There is no single best expense management platform for every company in 2026. The right choice depends first on how your business spends money: through company cards, employee reimbursements, business travel, an existing accounting system, or a broader finance-and-procurement workflow.
For most US companies that want proactive control over card spending, Ramp is the strongest starting point. Brex is a compelling alternative for startups and globally oriented technology companies, Navan is the better fit when travel drives spending, and Expensify, Zoho Expense, Sage Expense Management, or Emburse Spend make more sense when employees mainly submit reimbursement claims or use existing cards. Large enterprises should also consider SAP Concur, while multi-entity finance teams may prefer Payhawk, Rydoo, Pleo, or Spendesk.
This is a researched and compared guide, not a claim of identical hands-on testing of every product. Pricing and availability were checked against the supplied product materials around August 10, 2026; quoted prices are starting points, not guaranteed offers. Regional availability, card eligibility, implementation, transaction charges, and add-ons can materially change the total cost.

What expense management software actually does
Expense management software organizes the complete path from an employee spending money to the finance team recording and closing the transaction:
- Request or transaction: an employee requests approval, uses a company card, or pays personally.
- Receipt capture: the employee photographs, emails, texts, or uploads the receipt.
- Data extraction: OCR or other automation identifies the merchant, date, amount, currency, tax, and line items.
- Policy validation: the system checks limits, required fields, merchant restrictions, budgets, and receipt rules.
- Approval: a manager, budget owner, or finance team reviews the claim or transaction.
- Payment or reimbursement: the company pays the card statement, reimburses the employee, or routes the item through payroll or accounts payable.
- Accounting sync: the transaction is mapped to the general ledger, tax codes, classes, locations, projects, customers, departments, or entities.
- Reporting and audit: finance can investigate exceptions, retain supporting documents, and complete the period close.
These categories overlap but are not interchangeable:
- Receipt capture digitizes documents.
- Accounting software records and categorizes transactions.
- Expense reporting software collects claims and routes approvals.
- Corporate-card software manages payment instruments and card transactions.
- Travel management software handles booking, travel policy, itineraries, and duty of care.
- Spend management software adds pre-transaction controls, budgets, procurement, AP, and broader financial operations.
SAP Concur describes the conventional workflow as submission, approval, finance review, reimbursement, and reporting. That is different from a card-led system that can prevent or decline a transaction before it reaches the ledger. See SAP Concur’s expense-management overview and the spend-management comparison from CIO Pages.

The most important choice: reimbursement-first or card-led?
Reimbursement-first platforms
In a reimbursement-first model, employees pay with personal cards, submit receipts, and receive payment from the company.
Advantages:
- No mandatory corporate-card migration.
- Works well for occasional, remote, field, or one-off expenses.
- Can be deployed alongside an existing card program.
- Useful for mileage, per diem, cash purchases, and personal-card expenses.
Weaknesses:
- The company generally controls spending after it occurs.
- Finance must chase missing receipts and review claims.
- Employees carry the cash-flow burden until reimbursement.
- Policy violations may be discovered too late to prevent them.
Typical examples: Expensify, Sage Expense Management, Emburse Spend, Zoho Expense, Rydoo, and Emburse Professional.
Card-led spend platforms
In a card-led model, the company issues physical or virtual cards and applies controls at the point of purchase.
Advantages:
- Limits, merchant rules, and approval requirements can operate before or during payment.
- Transactions and receipts can be matched automatically.
- Budgets can update as employees spend.
- Employees have less personal money tied up in business expenses.
Weaknesses:
- The company must adopt a card issuer or financial-services relationship.
- Credit approval, bank restrictions, foreign-exchange charges, and settlement rules may apply.
- Employees may still use personal cards outside the program.
- Cards do not solve every invoice, mileage, per diem, cash, or travel problem.
Typical examples: Ramp, Brex, BILL Spend & Expense, Payhawk, Pleo, and Spendesk.
The right decision is often a hybrid: company cards for predictable or recurring spend, plus personal-card reimbursement for mileage, travel incidentals, and exceptional purchases.
15 best expense management software platforms for 2026
1. Ramp — best overall for proactive US spend control
Best for: US companies that want corporate cards, expense automation, budgets, travel, AP, and accounting controls in one system.
Pricing: Ramp lists a Free plan at $0 per user per month. Ramp Plus is listed at $15 per user per month, plus a platform fee based on team size; annual billing is advertised as saving 20%. See the current Ramp pricing page.
