When a quota circuit breaker closes, don’t release all 15 launchd jobs at once. Let an application-level coordinator choose pending work, then admit it through a shared quota budget with concurrency and duplicate-execution safeguards. launchd can start that coordinator on a schedule; it does not know whether an API quota has reset or which tasks are safe to replay.
What does it mean for the circuit to close?
A closed circuit means your application’s breaker permits work to be considered again. It does not, by itself, prove that the upstream service has reset a quota or that every request will succeed. Use the service’s documented quota rules and the response information it provides to decide when work is eligible.
Keep scheduling separate from recovery. launchd starts jobs according to their configuration and conditions. Your application must track work that could not run, decide when it can be tried again, and avoid unsafe duplicate side effects.

What should happen to the 15 jobs?
The number 15 describes the scenario, not a known configuration. Without the jobs’ dependencies, request costs, deadlines, business priorities, and idempotency guarantees, there is no evidence-based fixed order for rerunning them.

Instead, treat each job as work moving through explicit states. A coordinator can select eligible items whenever it runs, whether launchd started it periodically or on a calendar schedule.
| State | Meaning | Coordinator action |
|---|---|---|
| Scheduled | A launchd event is due to start a job or coordinator. | Start the configured process if launchd’s conditions permit. |
| Pending | Work is recorded but cannot currently run, such as while the circuit is open or a retry delay has not elapsed. | Keep it in application-managed storage; do not assume launchd is retaining it. |
| Eligible | Application policy allows another attempt now. | Compare it with other eligible work under the shared quota budget. |
| Running | An attempt has been admitted and is in progress. | Track it so another coordinator invocation does not start a duplicate attempt. |
| Succeeded | The intended operation completed. | Record completion so it is not replayed as pending work. |
| Failed or deferred | An attempt failed, or policy postponed another attempt. | Record the outcome and the next permitted action or eligibility time. |
This pipeline is an application design, not behavior promised by launchd or by HTTP. Persisting its state lets the application resume sensibly after sleep, reboot, or process exit.

How should you handle HTTP 429 and 503?
HTTP 429: rate limited
HTTP 429 Too Many Requests signals rate limiting. If the response includes Retry-After, use it to determine how long the client should wait. The header can contain either a delay in seconds or an HTTP date; interpret the form actually received rather than treating every value as a number.
Record the relevant response and make the affected work ineligible until its retry time. If the header is absent, use a bounded fallback policy appropriate to the service’s documented quota behavior; the HTTP references do not prescribe a universal delay. A breaker closing is not a reason to ignore a server-provided wait.

HTTP 503: temporarily unavailable
HTTP 503 Service Unavailable indicates that the server is temporarily not ready, often because of maintenance or overload. This differs from a 429’s rate-limit signal. A 503 may also include Retry-After, which should give an estimated recovery time when possible. Apply the response to the relevant work, rather than assuming that all pending requests share the same eligibility time.
How do launchd schedules behave when a Mac sleeps?
StartInterval
StartInterval requests a launchd job at a recurring interval. The current upstream launchd.plist manual says an event is missed if the computer is asleep when it fires or if the job is already running. Do not treat each interval as a durable queued run waiting to be replayed later.

StartCalendarInterval
StartCalendarInterval has different sleep behavior: multiple scheduled events may coalesce, and the job may start when the Mac wakes. Check the exact macOS release you support; the current upstream manual and archived examples are not a guarantee that every release behaves identically.
KeepAlive
KeepAlive controls whether launchd keeps a job running or invokes it according to demand and conditions. It does not track API quota resets, choose among pending tasks, or provide replay safety. The manual also describes throttling for jobs that repeatedly exit quickly under KeepAlive; using it as a retry loop can therefore behave differently from a deliberate application retry policy.

Apple’s archived Creating Launch Daemons and Agents guide recommends designing daemons to launch on demand. That scheduling guidance does not replace application-level queue and quota management.

Make selection rules explicit and base them on actual workload metadata. These are design considerations, not settings that launchd or the HTTP status codes decide for you.
- Deadline and urgency: Prefer work with a real, documented deadline when missing it has a meaningful cost.
- Quota cost: Account for each request’s cost against the shared service quota, if the service defines those costs.
- Dependencies: Run prerequisite work before dependent work when the dependency is established.
- Duplicate side effects: Retry only when the operation is safe to repeat or protected by an idempotency mechanism. A timeout or process exit does not necessarily prove that the upstream operation failed.
- Fairness: Avoid letting one job class consume every available slot if other classes also need service.
- Concurrency and bursts: Cap simultaneous requests and release work gradually so closing the breaker does not create a sudden burst.
If the jobs lack this metadata, the coordinator cannot infer a safe order. Keep the work pending or use a conservative policy until the application can establish its priority, dependencies, and replay safety.
What should the recovery loop do?
- Persist work before attempting it. Store enough information to resume, identify duplicates, and record state changes after a crash or restart.
- Record server guidance. On 429 or 503, retain any applicable
Retry-Aftervalue and calculate when that work may next be considered. - Keep scheduling and eligibility separate. launchd may start a coordinator, but the coordinator should leave work pending if its retry time has not arrived or the breaker still blocks it.
- Admit only a controlled batch. Select eligible work within a shared quota budget and concurrency limit instead of starting every overdue job at once.
- Protect execution and completion. Prevent overlapping coordinator runs from claiming the same item, and record success or failure so a later invocation can make the next decision.
- Test the target macOS release. Verify actual wake, schedule, and process-exit behavior on the versions you support, especially if correctness depends on a scheduled event.
These steps describe a robust application design, not a built-in launchd queue. The upstream manual documents scheduling behavior; the HTTP references describe response codes and retry guidance. Neither defines the 15 jobs’ order or guarantees that retrying them is safe.
