
Verdict: Google Cloud is a good platform for developers who can operate a secure cloud environment. It is not a replacement for managed WordPress or traditional ecommerce hosting support.
4. Rackspace Technology: best for managed cloud and compliance assistance
Rackspace is the strongest option in this shortlist for organizations that want managed cloud operations and compliance assistance rather than raw infrastructure. Rackspace states that it has achieved PCI DSS Level 1 provider status for facilities in the United States, United Kingdom, Hong Kong, and Australia, and offers PCI DSS-compliant public-cloud, private-cloud, dedicated-server, and hybrid solutions.
The Rackspace PCI service page and Rackspace compliance documentation should be read together. Rackspace’s Fanatical Support for AWS offering has its own service-provider scope, while AWS infrastructure is covered under AWS’s separate compliance documentation.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Why businesses choose Rackspace
- Managed operations can reduce the customer’s infrastructure workload.
- Public, private, dedicated, and hybrid deployment models are available.
- Compliance and security personnel can assist with architecture and operational processes.
Managed service does not mean every PCI control is delegated. The customer still owns application security, business processes, access decisions, payment-page controls, and other customer-controlled requirements. Exact service and regional scope should be confirmed before signing.
Verdict: Rackspace is a good premium choice when operational support is worth more than the lowest infrastructure price.
5. OVHcloud PCI-DSS VMware: best for dedicated private-cloud infrastructure
OVHcloud PCI-DSS VMware is the best specialized choice when dedicated private-cloud infrastructure and a clearly labeled PCI-focused package justify enterprise-level cost. OVHcloud describes a PCI-DSS Attestation of Compliance covering situations in which OVHcloud handles, accesses, stores, processes, or transmits customer cardholder data or sensitive authentication data, or manages the customer’s cardholder-data environment.

In the U.S. pricing observed in August 2026, PCI-DSS starter packs began at $4,455 per month for two hosts, 128 GB RAM per host, and two 3 TB datastores. The price is region- and configuration-dependent and should not be treated as a universal quote.
Dedicated infrastructure can simplify isolation and evidence collection, but it does not replace application security, patching, access control, logging, scanning, or incident response. VMware private cloud is excessive for a small store that uses a processor-hosted payment page.
Verdict: Choose OVHcloud for a specialized, predictable private-cloud environment—not for ordinary low-cost ecommerce hosting.
6. Liquid Web: best for managed ecommerce servers
Liquid Web is a reasonable candidate for ecommerce businesses that want managed servers and hands-on support instead of operating a public cloud themselves. Liquid Web markets managed hosting with PCI-compliant infrastructure, daily backups, and 24/7/365 expert support.
Recommended Free Tools
Liquid Web’s managed-hosting materials provide useful information about its infrastructure and support orientation, but buyers should obtain the current Attestation of Compliance, exact product scope, regional scope, scanning requirements, and responsibility allocation for the selected plan.
Liquid Web may suit
- WooCommerce, Magento, and similar applications needing more control than shared hosting.
- Agencies managing client stores that need human operational support.
- Businesses that do not want to assemble every cloud component themselves.
The phrase “PCI-compliant infrastructure” does not establish application compliance. Pricing and the exact PCI-capable configuration may require a sales conversation, so generic entry-level hosting prices should not be presented as the cost of a compliant environment.
Verdict: Liquid Web is worth evaluating for managed ecommerce, but require written scope confirmation before treating it as a turnkey PCI solution.
7. HostGator VPS or dedicated servers: best for hands-on budget buyers
HostGator is a conditional budget option for experienced administrators using VPS or dedicated servers; it is not a turnkey PCI hosting recommendation. HostGator explicitly says that its VPS and dedicated servers support PCI compliance, but are not configured for it by default. HostGator also says shared and reseller servers do not support PCI compliance.
HostGator’s PCI server guidance says customers must regularly update server software, that HostGator cannot guarantee compliance, and that assistance based on scan reports is a paid service with a minimum of one hour of standard administrative time.
HostGator is appropriate only when you can manage
- Operating-system updates and hardening.
- Firewall rules, privileged access, and MFA.
- Vulnerability scanning and remediation.
- Logging, backups, monitoring, and incident response.
- Application and payment integration security.
Verdict: Consider HostGator only for a simple architecture managed by a capable administrator. Exclude shared and reseller plans from a PCI hosting shortlist.

8. DigitalOcean: best only for a zero-footprint payment architecture
DigitalOcean is appropriate only when cardholder data never enters, passes through, or gets stored in the DigitalOcean environment. DigitalOcean states that it maintains a PCI DSS SAQ-A validation and a zero-footprint data policy under which its administrative environment does not store, process, or transmit cardholder data.
That claim is materially narrower than saying every Droplet or hosted application is PCI DSS compliant. The DigitalOcean certification and trust documentation describes the published position, while the DigitalOcean Droplet pricing page advertised Droplets from $4 per month when reviewed.