The Free plan includes corporate cards, travel and expense workflows, receipt collection, budgets, reporting, vendor management, and QuickBooks Online and Xero integrations. Plus adds AI-driven expense review, compliance-based card locking, AP automation, NetSuite and Sage Intacct integrations, multi-entity support, tax capture, and live budget-versus-actual reporting.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Why shortlist it: Ramp is the broadest recommendation for a US company trying to move beyond after-the-fact expense reports. It can connect employee spending to budgets, policy enforcement, travel, AP, and accounting automation.
Main caution: The advertised $0 plan is not directly comparable with a $5-per-user reimbursement application. Ramp’s economics are connected to its card and financial-services relationship, and Plus includes a separate platform fee. Ask about card eligibility, card economics, international availability, ERP implementation, and which controls require Plus.
2. Brex — best for startups and scaling companies
Best for: Venture-backed startups, technology companies, and distributed organizations that need cards, reimbursements, travel, bill pay, and global operations.
Pricing: Brex Essentials is listed at $0 per user per month, while Brex Premium is listed at $12 per user per month. Enterprise pricing is custom. Details are on the Brex pricing page.
Free tools Windows power users keep installed
One-click scans. No signup required.
Essentials includes global card acceptance, one local card program, up to two entities, accounting integrations, local-currency wires, travel booking, real-time reporting, API access, bill pay, and reimbursements. Premium adds customizable policies, dynamic review chains, AI compliance detection, advanced approvals, international multi-entity support, HRIS and ERP integrations, VAT documentation, live budgets, and advanced travel rules.
Why shortlist it: Brex combines corporate-card controls and reimbursement workflows with a finance stack that suits fast-growing companies. Its entity and international features are relevant when a startup expands beyond its original country.
Main caution: “Global” must be tested country by country. Confirm local card issuance, reimbursement rails, settlement currencies, and entity support. Complex policy logic and multi-entity requirements may require Premium or Enterprise rather than Essentials.
3. Navan — best for travel-heavy organizations
Best for: Companies where flights, hotels, ground transportation, and business travel are central to the expense program.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Pricing: Navan lists a free travel offering for companies with up to 300 employees. Navan Expense is free for the first five monthly expensing users and then listed at $15 per user per month. See Navan’s pricing page.
The public plan includes travel inventory, policy and approval workflows, self-service changes, travel support agents, reports, HRIS integrations, expense management, reimbursements, existing-card connections, receipt scanning, and ERP integrations. Enterprise pricing is custom and includes expanded implementation, support, global coverage, and back-office capabilities.
Why shortlist it: Navan connects booking, pre-trip policy, trip information, payment, receipts, and reimbursement better than a basic expense-reporting application.
Main caution: It is less compelling if the business mainly needs non-travel reimbursements. Compare travel inventory, support, negotiated rates, card arrangements, and the handling of expenses booked outside Navan.
4. SAP Concur — best for large-enterprise T&E governance
Best for: Large or regulated organizations with complex approval hierarchies, formal travel programs, multiple countries, and ERP requirements.
Pricing: SAP Concur publicly lists approximate starting prices of $7 per report for Base and $11 per report for Plus, with unlimited users. Premium is custom-priced, and prices vary with monthly commitments and contracted products. Consult SAP Concur’s pricing information.

Plus includes Concur Expense, ExpenseIt, support-desk access, and reporting. Premium adds Concur Travel, Intelligence, and other advanced capabilities. SAP Concur’s broader ecosystem covers travel, expenses, AP, connected data, policy enforcement, reporting, and SAP-related AI capabilities.
Why shortlist it: Concur’s maturity, enterprise integrations, support ecosystem, travel coverage, and governance tools remain valuable for organizations that need formal T&E administration.
Main caution: Per-report pricing is not comparable with per-user pricing. Implementation, configuration, travel, support, integration, and service costs may be substantially more important than the starting price. Concur can be overbuilt for a small company that only needs receipt capture and reimbursements.
5. Expensify — best for simple receipt capture and reimbursements
Best for: Small and midsize businesses whose main problem is collecting receipts, preparing reports, approving expenses, and reimbursing employees.
Pricing: Expensify lists Collect at $5 per member per month. Its Control plan is custom-priced, with pricing shown as low as $9 per active member per month. Check the Expensify pricing page for current terms.
Collect includes receipt scanning, reimbursements, corporate-card management, expense and travel approvals, travel booking and rules, QuickBooks and Xero integrations, and support. Expensify also lists integrations for QuickBooks Online, NetSuite, Xero, Sage Intacct, QuickBooks Desktop, and FinancialForce.

Main caution: It should not be treated as equivalent to Ramp or Brex for proactive card controls, procurement, or pre-transaction budget enforcement. Confirm the definitions of member, active member, approver, cardholder, and reimbursed employee in the contract, along with scan limits, accounting mappings, international payment support, and report customization.
