How do you measure AI adoption? Start by counting who has tried it—but don’t stop there. Adoption is a starting condition, not evidence that people keep using AI, make it part of their work, or get a useful result. To measure whether a rollout is taking hold, track the same eligible users over time and distinguish confirmed discontinuation from a period with no observed activity.
Why adoption alone gives an incomplete picture
An adoption rate answers a limited question: how many businesses or people report using AI under a particular definition and during a particular period? It does not tell you whether use is recurring, broad across tasks, embedded in a workflow, or associated with the outcome the organization intended.
Headline estimates are not interchangeable. A 2025 Federal Reserve Bank of San Francisco review found firm-level AI adoption estimates ranging from 5% to about 40% across the surveys it reviewed; worker estimates ranged from 20% to 40%. The review notes that measurement choices partly explain the variation. The San Francisco Fed’s review is a useful reminder to check what each survey counts before comparing its numbers.
A 2026 Federal Reserve note illustrates the issue with three different U.S. measures at the end of 2025: Census Business Trends and Outlook Survey (BTOS) reported 18% firm-weighted adoption; the Atlanta Fed’s Survey of Business Uncertainty (SBU) indicated that firms employing 78% of workers used AI; and the Survey of Working Arrangements and Attitudes (RPS) found 41% of workers used generative AI for work in November. These figures have different units, scopes, and weighting, so they are not competing estimates of one identical adoption rate. The Federal Reserve’s comparison explains those distinctions.

Question wording can also break a trend line. In November 2025, Census broadened the BTOS question from AI used in producing goods or services to AI used in any business function. A time series spanning that change should mark the break rather than imply the definition stayed constant.
Nor do these adoption and maturity surveys supply a universal abandonment benchmark. UK government survey evidence, for example, describes how often adopting businesses say they use AI, not a standard rate at which organizations stop using it. The UK Department for Science, Innovation and Technology report says 16% of surveyed UK businesses used at least one AI technology, based on 2025 fieldwork. Among businesses currently using AI, 53% said use was constant and 27% said it was at least weekly—80% at least weekly. The report also found that, on average, 30% of staff in adopting businesses currently used AI. These are useful signals of reach and frequency, not abandonment rates.
Define what counts before you count abandonment
There is no established universal definition or inactivity window for AI abandonment in the sources cited here. An organization can calculate its own operational measure, but it should publish the rule and avoid treating every quiet account as a confirmed dropout.

Choose the unit and scope
Decide whether you are tracking firms, teams, eligible employees, accounts, or individual tool users. Define the AI scope just as precisely: any AI, generative AI, one named product, or approved enterprise tools. A worker using a personal account and a worker using an instrumented enterprise tool may have different visibility in your data.
Set a cohort and qualifying activity
Follow the same group of people who began using the tool, rather than comparing one month’s new-user count with another month’s. Define an eligible user, the qualifying work activity that counts as use, and a follow-up window—for example, whether you require a qualifying task in a specified month. The window is your organization’s declared measurement choice, not an industry standard.
Also specify exclusions and how you handle leave, role changes, access changes, and people who leave the organization. A person who no longer has the relevant role is not necessarily evidence that the AI tool failed.

Separate inactivity from confirmed discontinuation
Instrumented telemetry can establish that no qualifying activity was observed in a particular period. It cannot, by itself, establish why activity stopped—or whether the person switched to another tool, account, or workflow your organization cannot see. Use “no observed use during the follow-up window” unless a survey, interview, or other evidence confirms that the person stopped using AI for the relevant work.
Keep first use, repeat use, inactivity, and confirmed discontinuation as separate states. This prevents a short gap, a leave of absence, or use outside the monitored product from being mislabeled as abandonment.
Build a dashboard that follows use from reach to outcomes
A useful dashboard connects the initial rollout to sustained, meaningful use. Each metric needs a defined denominator, activity rule, and time period so that changes can be interpreted.

Keep these measures distinct. A person may return often but use AI for only one narrow task; a less frequent user may apply it to several workflows. An OpenAI 2025 report matched usage data with survey responses and found that, in its enterprise-user analysis, users engaging across roughly seven task types reported five times more time saved than users engaging across roughly four. It also found that 19% of monthly active ChatGPT Enterprise users had never used data analysis, compared with 3% of daily active users. These findings concern OpenAI’s own product and analysis; they should not be generalized as benchmarks for other tools or organizations. OpenAI’s 2025 enterprise report describes its methodology and results.
Frequency is worth tracking separately from adoption. In the UK survey, the 80% of AI-using businesses reporting at least weekly use describes frequency among current users; it does not mean that 80% of all businesses adopted AI or that their use improved an outcome. Likewise, the report’s average 30% staff-use figure among adopting businesses helps distinguish organizational adoption from workforce penetration.
Investigate a decline instead of guessing at its cause
A falling activity line is a signal to investigate, not a diagnosis. Pair telemetry with short, targeted questions to users and managers. Ask what task they used AI for, whether the task still exists, what changed, and what prevented or discouraged another use.

- Need and fit: Was there a recurring task to solve, or did the initial use case prove too occasional or poorly suited to AI?
- Friction and access: Did sign-in, permissions, data access, latency, or tool availability make the workflow cumbersome?
- Quality and trust: Were outputs reliable enough, and were users clear about when human review was required?
- Skills and policy: Did users know how to apply the tool, and did policy or approval requirements change?
- Work and role changes: Did responsibilities, staffing, or the underlying process change so the original use case disappeared?
These are hypotheses to test, not universal causes. If managers report low adoption, remember that surveys may miss use outside organizational visibility. The UK DSIT study used telephone interviews with the person responsible for or overseeing technology, completed 3,500 business interviews from 12 February to 2 May 2025, and weighted results by business size and sector. It explicitly notes that its approach does not provide insight into shadow AI adoption. Product telemetry can have a similar blind spot when employees use personal accounts, other systems, or workflows that are not instrumented.
Use outcome evidence with the same care. Compare performance with a baseline and account for other changes in staffing, workload, process, or policy before attributing improvement to AI. Survey evidence about maturity does not prove that any particular measurement approach prevents discontinuation: Gartner reported in 2025 that 45% of high-maturity organizations in its Q4 2024 survey had AI projects operational for at least three years, while The Conference Board reported in 2026 that 60% of surveyed organizations were at early stages of AI maturity, primarily focused on experimentation. Those results describe different survey populations and maturity measures, not a causal test or an abandonment series.
Decide whether to improve, redesign, scale, or retire
Make a rollout decision only after checking four things: whether the apparent decline reflects real loss of use or a visibility gap; which eligible users or teams changed; what they say caused the change; and whether the system was improving its intended outcome against a baseline.

- Redesign when people engage but the task, workflow, ownership, or expected outcome is poorly defined.
- Scale when repeated use is visible across the intended population, workflow ownership is clear, and the outcome evidence justifies broader deployment.
- Retire when the use case no longer fits, confirmed discontinuation is supported by evidence, or the intended outcome does not justify the ongoing cost and risk.
Counting adoption tells you who crossed the starting line. Cohort retention, task depth, workflow integration, and measured outcomes tell you whether the rollout became useful work—and whether a decline is real enough to act on.