The merchant still has responsibilities for the website, payment-page integration, scripts, credentials, operating system, and third-party services.
Verdict: DigitalOcean can be an inexpensive fit for a carefully designed zero-footprint architecture, but it is not a general-purpose PCI-compliant hosting platform for applications that handle raw card data.
What should you compare before choosing a PCI hosting provider?
Compare documented scope, responsibility allocation, operational support, payment architecture, hosting model, and total cost—not merely a “PCI compliant” badge.
1. Formal compliance evidence
Request a current Attestation of Compliance, applicable Report on Compliance or executive summary, responsibility matrix, service-in-scope list, region and facility scope, hosting classification, current PCI DSS revision, and information about the independent assessor.
2. Exact service and regional scope
Ask whether the specific compute, database, object storage, CDN, DNS, backup, support, and managed services you intend to use are assessed. AWS, Azure, and Google Cloud all emphasize that customers must choose services within the provider’s documented scope rather than assume the whole catalog is covered.
3. Responsibility sharing
Put these responsibilities in writing: physical security, host and hypervisor security, network controls, operating-system patching, firewall configuration, endpoint protection, encryption, key management, identity, logging, backups, scans, incident response, and evidence collection.
4. Management and technical capability
A self-managed hyperscaler can be flexible but demands skilled administrators. A managed provider can reduce operational work but costs more and still leaves application and merchant obligations with the customer. Dedicated infrastructure may simplify isolation, but dedicated hosting does not guarantee compliance.
5. Total cost of ownership
Include compute, storage, bandwidth, egress, backups, managed support, vulnerability scanning, WAF, monitoring, SIEM, consulting, QSA fees, penetration testing, staff time, disaster recovery, migration, and secure exit costs. A low server price can be misleading if the business lacks the staff to operate the environment.

| Model | When it can fit | Advantages | Risks or limitations |
|---|---|---|---|
| Shared hosting | Generally unsuitable for a cardholder-data environment | Low price and simple administration | Tenant isolation, access, logging, patch evidence, and provider scope can be difficult; some providers explicitly exclude it |
| VPS | Simple architectures operated by experienced administrators | Lower cost and more control than shared hosting | Guest OS and application are still the customer’s responsibility; not automatically PCI-ready |
| Dedicated server | Businesses needing clearer physical isolation or predictable resources | Can simplify segmentation and evidence collection | Does not replace patching, secure coding, scans, or monitoring |
| Public cloud | Scalable custom systems with skilled engineering teams | Flexible networking, identity, logging, automation, and scaling | Service-by-service scope and configuration complexity |
| Managed cloud or server | Businesses needing operational and compliance assistance | Less infrastructure work and access to specialist support | Higher cost; customer controls remain |
| Dedicated private cloud | Large or regulated workloads with isolation and audit requirements | Predictable dedicated infrastructure and clearer boundaries | High cost and more architecture than many stores need |
| Hosted payment architecture | Merchants that can keep raw card data with a payment processor | Can reduce the cardholder-data environment | Website, scripts, integration, access, and vendor responsibilities remain |
How can you reduce PCI scope before buying hosting?
You can often reduce hosting scope by designing the payment flow so raw card data never reaches your servers, but outsourced payment processing does not eliminate every merchant obligation.
- Map the payment flow. Record whether card data enters the web server, passes through APIs, appears in logs, reaches databases, is copied to support tools, or is included in backups and analytics.
- Prefer hosted payment pages, hosted fields, or tokenization. Confirm the resulting validation path with the acquiring bank or a qualified assessor rather than assuming a particular integration eliminates compliance.
- Separate systems. Use network segmentation, separate administrative systems, least privilege, and tightly restricted paths between the public website and payment services.
- Control payment-page scripts. Inventory analytics, advertising, tag-management, chat, fraud, and other scripts. PCI DSS v4.0.1 places increased emphasis on payment-page script management and monitoring; consult current PCI SSC guidance for the exact requirement applicable to your architecture.
- Keep card data out of logs and backups. Check application debugging, reverse-proxy logs, error reporting, customer-support systems, database exports, and backup retention.
What is a practical PCI hosting selection workflow?
- Identify the payment architecture. Determine whether the business stores, processes, or transmits cardholder data and whether a hosted payment page or tokenization can remove raw card data from the host.
- Define the cardholder-data environment. List servers, databases, networks, backups, administrative tools, payment services, scripts, vendors, and regions that can affect payment security.
- Shortlist only in-scope provider services. Obtain the current service list and regional documentation for the exact products under consideration.
- Assign every control. Document who handles patching, firewalls, MFA, encryption, keys, logging, monitoring, scans, incident response, backups, and evidence.
- Build and test the environment. Apply segmentation, least privilege, encryption, hardened systems, centralized logs, timely patches, tested backups, change management, and vulnerability remediation.
- Validate through the correct route. Depending on the merchant and payment architecture, validation can involve an SAQ, Approved Scanning Vendor scan, penetration test, QSA assessment, Report on Compliance, or Attestation of Compliance.
