Defence Cyber Marvel 2 (DCM2), a British Army-led cyber defence exercise, brought 34 teams from 11 countries together for a seven-day competition in Tallinn, Estonia, in February 2023. The UK Ministry of Defence named eight participating countries in its account; it did not publish a complete list of all 11.

Which countries took part?

The UK Ministry of Defence named India, Italy, Ghana, Japan, the United States, Ukraine, Kenya and Oman. Its release says 11 countries participated but does not identify the other three, so a complete roster cannot be confirmed from that account. UK Ministry of Defence, 2023

What was Defence Cyber Marvel 2?

DCM2 was an international cyber defence competition organized by British Army cyber specialists. It took place in Tallinn and ran for seven days. The Ministry said the competition followed more than 12 months of training involving more than 750 cyber specialists. Separately, it reported that nearly 900 personnel from the British Army, Royal Navy and Royal Air Force took part; these are distinct figures with different descriptions, not a single combined attendance total. What did the exercise test?

Teams responded to simulated cyber threats involving computer networks, industrial control systems and unmanned robotic systems. The Ministry said some scenarios simulated tactics used to disrupt Ukrainian cyberspace in the early days of Russia’s invasion. According to the Ministry, evaluators considered how effectively and quickly participants responded, as well as how rapidly they identified and adapted to new threats. The official account does not set out the precise tasks, tools or scoring rubric, so the published information does not support a more detailed description of how teams were ranked. How did teams participate?

Some teams competed remotely from their home countries, connecting to a cyber range controlled in Tallinn. That allowed the exercise to include participants outside Estonia while keeping the training environment under Tallinn’s control. What the public account does not establish

The Ministry’s release does not provide the full 11-country roster, detailed scenario instructions, specific tools, a complete scoring system or a final attendance figure covering everyone involved. It also does not establish a winning team or final ranking. Claims about those details would require separate confirmation.