6. BILL Spend & Expense — best for budget-first card programs
Best for: Small and midsize companies that want card controls, budgets, receipt matching, and reimbursements without a conventional software subscription.
Pricing: BILL advertises Spend & Expense at $0 per user per month, with no subscription or per-user software fee. Review the BILL pricing page and product page.
The product combines corporate cards, budgets, expense tracking, receipt matching, categorization, policy controls, reimbursements, and accounting synchronization. Budget rules can be based on employee, merchant, amount, receipt requirements, approval order, and overspend behavior.
Why shortlist it: It is attractive when the priority is assigning money to defined budgets and seeing card spending clearly without adding a traditional software subscription.
Main caution: Free software does not mean free financial services. Credit lines are subject to application approval, and card or payment fees may apply. Model foreign exchange, financing, payment, and opportunity costs. A reimbursement-only buyer may not want to change its card or credit relationship.
7. Rippling Spend — best for HR-to-finance automation
Best for: Companies already using Rippling HR or payroll that want employee data to drive spend access, card rules, reporting, and reimbursements.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsPricing: Rippling does not present a simple standard rate in the accessible public pricing materials. See Rippling pricing and the expense-management product page.
Rippling Spend includes corporate cards, expense management, reimbursements, custom policies and approvals, general-ledger synchronization, and vendor-described reimbursement coverage in more than 100 countries. Its differentiator is the connection between employee attributes such as role, team, level, location, and lifecycle status and financial permissions.
Why shortlist it: It can reduce the gap between onboarding or terminating an employee and granting or revoking spend access.
Main caution: Value depends heavily on Rippling adoption. Confirm which finance functions are available independently and which require HR, payroll, or other modules. Ask about entities, countries, accounting integrations, card issuance, data ownership, and support.
8. Payhawk — best for global and multi-entity finance teams
Best for: Upper-SMB and midmarket finance teams that need cards and expenses alongside AP, procurement, travel, budgets, and multiple entities.
Pricing: Payhawk’s US page lists Travel from $299 per month, Cards & Expenses from $449 per month, Accounts Payable from $349 per month, and Procurement from $499 per month. Pricing varies by modules, admin or accountant seats, cards, and transaction volume. See Payhawk pricing and plans.
Cards & Expenses includes existing-card connections, real-time expense creation, policy controls, 40-plus ERP, accounting, and HR integrations, receipt chasing, reimbursements, and optional Payhawk Visa cards. Payhawk also advertises multi-entity support, live accounting integrations, 50-plus HRIS integrations, SSO/SAML, PCI DSS Level 1, ISO 27001, and SOC 2 compliance.
Why shortlist it: Payhawk is broader than a standalone expense-reporting product and may consolidate several finance tools.

Standard adds corporate-card management, real-time feeds, multiple policies, multi-level approval, ACH payments, direct bank reimbursements, and SSO. Premium adds travel booking, travel-desk management, GSA-compliant automated per diem, live mileage capture, live budget tracking, advanced policies, and multi-entity or country management.

Why shortlist it: Zoho provides unusually low published pricing for a conventional expense system with OCR, policies, mileage, multi-currency, and reimbursement capabilities.
Main caution: Receipt limits and add-ons matter. Confirm the exact accounting, HRIS, travel, and support capabilities included in the selected plan.
10. Sage Expense Management, formerly Fyle — best for existing-card workflows
Best for: Organizations that want to retain their existing corporate cards rather than adopt a new card issuer.
Free tools Windows power users keep installed
One-click scans. No signup required.
Pricing: Sage Expense Management, formerly Fyle, lists Growth at $11.99 per active user per month billed annually, with a five-user minimum. Business is $14.99 per active user per month billed annually, with a 10-user minimum. Enterprise is custom-priced. See Sage Expense Management/Fyle pricing.
An active user is someone who creates at least one expense or has a connected corporate card with active transactions during the month. Growth includes real-time card feeds, unlimited receipt scanning, text-message receipt collection, mileage, per diem, card reconciliation, policy checks, QuickBooks Online, Xero, and other integrations. Business adds multi-organization, multi-stage approvals, US ACH reimbursements, multi-currency and multi-region support, project tracking, and NetSuite or Sage Intacct integrations.
Why shortlist it: The existing-card approach reduces the disruption of replacing a functioning bank or card program, while text-based receipt capture can help employees submit documents quickly.
Main caution: Active-user pricing must be modeled against cardholders, seasonal employees, occasional submitters, and approvers. Minimum user counts apply, and QuickBooks Desktop integrations or support and implementation services may cost extra. Search results may still use the former Fyle name.