- Maintain the controls continuously. Reassess after hosting migrations, payment-processor changes, application releases, new checkout scripts, firewall changes, administrator changes, backup changes, or security incidents.
AWS describes annual QSA assessment or SAQ-based validation as common approaches, with quarterly scanning often relevant to cardholder environments. The exact schedule depends on the merchant’s validation method, acquiring bank, payment brands, transaction profile, and assessor.
What documents should you request from a provider?
Request these documents before committing to a provider or treating a product as PCI-capable:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Current PCI DSS Attestation of Compliance.
- Applicable Report on Compliance or executive summary.
- Service, facility, and geographic-region scope.
- Responsibility matrix or shared-responsibility description.
- Vulnerability-scanning policy and customer scanning requirements.
- Incident-response and breach-notification terms.
- Backup protection, retention, and deletion details.
- Support-access controls and privileged-access procedures.
- Subprocessor list and vendor-management information.
- Data-location, transfer, and residency terms.
- SLA, maintenance, and change-notification policy.
- Exit, data-export, and secure-deletion procedures.
A vague logo, sales-page adjective, or undated “PCI certified” statement is weak evidence. Ask the provider to identify the exact product, region, assessment document, and customer obligations.
Common PCI hosting mistakes
- Confusing provider compliance with merchant compliance: the provider’s AOC does not certify the customer’s checkout or business processes.
- Assuming every cloud service is covered: hyperscalers assess selected services, not necessarily their entire catalogs.
- Leaving payment data in logs: debugging and support systems can expand the cardholder-data environment.
- Ignoring third-party checkout scripts: analytics, advertising, chat, and tag-management code can affect payment-page security.
- Treating backups as out of scope: encrypted backups containing cardholder data still require access control, retention, monitoring, and secure destruction.
- Ignoring support access: provider technicians, managed-service personnel, remote-support tools, and outsourced developers can affect scope.
- Assuming dedicated means compliant: physical isolation does not replace secure code, patching, monitoring, scans, or incident response.
- Comparing unlike prices: a $4 DigitalOcean Droplet and a $4,455-per-month private-cloud starter pack provide very different isolation, support, and operational models.
Which provider should you choose?
Choose the provider that matches the payment architecture and the organization’s ability to operate security controls.
- Choose AWS for a flexible, scalable custom environment managed by a capable cloud team.
- Choose Azure when Microsoft identity, security, databases, and hybrid governance are already central to IT operations.
- Choose Google Cloud for cloud-native, containerized, analytics-heavy, or developer-led systems.
- Choose Rackspace when managed operations and compliance assistance justify a premium.
- Choose OVHcloud PCI-DSS VMware when dedicated private-cloud infrastructure and audit requirements justify enterprise pricing.
- Choose Liquid Web when managed ecommerce-server support matters more than hyperscaler flexibility, after confirming exact PCI scope.
- Choose HostGator VPS or dedicated hosting only when experienced administrators can configure and maintain the environment.
- Choose DigitalOcean only for a carefully designed zero-footprint architecture that keeps raw card data with a payment processor.
For many small merchants, the most effective first decision is not selecting the most heavily certified server. It is selecting a payment flow that keeps raw cardholder data out of the hosting environment, then confirming the remaining responsibilities with the acquirer or a qualified assessor.
Frequently Asked Questions
Is shared hosting suitable for PCI compliance?
Shared hosting is generally a poor choice for a PCI cardholder-data environment because tenant isolation, administrative access, logging, patch evidence, and incident response are harder to define. HostGator explicitly states that its shared and reseller servers do not support PCI compliance.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsIs a VPS enough for PCI compliance?
A VPS can be part of a PCI-capable architecture, but a VPS is not automatically PCI compliant. The customer must secure and maintain the guest operating system, application, network controls, access, logs, backups, scans, and payment integration.
Do I need dedicated hosting for PCI DSS?
You do not automatically need dedicated hosting for PCI DSS. Dedicated infrastructure may simplify isolation and evidence collection, but correctly designed public cloud or managed infrastructure can also support a compliant environment when the provider’s service scope and customer controls are appropriate.
Is AWS automatically PCI compliant?
AWS provides PCI DSS Level 1 validated services and compliance documentation, but AWS does not automatically make a customer’s application or business PCI DSS compliant. Customers must use in-scope services and secure their own environment.
Can a hosted payment page eliminate PCI compliance obligations?
A hosted payment page or tokenization can reduce the systems exposed to raw cardholder data, but it does not eliminate every merchant responsibility. Website security, payment-page scripts, credentials, integrations, third-party vendors, and validation requirements may still apply.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The Bottom Line
Bottom line: Do not buy a hosting plan because a sales page says “PCI compliant.” Verify the exact assessed service and region, obtain the provider’s current compliance documents, map the payment flow, assign shared responsibilities, and choose a managed host, hyperscaler, dedicated private cloud, or zero-footprint design according to your workload and security expertise.
