Outlook can appear to lose contacts when it is actually displaying a different address book, hiding a custom Contacts folder, sorting entries unexpectedly, or limiting the number of directory entries it browses. The fix depends first on whether you use classic Outlook or new Outlook for Windows.
Classic Outlook has the ribbon and the path File > Account Settings > Account Settings. New Outlook has a simplified interface and opens its contact picker from New mail > Mail > To, Cc, or Bcc. The classic address-book management steps do not apply to new Outlook.
1. Select the correct address book
The address-book picker does not always show your personal contacts first. With a Microsoft 365 or Exchange account, Outlook commonly opens the organization’s Global Address List (GAL). Your personal Contacts folder may be a separate option.
Classic Outlook
- Open Outlook and select Home > Address Book.
- In the Address Book window, open the Address Book drop-down.
- Select your personal Contacts folder or another available address book.
- Search for the contact again.
You can also test the list while composing a message: open a new message, select To, Cc, or Bcc, and change the address book in the picker.

New Outlook
- Select New mail from the Home tab.
- Select To, Cc, or Bcc.
- Search for the person in the picker.
- When the matching contact appears, select Add.
New Outlook does not support adding or removing address books through classic Outlook’s Account Settings path. If the contact is visible under People but missing from the new-message picker, try searching by the person’s full name or email address rather than browsing the list.
2. Make a custom Contacts folder an email address book
A custom Contacts subfolder is not automatically guaranteed to appear in the classic Outlook address-book picker. If you moved contacts into a folder such as Customers, Suppliers, or Family, enable that folder as an address book.
- In classic Outlook, select People from the navigation bar.
- Under My Contacts, locate the folder containing the missing contacts.
- Right-click the folder and select Properties.
- Open the Outlook Address Book tab.
- Turn on Show this folder as an e-mail Address Book.
- Select Apply and OK.
- Return to the Inbox and select Home > Address Book.
- Open the Address Book drop-down and check whether the folder is now listed.
If the Outlook Address Book tab is unavailable, you may be working with a folder or account type that cannot be exposed through the classic address-book feature. You can still open it directly from People and use its contacts when composing messages.
3. Search the People view, then check sorting and name format
Outlook has more than one people search. The Search People box on the ribbon searches names and email addresses. The Search Contacts box inside the People view can search additional contact fields, including phone numbers, addresses, and company names.

- Select People in classic Outlook.
- Choose the correct Contacts folder under My Contacts.
- Use the Search Contacts box.
- Try a partial search, such as the first three letters of the surname.
- If necessary, select the search box and open Search Tools. Pressing Ctrl+E also exposes the search tools.
A contact can also be present but appear in an unexpected position because Outlook is sorting by a different field or using inconsistent name formats.
- Open People.
- Select View > View Settings > Sort.
- Choose a useful sort field, such as File As or Last Name.
- Select OK, then OK again.
For example, one contact may be filed as John Smith while another is filed as Smith, John. To standardize the address-book display in classic Outlook, go to File > Account Settings > Account Settings > Address Books, select the address book, choose Change, and set Show names by to File As (Smith, John).
You cannot change the display format of entries in an organization’s GAL. That directory is controlled by the Microsoft 365 or Exchange administrator.
4. Check whether you are browsing the GAL instead of searching for the contact
Microsoft 365 changed online address-list browsing in January 2024. Browsing an online address list is limited to a maximum of 500 objects. This does not mean Outlook has deleted contacts or supports only 500 contacts. It means Outlook may not display every directory entry when you simply browse the online list.

This is especially relevant when the missing person belongs to your organization’s GAL. Instead of scrolling through the list:
- Open the address picker with To, Cc, or Bcc.
- Use the search field.
- Search by the person’s name, email address, department, or another identifying detail.
- If your personal contacts are missing, use the Address Book drop-down and choose your Contacts folder instead of the GAL.
The 500-object browsing limit does not apply to browsing Offline Address Books. If the person is in the company directory but cannot be found by search, ask your Microsoft 365 administrator to verify that the account is present and visible in the GAL.
5. Refresh a broken classic People view
Use this step only when the People window itself is visibly malfunctioning—for example, a contact card overlays the People view or the list fails to render correctly. It is not the general solution for a contact that is merely in the wrong address book.

- Close Outlook completely.
- Hold Ctrl while starting Outlook.
- When Outlook asks whether it should start in Safe Mode, allow it to do so.
- Wait for Outlook to open fully in Safe Mode.
- Close Outlook.
- Start Outlook normally.
If the People view remains broken, install available Office updates and test Outlook without add-ins. A persistent display problem affecting only one profile may require creating a new Outlook profile, but do that only after confirming the contacts exist in Outlook on the web or in the mailbox. Do not remove an account or delete a local data file as a first troubleshooting step.

FAQ
Why do my Outlook contacts show in People but not when I click To?
The message picker may be displaying the Global Address List rather than your personal Contacts folder. In classic Outlook, open the picker and select the correct address book from its drop-down. If the contacts are in a custom folder, enable Show this folder as an e-mail Address Book in that folder’s Properties.
Does Outlook delete contacts after the 500-contact limit?
No. Since January 2024, Microsoft 365 limits browsing an online address list to 500 objects. The limitation affects browsing, not necessarily searching, and it does not mean that personal contacts beyond 500 have been deleted.
How do I add an address book in new Outlook for Windows?
New Outlook does not support adding or removing address books through the classic Account Settings controls. Open a new message and use To, Cc, or Bcc to search the available contact picker. For classic address-book management, use classic Outlook.

Why can I find a contact by name but not in the visible list?
The People list may be sorted by File As, and contacts may use different formats such as First name, Last name and Last name, First name. Open People, choose View > View Settings > Sort, and select a consistent sort field.
Can I change how names in my company Global Address List are displayed?
No. The GAL is managed by your organization’s Microsoft 365 or Exchange administrator. You can change the display format for supported personal address books, but not for directory entries controlled by the organization.
