The phrase “free IP stresser” usually describes a service that sends large volumes of traffic toward an IP address. That is not a harmless testing category: without explicit authorization, it can disrupt someone else’s service and may violate provider policies or the law.
There also is no reliable current basis for recommending six legitimate free IP-stresser services, their interfaces, or their commands. AWS and Cloudflare document DDoS simulation as a controlled security exercise with ownership, authorization, provider, and traffic-limit requirements—not as a general-purpose free tool category.
If your goal is to test a system you own, use an application load test or an approved DDoS simulation instead. The six options below are safer testing paths rather than attack services.
Why this 2023 list should not be reproduced as a current guide
Many “IP stresser” lists mix together ordinary load-testing tools, network diagnostics, booter services, and attack infrastructure. Those are materially different activities.

AWS distinguishes legitimate load testing from DDoS testing. Packet or connection flooding, reflection or amplification, and deliberate attempts to overwhelm infrastructure fall into the DDoS-testing category rather than ordinary application performance testing.
Six legitimate alternatives to an IP stresser
1. Run an application load test against an owned staging environment
For most websites and APIs, this is the appropriate first step. Generate realistic requests against a staging deployment or an isolated production endpoint, then measure latency, error rate, throughput, CPU, memory, database saturation, and autoscaling behavior.
Keep the test at the application layer. Do not turn it into a packet flood, connection-exhaustion exercise, reflection test, or amplification test. AWS’s distributed load-testing solution is intended for load testing, not DDoS simulation, and its documentation points users to the applicable EC2 testing policy.

AWS provides a distributed load-testing solution for generating legitimate application traffic from multiple locations. It is useful when a single test machine cannot represent the geographic distribution or concurrency of real users.
Before launching a test, confirm the target, expected request rate, test window, regions, and stop conditions. Treat the solution as a performance-testing platform. AWS states that DDoS simulations are prohibited under ordinary EC2 testing rules and must instead follow the separate DDoS Simulation Testing Policy.

3. Test CloudFront using the full edge-distribution model
A single DNS lookup followed by requests to one CloudFront IP does not represent normal CloudFront behavior. CloudFront distributes traffic across geographically dispersed edge locations, so targeting one returned address tests only a small portion of one edge location and may overload that subset.
For an accurate authorized load test:
- Generate traffic from multiple geographic regions.
- Resolve DNS independently from each test client or load-generator location.
- Use the complete set of addresses returned by DNS rather than pinning the test to one IP.
- Record cache-hit and cache-miss behavior separately.
- Check CloudFront metrics, origin metrics, application logs, and error responses together.
AWS documents additional CloudFront restrictions. Tests are not allowed on cache behaviors with Lambda@Edge viewer-request or viewer-response triggers, or on origins with Origin Shield enabled.

If you need to test defensive controls against attack-style traffic, use AWS’s formal simulation process rather than a public stresser. AWS requires the target to be a Protected Resource in an AWS account owned by the customer and subscribed to Shield Advanced, or an edge-optimized Amazon API Gateway endpoint in such an account.
The exercise must be performed by an AWS-approved DDoS Test Partner. AWS’s current policy lists:
- NCC Group plc
- RedWolf Security Incorporated
- Red Button
- Safedash Analytics
AWS documents two simulation paths: a production-traffic simulation conducted by an authorized partner, or a synthetic simulation/firedrill coordinated with the AWS Shield Response Team.

The public AWS limits are also explicit. A simulation may not exceed 5 million packets per second for an Amazon CloudFront distribution or 50,000 packets per second for other AWS resources. “Unlimited” stress testing is not an AWS-approved testing model.

5. Use Cloudflare’s authorized DDoS simulation process
Cloudflare permits simulations only against an owned and isolated property. The zone, Spectrum application, or IP range must belong to the customer, be onboarded under an account the customer owns, and not be shared with another organization or individual.
Check service placement before scheduling the exercise. An HTTP DDoS simulation will fail if the application uses only Magic Transit; the HTTP application must also be onboarded to Cloudflare’s reverse-proxy service so Cloudflare can test its HTTP DDoS protection.
For Cloudflare Network Flow testing, obtain permission before testing when the property is hosted by Cloudflare or its traffic passes through Cloudflare. Enterprise customers with Network Flow enabled must contact their Cloudflare Account Manager even when the property is hosted elsewhere.
Cloudflare’s Network Flow guide refers to a trusted, open-source DDoS simulation tool, but the cited documentation does not identify a specific tool. Therefore, do not label a particular free utility “Cloudflare-approved” without confirmation from Cloudflare or your account team.