11. Emburse Spend — best straightforward US SMB option
Best for: US-based SMBs that want existing-card support, approvals, reimbursements, and a modern workflow with published pricing.
Pricing: Emburse Spend Basic is listed at $8 per user per month, and Plus at $12 per user per month. Emburse also advertises a 30-day free trial. See Emburse Spend pricing.
Basic includes card-feed integration and issuance, QuickBooks and Xero integrations, custom export templates, 50 monthly ACH reimbursements, policies, approvals, SAML SSO, and two-factor authentication. Plus adds NetSuite and Sage Intacct, unlimited ACH reimbursements, bill pay, Salesforce API, Amazon Business, enhanced roles, and multi-entity support.
Emburse defines a user as someone who submits an expense. Approvers are not counted unless they also submit, but organizations with fewer than 15 users are billed for a 15-user minimum.

Main caution: Emburse Spend is currently described as available only in English to organizations based in the United States, with reimbursements processed only within the United States. Do not confuse it with Emburse Professional or Emburse Enterprise. Its guided implementation is listed at $1,500, but service scope should be compared carefully with other onboarding offers.
12. Rydoo — best for international T&E and local compliance
Best for: International organizations that care about mileage, per diem, multi-country rules, VAT and tax-related documentation, and card reconciliation.
Pricing: Essentials starts at five users at $9 per user per month annually or $12 monthly. Pro is $11 annually or $14 monthly. Business starts at 30 active users and Enterprise at 50 active users; both are custom-priced. See Rydoo pricing.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Essentials includes receipt scanning, unlimited expenses, mileage, basic integrations, a single approval flow, exports, and local legal or tax compliance. Pro adds per diem, multi-country compliance, advanced policies, multilevel approvals, customizable fields, accounting integrations, and automated corporate-card reconciliation. Business and Enterprise add more advanced approval, Smart Audit, SSO, HR connections, scheduled exports, and analytics. Rydoo says its compliance data covers official tax, per diem, and mileage information for more than 80 countries.
Why shortlist it: Rydoo is better suited than a basic US reimbursement tool when local rules and international expense administration are central.
Main caution: Important capabilities such as API, SFTP, card feeds, HR connections, advanced audit, and SSO may require higher tiers. Verify the exact coverage for every country rather than treating an 80-country claim as universal tax advice.
13. Pleo — best card-led option for distributed and European-oriented teams
Best for: Distributed teams that want controlled physical and virtual cards, reimbursements, mileage, budgets, and vendor visibility.
Recommended Free Tools
Pricing: Pleo’s US page lists Essential at $39 per month billed annually, including three users, with additional users at $11 per month. Advanced is $99 per month annually, including three users, with additional users at $15 per month. Business is listed with bespoke pricing at $249 per month annually. See Pleo pricing.
Essential includes physical and virtual cards, accounting integrations, reimbursements, mileage, spend guidelines, card limits, approval workflows, and recurring-vendor tracking. Advanced adds cashback for eligible customers, advanced card controls, budgets, HRIS integrations, and advanced approvals. Business adds multi-entity management, premium integrations, AI expense review, advanced vendor management, cash management, spending insights, and assisted onboarding.
The page lists a 0.9% direct-reimbursement fee and a 1.99% foreign-exchange fee for card and invoice payments.
Why shortlist it: Pleo is designed around controlled employee spending rather than asking staff to complete traditional reports after every purchase.

Main caution: FX and reimbursement charges can change the total cost materially. Verify US card issuance, supported entities, settlement currencies, local reimbursement rails, and whether cashback applies to your business before including it in an ROI model.
14. Spendesk — best for midmarket spend, AP, and procurement
Best for: Midmarket teams that want expenses connected to cards, subscriptions, invoices, AP, procurement, budgets, and multi-entity reporting.
Pricing: Spendesk does not publish a simple public per-user price. Its model combines a fixed platform fee with variable fees based on transaction usage. Transactions include card purchases, invoice payments, and expense claims. See Spendesk pricing.
Spendesk says paid plans include unlimited users and do not charge active-user fees. The Foundations package includes physical cards, single-use cards, recurring virtual cards, project and event cards, OCR receipt extraction, reimbursements, receipt matching, SSO/SAML, Slack, Xero, QuickBooks, DATEV, budgets, multi-entity workflows, and an open API. Procurement, AP, advanced workflows, multi-entity management, HR or ERP integrations, and AI automation may be add-ons or higher-tier capabilities.
Why shortlist it: It can connect employee expenses with purchase requests, recurring subscriptions, supplier invoices, and broader procurement controls.
