If you want to watch movies free, try an ad-supported service such as Tubi or check whether your library offers Hoopla or Kanopy. If you specifically want an offline copy, the options are narrower: Hoopla supports downloads inside its app for eligible borrowers, while Internet Archive downloads depend on the rights and settings for each item. Most “free movie download” sites are streaming services, not places to keep unrestricted video files.
Free movie streaming and movie downloads are different
A free stream plays through a website or app; it does not automatically give you permission or a feature to save a movie. Many free services pay for content with advertising, while library services make selected titles available to eligible members. When a service offers offline playback, the download may be restricted to its app and expire or become unavailable under the service’s rules.
For example, Hoopla says eligible users can download movies to Apple, Android, or Kindle Fire mobile devices, but its terms prohibit copying, reproducing, or extracting the content outside Hoopla. Internet Archive items may have downloadable files, but the rights statement on the individual item matters. The U.S. Copyright Office explains that copyright owners have exclusive rights subject to statutory limits; a site offering a stream is not, by itself, permission to copy a film.

Where can you download movies legally for free?
Hoopla: library borrowing with app-controlled downloads
Hoopla is the clearest option in this list for downloading a movie for offline playback. Its movie page says users can borrow content with a library card and download movies to Apple, Android, or Kindle Fire mobile devices. The downloaded content remains governed by Hoopla’s terms: it is not an unrestricted video file that you can extract, copy, or share outside the app. Your library must participate, and its borrowing rules determine what you can access.
Internet Archive: check the item, not just the site
Internet Archive has items that may be public domain or otherwise rights-cleared, and some item pages provide downloads. Rights and available formats can differ from one item to another. Read the item’s rights statement before downloading, sharing, or reusing a film; the presence of a playable video or download button alone is not proof that every use is authorized.

Most other entries are streaming options
Tubi, Pluto TV, The Roku Channel, Plex, and the other ad-supported services in the table are included as places to watch free movies, not as confirmed sources of downloadable movie files. Offline playback, where offered by a service, may be limited by title, plan, device, country, or app. Verify those details on the official service before counting on a trip-ready download.
Which free movie sites are safe?
Prefer a recognized service, a participating library’s portal, or an archive item with a clear rights statement. Be wary of websites that advertise current copyrighted releases as unrestricted free downloads without explaining who authorized them. Avoid installers, browser extensions, or “download managers” that a movie page insists you must add to play or save a film; a legitimate stream should not require you to bypass its protections.

Do you need a library card for Kanopy or Hoopla?
Usually, you need access through a participating institution for either service. Hoopla describes borrowing with a library card; Kanopy offers access through participating public libraries and universities. Having a card or university login does not guarantee that your institution subscribes, that every title is available, or that viewing is unlimited. Check your institution’s digital-services page for its sign-in method and current borrowing or viewing rules.
Are Tubi and Pluto TV legal?
Tubi states that it is a free, legal streaming service and funds viewing with short ad breaks. Pluto TV is described as a free service with ad-supported live channels and on-demand movies. These are authorized streaming models; that does not grant permission to copy or redistribute their films. Availability and catalogs can differ by country.