6. Run a controlled resilience drill without attacking an Internet IP
A useful alternative is a tabletop or synthetic drill. Model the incident, verify alerting and escalation, and test controls using safe signals rather than sending disruptive traffic to a public address.
A drill can validate:
- Who receives the first alert and who can declare an incident
- Whether rate limiting, caching, WAF rules, and upstream protections behave as expected
- How quickly dashboards show elevated requests, errors, latency, or bandwidth
- Whether runbooks contain current provider contacts and rollback steps
- How the team distinguishes an origin failure from an edge or network event
- Whether logging and evidence collection work during an incident
This approach does not prove that infrastructure can absorb a real DDoS, but it can expose operational gaps without placing an unrelated network, provider, or bystander at risk.
Pre-test checklist
- Prove ownership. Confirm that the domain, IP range, cloud account, and application belong to the organization authorizing the test.
- Read the provider policy. AWS, Cloudflare, and other hosting providers may require advance approval, partner involvement, traffic limits, or specific test windows.
- Define the boundary. List the exact hostnames, resources, regions, protocols, and source networks included. Exclude shared infrastructure.
- Choose stop conditions. Examples include a defined error-rate threshold, unexpected impact to another service, provider warning, or loss of observability.
- Notify stakeholders. Coordinate with the security team, operations staff, cloud provider, ISP, CDN, and any managed service involved.
- Capture a baseline. Record normal latency, request rate, cache ratio, origin load, bandwidth, and error rates before testing.
- Use independent monitoring. Do not rely only on the system being tested; its dashboards may fail or become misleading under load.
- Document the result. Record the approved scope, traffic profile, timestamps, alerts, provider responses, failures, and remediation actions.
What not to do
- Do not enter another person’s IP address into a stresser or booter site.
- Do not test an address merely because it responds to a scan or appears publicly reachable.
- Do not assume that calling an activity a “stress test” makes attack-style flooding acceptable.
- Do not pin a CDN test to one returned edge IP.
- Do not use a public “free” service whose ownership, traffic sources, logging, and authorization cannot be verified.
- Do not describe an unverified tool as AWS- or Cloudflare-approved.
Bottom line on free IP stressers
There is no responsible, current list of six free IP-stresser services to recommend. A public stresser can be an attack service, and even an authorized DDoS simulation is governed by strict provider rules.
Use ordinary application load testing for performance questions. For defensive DDoS validation, use AWS Shield’s approved process or Cloudflare’s documented authorization process, with an owned and isolated target, written approval, monitoring, limits, and a recovery plan.
FAQ
Are IP stressers legal to use?
Only testing that is explicitly authorized, properly scoped, and compliant with the relevant provider and local laws should be considered. Sending disruptive traffic to someone else’s IP without permission is not a legitimate test.

Is a load test the same as a DDoS test?
No. A load test generates legitimate or expected application traffic to measure performance. AWS classifies flooding, reflection, amplification, and deliberate attempts to overwhelm infrastructure as DDoS testing, which follows separate rules.
Can I DDoS-test an AWS resource for free?
AWS does not provide a general free IP-stresser category. Its documented DDoS simulation process requires eligible resources, Shield Advanced in the relevant cases, and an AWS-approved DDoS Test Partner or coordination with the Shield Response Team.
What are AWS’s current DDoS simulation limits?

Not for an HTTP DDoS simulation. Cloudflare states that the HTTP application must also be onboarded to its reverse-proxy service. Network Flow testing has separate permission requirements.
Why is testing one CloudFront IP a bad idea?
CloudFront uses geographically distributed edge locations. One DNS-returned IP represents only a small subset of one edge location and can produce an unrepresentative result or overload that subset.
The Bottom Line
Do not use a public IP stresser. For a system you own, choose a controlled application load test, an AWS or Cloudflare-approved DDoS simulation, or a synthetic resilience drill. The correct test is defined by its objective, authorization, traffic type, scope, and provider policy—not by whether a website calls itself “free.”