Main caution: Request a quote that separates the fixed platform fee, transaction fees, card costs, foreign exchange, reimbursements, AP, and implementation services. Unlimited users does not mean unlimited low-cost usage.
15. QuickBooks Online — best accounting-native option
Best for: Small businesses that primarily need accurate bookkeeping and receipt documentation inside QuickBooks rather than a dedicated spend-control platform.
Pricing: QuickBooks Online pricing varies by plan, promotion, and renewal date. Intuit announced changes to Essentials, Plus, and Advanced pricing for renewals on or after August 1, 2026, while Simple Start remained unchanged in that announcement. Check the current Intuit pricing update before purchasing.
QuickBooks Online can capture receipts from a computer, mobile device, Google Drive, or email, extract information, create a transaction for review, and match receipts with existing transactions. It supports recording, categorizing, splitting, attaching, and reviewing paid expenses. Intuit’s current support guidance says employee receipt submission and expense claims require QuickBooks Online Advanced; see the receipt and bill guidance and expense-management guidance.
Why shortlist it: If the business already runs on QuickBooks and has modest expense complexity, adding a separate application may create more integration work than value.
Main caution: QuickBooks is not equivalent to Ramp, Brex, Payhawk, or BILL for issuing cards, blocking transactions, enforcing merchant controls, procurement, or global spend management. Receipt capture also is not automatically a complete approval-and-reimbursement workflow.

How much does expense management software cost?
Pricing models are difficult to compare because the products bill different units:
- Per user or member: Expensify, Brex Premium, and Ramp Plus.
- Per active user: Sage Expense Management and some Rydoo tiers.
- Per expense report: SAP Concur.
- Fixed platform plus usage: Spendesk.
- Free software linked to financial products: BILL, Ramp Free, and Brex Essentials.
- Fixed monthly modules plus variable usage: Payhawk.
- Low-cost subscription with limits and add-ons: Zoho Expense.
- Accounting-suite pricing with feature gating: QuickBooks Online.
Use this formula instead of comparing headline prices:
Annual TCO = software subscription + platform fees + active-user or report fees + card fees + transaction fees + FX fees + reimbursement fees + travel fees + implementation + integrations + premium support + financing or credit costs − realistic rewards or rebates.
Only subtract rewards if the company qualifies and would incur the same spending without changing behavior. A card-led service may advertise $0 software while earning revenue through interchange, payment services, financing, rewards economics, or a credit relationship. That does not make it bad; it means the financial product belongs in the comparison.

Illustrative TCO example
Assume a 25-person company has 15 monthly expense submitters, 10 cardholders, 100 reimbursement claims per month, one QuickBooks or Xero connection, and no international travel. A per-user product, an active-user product, a per-report product, and a platform-plus-transaction product will produce very different invoices even if each appears to offer the same receipt and approval features.
Before requesting a quote, ask each vendor to price the same assumptions and itemize:
- All employees, submitters, approvers, and cardholders.
- Monthly expense reports or transactions.
- Reimbursements and payment rails.
- Card issuance and existing-card feeds.
- Foreign exchange and travel.
- Accounting, HRIS, API, and implementation work.
- Support, minimums, renewals, and cancellation terms.
Accounting, ERP, and payroll integration: what to verify
“Integrates with QuickBooks, Xero, NetSuite, or Workday” is not enough information for a purchase decision. Ask:
- Is the connection native, an add-on, export-based, or dependent on a consulting implementation?
- Is synchronization one-way or bidirectional?
- Can the system map categories, tax codes, classes, locations, projects, customers, cost centers, departments, and entities?
- Are card liabilities, reimbursements, refunds, credits, rejected expenses, and edited transactions handled correctly?
- Can closed accounting periods be protected from changes?
- Does the HR integration synchronize joiners, leavers, departments, managers, locations, and approval ownership?
- Can the product use API, SFTP, CSV, or custom exports if no native connector exists?
- What happens when a feed, export, or synchronization fails?
QuickBooks Online and Xero can be appropriate when accounting is the center of the workflow. NetSuite, Sage Intacct, Microsoft Dynamics, SAP, Workday, ADP, UKG, and Rippling environments typically require more careful mapping and implementation review.
Travel functionality is a separate buying decision
Do not assume that an expense platform with a travel button is a full travel-management system. Compare:
- Air, hotel, rail, and car inventory.
- Policy enforcement before booking.
- Pre-trip approval.
- Itinerary and trip matching.
- Duty of care and traveler support.
- Negotiated rates.
- Virtual or corporate cards for travel.
