St. Lucie County, Florida, found 14 Flock automated license-plate readers that were not in its inventory and had no county permits while officials were removing known cameras. The sheriff’s office claimed three; other county law-enforcement agencies said the remaining devices were not theirs. That left 11 cameras without a publicly identified owner. Officials had not determined whether those 11 were still collecting vehicle data or who could access any footage.
What officials know about the 11 cameras
The 14 devices surfaced during a county inventory prompted by camera-removal efforts. The sheriff’s office said three were its cameras, but did not explain why they lacked permits. Other county law-enforcement agencies disclaimed the remaining units, leaving 11 without a publicly identified owner in the reports.
Flock readers capture passing vehicles’ license plates along with the time and location of each sighting. That describes what the technology can collect; it does not establish that these particular cameras were operating. County officials had not established whether the 11 were active or who could access data from them.
Why the cameras were being inventoried
Florida’s state-road deadline
Florida transportation authorities required license-plate readers in state-road rights-of-way to be removed by September 30, 2026, according to WFTV. That deadline has passed as of October 2, 2026, but the available reporting does not establish whether every affected camera statewide was removed. The directive concerns state-road rights-of-way; it is not a statewide ban on every Flock camera.

St. Lucie County’s separate action
County commissioners separately voted to remove cameras from county roads. The broader inventory during those efforts brought the 14 previously unlisted and unpermitted devices to light. A camera’s location matters: the state-road directive and the county’s action address different road jurisdictions.
What happens to cameras nobody claims
County staff posted notices giving possible owners 30 days to remove the devices. The reported deadlines vary by camera from October 16 through October 20, 2026. If a camera remains after its notice period, staff said they would safely remove it or cover it so it cannot record video.

Those are the county’s stated next steps, not confirmation that the devices have already been disabled or removed. The reports did not establish whether the unclaimed cameras were transmitting data while notices were pending.

St. Lucie Voice reported an earlier county purchase and two-year subscription for 14 cameras totaling $74,900. That reported transaction provides context about a county Flock deployment; it does not, by itself, identify the owner of the 11 newly discovered devices. The reports do not establish that those are the same cameras.

Why the ownership gap matters
Without a publicly identified owner, residents cannot readily tell which agency is responsible for the devices, what rules govern access to any collected sightings, or who should answer questions about their operation. Commissioner James Clasby said he was concerned about the “potential for non-law enforcement to have cameras out there.” Residents quoted in the reporting also expressed unease about not knowing who was responsible.
The key unresolved points are specific: who owns the 11 cameras, whether any were active, and who could access any data they may have collected. Until officials establish those facts, it would be inaccurate to say the cameras were definitely recording or that police could see their footage.
