A Florida endpoint can give you a Florida IP address, but the city selection depends on the provider. A nearby endpoint may be worth trying if your desired city is unavailable, but neither latency nor access to a particular service is guaranteed; check the result with the service you intend to use.

Choose ExpressVPN if Miami or Tampa is the location you need
ExpressVPN’s Florida page names Miami and Tampa. It says its systems are designed not to collect activity or connection logs and that server data is wiped on reboot. Those are the provider’s descriptions of its practices, not independent verification established here. The cited material does not establish current plan prices or exact device and plan details.

Choose Windscribe if you want Orlando as an option
Windscribe lists Miami, Orlando, and Tampa, but not a Jacksonville-specific location. It says its Florida IPs are data-center IPs, and describes its service as encrypting traffic, masking the user’s IP, and not keeping identifying logs. These are Windscribe’s claims; they are not independently audited by the cited source. If Jacksonville is essential, confirm the available endpoint in the app and test the service you need before relying on it.

Consider PIA if broad state coverage matters more than a named city
PIA states that its network covers Florida and all 50 U.S. states, and says users can select a location in its app. Its cited page describes encryption and protocol options, a kill switch, and a no-logs policy. It does not establish a named Florida city, current pricing, or comparative performance. Treat the privacy and feature descriptions as PIA’s own claims rather than independent conclusions.
What a VPN can—and cannot—do for privacy
A VPN routes traffic through a VPN endpoint and can conceal your IP address from sites and services you contact. It can also protect traffic on networks you do not trust, depending on the provider’s implementation and your settings. It does not make you anonymous: accounts, cookies, browser fingerprinting, device identifiers, and information you submit can still identify you. A Florida IP address is also not proof that you are physically in Florida.

Each provider describes privacy or no-logs practices, but the cited provider pages do not independently establish that every such claim has been verified. Read the provider’s current policy and look for clearly described independent assessments before relying on a privacy promise. A kill switch, where available and enabled, is intended to stop traffic from leaving outside the VPN if the connection drops; it is not a substitute for understanding the provider’s data practices.

Does Florida law require a VPN?
No such requirement is established by the cited Florida statutes. Florida Statutes section 501.171 addresses controller duties, including limiting personal-data collection to what is adequate, relevant, and reasonably necessary for disclosed purposes and maintaining reasonable administrative, technical, and physical security practices. Applicability and exemptions matter, so this does not automatically apply to every VPN provider or determine whether a provider’s privacy practices are adequate. Florida Statutes Chapter 934 is titled “Security of Communications; Surveillance” and contains provisions concerning interception and disclosure of communications.