- Per diem and mileage.
- Reconciliation for travel booked outside the platform.
Navan and SAP Concur are the clearest travel-led choices. Emburse Professional, Zoho Expense Premium, Rydoo, and Ramp may be appropriate when travel is important but the company also wants a broader spend workflow. If travel is occasional, a reimbursement-first product may be cheaper and easier.
Policy, approval, and card controls
During a demo, distinguish between a platform that flags a violation after purchase and one that can block or decline it before payment. Check whether the product supports:
- Role-, department-, location-, entity-, and country-specific policies.
- Merchant-category restrictions.
- Amount thresholds and budget limits.
- Multi-level and dynamic approvals.
- Delegation and temporary approvers.
- Auto-approval, auto-rejection, and exception reason codes.
- Missing-receipt enforcement and duplicate-claim detection.
- Out-of-policy alerts.
- Card locking, transaction declines, and virtual-card controls.
- Complete audit logs.
Card-led products generally provide stronger pre-transaction control. Reimbursement-first products remain valuable for expenses that cannot reasonably be placed on a company card.

- Poorly printed receipts.
- Restaurant receipts with tips.
- Multi-page hotel bills.
- Foreign-language receipts.
- Multiple currencies.
- Tax-inclusive and tax-exclusive receipts.
- Split expenses and billable client work.
- Handwritten receipts.
- Duplicate uploads.
- Receipts without a clear merchant name.
- Screenshots and emailed confirmations.
Compare mobile camera capture, email forwarding, SMS or messaging capture, line-item extraction, automatic matching, duplicate detection, missing-receipt reminders, offline behavior, correction workflows, storage limits, retention, and export. Zoho, Expensify, Sage Expense Management, BILL, QuickBooks Online, and Rydoo all advertise receipt automation, but the limits and workflows differ substantially.
Reimbursement mechanics to compare
- ACH, payroll, bank transfer, or manual payment.
- Domestic versus international reimbursement.
- Fees charged to the company or employee.
- Payment timing and status tracking.
- Finance holds and rejection workflows.
- Mileage, per diem, cash advances, and cash purchases.
- Partial customer or project billing.
- Payroll and general-ledger synchronization.
- Handling of rejected, returned, or corrected payments.
Geography is particularly important. Emburse Spend’s published materials describe the product as US-only, while Rydoo emphasizes multi-country compliance and Pleo lists separate reimbursement and foreign-exchange fees. Do not infer local reimbursement capability from a vendor’s use of the word “global.”
Security and access controls
For finance and procurement buyers, check more than a security logo. Review:
Quick wins for a faster PC:

- Role-based and entity-level permissions.
- Approval delegation.
- Audit logs and exportability.
- API access and data portability.
- SOC 2, ISO 27001, PCI DSS, GDPR, and other relevant certifications.
- Card issuer and bank-partner relationships.
- Data retention and deletion.
- Employee privacy when personal-card data is submitted.
- Scope, date, geography, and product coverage of each certification.
A compliance certification does not guarantee that every customer configuration is compliant. Tax, accounting, and legal rules also require professional review in the relevant jurisdiction.
Implementation and migration plan
Implementation is often more expensive than the subscription. Use this rollout sequence:
- Inventory the current process: cards, reimbursements, travel, accounting, payroll, entities, and approval owners.
- Clean up dimensions: chart of accounts, tax codes, classes, locations, projects, customers, departments, and cost centers.
- Choose the operating model: new cards, existing cards, reimbursement-first, or hybrid.
- Define policies: limits, receipt rules, merchant restrictions, approval thresholds, exceptions, mileage, and per diem.
- Configure users and entities: employees, managers, departments, locations, vendors, projects, and cardholders.
- Connect systems: accounting, HRIS, payroll, card feeds, travel, API, SFTP, or custom exports.
- Test realistic transactions: card feeds, receipt matching, approvals, exceptions, reimbursements, exports, refunds, and period close.
- Run a parallel period: compare the new system with the existing process before switching fully.
- Train employees and approvers: include mobile capture, rejected claims, lost receipts, disputes, and exceptions.
- Launch with an escalation path: document who handles failed feeds, wrong OCR, declined cards, and rejected payments.
- Review at 30, 60, and 90 days: monitor adoption, missing receipts, policy exceptions, reconciliation errors, and close time.
Self-service implementation may be adequate for a small QuickBooks or Xero company. Guided implementation is more valuable when there are multiple entities, ERP dimensions, card migrations, international reimbursements, or complex approval chains. Published onboarding examples are not directly comparable: Emburse Spend lists guided implementation at $1,500, Zoho lists Jumpstart onboarding from $500, and Payhawk says implementation support is available at no additional cost on its current pricing page. Confirm the actual scope before comparing these offers.
