Yes. A phone can reveal visits to a doctor, pharmacy, church or shelter when apps, embedded software-development kits (SDKs), advertising exchanges or other services collect precise location and activity data. Timestamped coordinates can be matched to mapped facilities, linked to a person’s repeated destinations and turned into audience segments or other data products. The U.S. Department of Health and Human Services (HHS) warns that an app may collect “the name and location of your doctor’s office and the time and date of any visits,” then sell that information to a data broker.
How a location trail becomes a sensitive profile
1. Collection starts in an app ecosystem
An app may request location permission directly, while an SDK or advertising system embedded in that app can receive location signals for analytics, advertising or other services. The FTC has described brokers obtaining data through these app ecosystems. A phone’s operating-system setting, an app permission and an SDK’s downstream use are separate parts of the chain.
2. Coordinates are matched to places
Data companies can compare coordinates with mapped boundaries for clinics, pharmacies, churches, shelters and other facilities. This process, commonly called geofencing, can produce a list of devices that entered a sensitive location. A coordinate is not labeled “medical” or “religious,” but the place it falls inside can make that inference possible.

3. Time and movement connect the dots
Repeated, timestamped points can show how often someone visits a facility and where the device goes afterward. The FTC’s 2022 complaint against Kochava described following location data from sensitive sites to a residence or other recurring destinations, creating a risk that a device could be associated with an identifiable person.

4. Profiles can be distributed
Brokers may create audience segments or sell data products to advertisers and other purchasers. FTC actions involving X-Mode/Outlogic, Mobilewalla and Gravy Analytics describe different parts of this broader market, including the use of sensitive-location data.
What government cases have documented
| Year and agency action | What was described | Why it matters |
|---|---|---|
| 2022, FTC and Kochava | The FTC said a sample it examined contained precise, timestamped location data from more than 61 million unique mobile devices in the previous week. | Large-scale records can show visits and movement patterns, not just a single map point. |
| 2024, FTC and Gravy Analytics/Venntel | The FTC said Gravy Analytics claimed to process more than 17 billion signals from about a billion mobile devices daily. | The claimed scale illustrates how rapidly location signals can be aggregated and processed. |
| 2024, FTC and X-Mode/Outlogic | The FTC’s order prohibited selling or sharing sensitive location data. | The action treated precise visits to sensitive places as data requiring special protection. |
| 2025, FTC and Mobilewalla | The FTC finalized an order covering location data tied to healthcare and worship locations. | Healthcare and religious visits were specifically included in an enforcement action. |
These are U.S. cases and administrative actions or litigation involving particular companies. Allegations, orders and legal obligations can change; they do not establish that every app or every visit is disclosed.

What a location history can expose
- Healthcare visits, treatment patterns, medication-related trips and visit frequency.
- Visits connected with reproductive-health decisions or medical and infusion facilities.
- Religious affiliation or worship practices.
- Trips to homeless shelters, domestic-violence shelters and other places associated with vulnerability.
- Inferences that may contribute to stigma, discrimination, stalking, physical violence or emotional distress.
FTC Director Samuel Levine said in 2024: “Geolocation data can reveal not just where a person lives and whom they spend time with but also, for example, which medical treatments they seek and where they worship.”
Who may see the information
| Participant | Possible role | Important limit |
|---|---|---|
| App publisher | Requests location and may collect activity associated with the app. | Its privacy notice should identify purposes, retention and recipients, but notices vary in detail. |
| SDK or advertising provider | Receives signals embedded in an app and may pass them into advertising systems. | Removing one app does not necessarily address copies already shared elsewhere. |
| Data broker | Aggregates coordinates, matches places and builds audiences or other products. | A broker may have data from many apps and devices, not just one service. |
| Advertisers or other purchasers | May buy audience segments or data products derived from location signals. | Downstream buyers may not be visible in an app’s permission prompt. |
| Carrier and other records | Operate in a different layer from an app’s location permission. | Turning off an app permission does not answer what records exist in other systems. |
HIPAA also has limits. A covered health-care entity has obligations under that law, but a consumer app or advertising intermediary is generally outside HIPAA’s usual protections. HHS and the FTC have warned that visiting a hospital website or using telehealth does not by itself prevent disclosure to advertisers or unnamed third parties.

Does turning off location services stop data brokers?
Not necessarily. Turning off the operating system’s location service can block or limit new location access for many apps, depending on the device and setting. It does not automatically erase data already collected, retract copies already shared, or prove that every SDK, carrier record or downstream broker has stopped processing information. The cited FTC and HHS materials do not establish that any single switch eliminates all downstream collection.

- Review app permissions. On an iPhone, open Settings > Privacy & Security > Location Services. On Android, open Settings > Location > App permissions. Check which apps have access and whether access is allowed all the time, only while in use or never.
- Prefer the least precise option that works. If an app does not need a pinpoint position, choose approximate location where the operating system offers that choice.
- Block background access when possible. A mapping or delivery feature may need location while open, but continuous background access creates a different exposure than foreground-only access.
- Read the service’s privacy notice. Look for retention periods, named third-party recipients, SDKs, advertising or audience-segmentation purposes, and a way to revoke consent.
- Ask what happens to existing data. Revoking permission governs future access; it does not answer whether prior records are retained, sold or shared.
Questions to ask before granting access
| Comparison point | Lower-exposure choice | Question to resolve |
|---|---|---|
| Precision | Approximate location | Does the feature genuinely require a precise coordinate? |
| Timing | Foreground-only | Why would the app need location when it is closed? |
| Retention | Short, stated retention | How long are raw coordinates and derived profiles kept? |
| Recipients | Named providers and SDKs | Which companies receive the data, and for what purpose? |
| Consent | Specific and revocable | Can permission be withdrawn without losing unrelated functions? |
| Advertising use | No location-based audience building | Is data used for advertising, targeting or segmentation? |
| Legal coverage | Clearly explained obligations | Is the service a covered health-care entity or a consumer app outside HIPAA’s usual scope? |
Why the risk is more than an abstract privacy issue
FTC cases connect sensitive-location data with exposure of health decisions, religious affiliation and reproductive choices, as well as stalking, discrimination, violence and emotional distress. Levine said in 2022: “Where consumers seek out health care, receive counseling, or celebrate their faith is private information that shouldn’t be sold to the highest bidder.” In a 2023 FTC-HHS statement, he added that people using hospital websites or telehealth “should not have to worry that their most private and sensitive health information may be disclosed to advertisers and other unnamed, hidden third parties.”
The practical takeaway is to treat precise, repeated location as sensitive information even when an app never asks for a medical or religious label. A permission decision should account for collection, place matching, retention and sharing—not just the map feature visible on the screen.