Best options by company profile
- One to five employees: QuickBooks Online, Zoho Expense Free, or a simple reimbursement workflow. Avoid paying for a card-led suite unless controls justify it.
- Five to 25 employees: Zoho Expense, Expensify, Emburse Spend, Sage Expense Management, BILL, or Ramp Free are reasonable starting points. Check user minimums carefully.
- 25 to 100 employees: Ramp, Brex, Navan, Expensify, Payhawk, Rydoo, or Spendesk depending on cards, travel, and international needs.
- 100 to 500 employees: Ramp, Brex, Navan, Payhawk, Rydoo, Spendesk, or SAP Concur after an integration and implementation assessment.
- Large enterprise: SAP Concur, Navan Enterprise, Payhawk, Brex Enterprise, Ramp, or a product aligned with the existing ERP and procurement architecture.
- Travel-heavy company: Navan first; SAP Concur for complex enterprise governance; also compare travel capabilities in Ramp, Rydoo, or Zoho Premium.
- Professional-services firm: Expensify, Zoho, Sage Expense Management, Rydoo, or Ramp if project, customer, and billable-expense dimensions are important.
- Construction or field-services business: Choose based on mobile capture, mileage, per diem, offline behavior, card controls, and project or job-cost mapping.
- Remote or distributed workforce: Ramp, Brex, Pleo, BILL, Expensify, or Rippling Spend, depending on card and payroll strategy.
- Multi-entity international company: Payhawk, Brex Premium or Enterprise, Rydoo, Pleo Business, Spendesk, Navan Enterprise, or SAP Concur.
- QuickBooks-based company: QuickBooks Online if bookkeeping is enough; Zoho Expense, Expensify, Sage Expense Management, Emburse Spend, Ramp, or BILL if controls and reimbursements need to be stronger.
- Xero-based company: Zoho Expense, Expensify, Sage Expense Management, Emburse Spend, Ramp, or Spendesk, subject to the required dimensions and sync behavior.
- NetSuite or Sage Intacct environment: Ramp Plus, Brex Premium or Enterprise, Expensify, Payhawk, Emburse Spend Plus, Rydoo higher tiers, or SAP Concur after connector validation.
- Company retaining existing cards: Sage Expense Management, Expensify, Emburse Spend, Zoho Expense, Rydoo, Payhawk, or Navan, depending on feed support.
- Company wanting new cards: Ramp, Brex, BILL, Payhawk, Pleo, Spendesk, or Rippling Spend.
Questions to ask on every demo
- What exactly counts as a billable user?
- Are approvers billed?
- Are cardholders billed?
- Is there a separate platform fee?
- Are there transaction, foreign-exchange, reimbursement, payment, or financing fees?
- What is the minimum contract, user count, or monthly commitment?
- Can we keep our existing cards?
- Which card networks and countries are supported?
- Which reimbursement countries and currencies are supported?
- Which accounting integrations are native?
- Is synchronization bidirectional?
- Can we map projects, classes, entities, locations, customers, and tax codes?
- What happens when a card feed fails?
- How are duplicate expenses detected?
- What happens when OCR is wrong?
- Can the product block spending before purchase?
- Can policies vary by entity, role, country, merchant, and amount?
- How are terminated employees and card revocations handled?
- What is included in onboarding?
- What does implementation cost?
- What support response commitments apply?
- Can we export all data, receipts, audit logs, and configuration if we leave?
How to choose a defensible shortlist
Use a scoring model that reflects your operating model rather than copying a universal ranking:
| Criterion | Suggested weight | What to evaluate |
|---|---|---|
| Fit for your business model | 20% | SMB, midmarket, enterprise, travel-heavy, global, HR-connected, or accounting-first |
| Policy and spend control | 20% | Budgets, card declines, merchant controls, limits, approvals, and audit |
| Employee usability | 15% | Mobile, email, SMS, OCR, receipt matching, and offline workflows |
| Accounting and HR integrations | 15% | Native connections, API, SFTP, dimensional mapping, and sync behavior |
| Reimbursements and T&E depth | 10% | ACH, payroll, mileage, per diem, travel, and international payment |
| Global and multi-entity capability | 10% | Currencies, entities, local compliance, tax, and card issuance |
| Price transparency and TCO | 5% | Minimums, add-ons, transaction fees, platform fees, and financial-product costs |
| Implementation and support | 5% | Self-service, onboarding, support channels, and enterprise services |
These weights are an editorial framework, not an industry standard. Evidence should be ranked in this order: current official pricing and documentation, official product and support pages, regulatory or security documentation, independent reviews, vendor case studies with attribution, and anonymous reviews only as leads for possible failure modes.
Common mistakes buyers make
Assuming free means free
A $0 software plan may depend on card issuance, credit approval, payment volume, interchange, foreign-exchange spreads, financing, or transaction economics. Include those costs in TCO.
Comparing incompatible billing units
Clarify whether billing applies to every employee, submitter, active user, cardholder, approver, report, transaction, or entity. Sage Expense Management, Navan, Emburse Spend, Rydoo, Pleo, and Spendesk all illustrate different billing structures.
Treating all card integrations as equal
“Connect your corporate cards” may mean a real-time feed, daily feed, statement upload, manual import, limited network support, one-way export, or no transaction-level controls. Ask for a live demonstration using your card program.
Recommended Free Tools
Assuming accounting integration means automation
Verify the dimensions, tax handling, liabilities, edits, reversals, refunds, closed-period protection, and whether the connection is native or export-based.
Assuming global means every country
Local card issuance, bank reimbursement, tax rules, currency settlement, entity support, and data residency may differ by country. Test each operating location individually.
Believing cards eliminate reimbursements
Companies still need to process personal-card expenses, mileage, per diem, cash advances, cash purchases, outside-platform travel, tips, split receipts, lost receipts, disputes, refunds, and credits.
Overtrusting OCR or AI
Test poor receipts, tips, hotels, foreign languages, currencies, split expenses, handwritten documents, and duplicates. “Touchless” or “AI-powered” is a vendor description of a workflow, not independent proof that every transaction will process correctly.

Chart-of-accounts cleanup, HRIS normalization, card migration, policy redesign, custom exports, ERP consulting, training, and parallel close periods can outweigh the software subscription.
Bottom line
Start with the operating model, not the feature checklist. Choose Ramp or Brex for proactive US card and spend control, Navan or SAP Concur when business travel is central, and Expensify, Zoho Expense, Sage Expense Management, or Emburse Spend when reimbursement and existing-card workflows are the priority. Choose Payhawk, Pleo, Spendesk, or Rydoo when global, multi-entity, procurement, AP, or compliance needs justify a broader platform. Choose QuickBooks Online when accounting-native receipt capture is sufficient.
For a defensible buying decision, shortlist two or three products, give each vendor the same employee count, card count, monthly transaction volume, countries, accounting stack, and implementation requirements, then compare the complete annual cost—not just the advertised per-user price.
Frequently Asked Questions
Is free expense management software really free?
Not necessarily. A free software plan may be tied to company cards, credit approval, payment services, interchange economics, foreign-exchange charges, financing, or transaction fees. Ask the vendor to itemize every software, card, payment, FX, reimbursement, and implementation cost.
Should a small business use QuickBooks Online instead of dedicated expense software?
QuickBooks Online may be sufficient when the main requirement is receipt capture, categorization, and bookkeeping. It is not a full substitute for card issuing, pre-transaction controls, procurement, travel management, or sophisticated reimbursements. Intuit’s current guidance says employee expense claims require QuickBooks Online Advanced.
What is better: reimbursement software or company-card software?
Reimbursement software works well when employees occasionally use personal cards, and it avoids replacing an existing card program. Card-led software provides stronger control because budgets and merchant rules can operate before or during payment. Many companies need a hybrid of both.
Can expense software work with existing corporate cards?
Some platforms support existing-card feeds, while others focus on issuing their own cards. Even when a product advertises card connectivity, verify whether the feed is real-time, which networks are supported, whether cardholders are assigned automatically, and whether the integration provides controls or only transaction visibility.
Which expense software is best for international companies?
Payhawk, Rydoo, Pleo, Brex, Spendesk, Navan Enterprise, and SAP Concur are candidates depending on the countries and entities involved. Verify local card issuance, reimbursement rails, currencies, tax or VAT handling, per diem and mileage rules, and entity support for each country rather than relying on a general global label.
The Bottom Line
Best overall: Ramp for proactive US spend control. Best startup alternative: Brex. Best for travel: Navan, or SAP Concur for complex enterprise governance. Best reimbursement-first options: Expensify, Zoho Expense, Sage Expense Management, and Emburse Spend. Best broader global finance platforms: Payhawk, Rydoo, Pleo, and Spendesk. Best accounting-native choice: QuickBooks Online when advanced spend controls are not required.
Compare two or three finalists using identical assumptions for users, cardholders, transactions, countries, integrations, reimbursements, and onboarding. The cheapest headline price is rarely the same as the lowest total cost.
