Yes. Some pension funds have examined or bought Bitcoin exposure, often through shares in listed funds or trusts rather than by holding coins directly. But these examples do not show broad adoption: whether a particular pension can invest depends on its jurisdiction, governing documents, investment policy and fiduciary assessment.
Are pension funds investing in Bitcoin?
Some have. In December 2024, the Associated Press reported that Wisconsin and Michigan public investment boards had disclosed purchases of Bitcoin exchange-traded products. Those are dated examples, not a current or comprehensive count of pension holdings. The AP also reported a pension-sector observer’s expectation that few public pension investment professionals would invest in crypto.
The SEC’s 2024 Federal Register material described pension funds among traditional financial-market participants becoming more active in crypto investment activity, and noted spot Bitcoin exchange-traded products listed in the United States, Canada and Australia. That market context does not identify every pension investor or show what share of pension assets is exposed.

Pension reports use different schedules and formats, and exposure can be indirect or held inside pooled vehicles. For a current named-fund holding, check the relevant board’s latest official disclosures.

- SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
- NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
- 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
- BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
How can a pension fund get cryptocurrency exposure?
| Route | What the fund holds | Key considerations |
|---|---|---|
| Direct holding | Crypto-assets held by the plan or its investment mandate | Requires arrangements for private-key control, custody, valuation, security, liquidity and operational recovery. A Fidelity-filed Bitcoin fund report explains that control of Bitcoin depends on private keys and identifies its custodian. |
| Listed fund or trust | Shares in a security that holds or tracks Bitcoin | May use familiar securities-market infrastructure, but does not remove Bitcoin price exposure. The fund must also assess the vehicle, custody, tracking, liquidity, fees and legal fit. |
| Indirect business exposure | Shares in companies involved in mining, trading, custody or other crypto services | This is company-equity exposure, not direct Bitcoin ownership. Company-specific risks and performance can differ from Bitcoin’s. |
SEC material discusses the listing context for US spot Bitcoin exchange-traded products. A product wrapper changes how an investor accesses the exposure; it does not make the underlying asset risk-free. A trust filing specifically cautions plan fiduciaries to assess the proposed investment against their own plan and duties.
Can a pension fund buy Bitcoin?
There is no single worldwide rule. Public defined-benefit plans, occupational pension institutions and defined-contribution arrangements can have different legal frameworks and decision-makers. A trustee or investment committee must first establish that the law, plan instrument, trust deed and investment policy permit the proposed asset or vehicle.

For European institutions for occupational retirement provision (IORPs), EIOPA’s April 2020 answer says that when an IORP invests in crypto-assets, its Statement of Investment Policy Principles should explain how the decision complies with the IORP II prudent-person rule. This is specific guidance for that context, not a complete account of later EU crypto regulation or a rule for every pension plan.
A US Bitcoin-trust filing describes plan-specific fiduciary questions, including investment authority, funding objectives, prudence, diversification, portfolio context and the liquidity needed to pay benefits. It is product filing material, not a universal legal determination or an endorsement of investment.

What should trustees assess before investing?
- Authority and policy fit: Confirm that the plan’s governing law and documents permit the asset or vehicle, and identify any required explanation or disclosure.
- Portfolio purpose: State what role the investment is intended to play and what evidence supports that role. Claims that Bitcoin is an inflation hedge or diversifier need plan-specific analysis rather than assumption.
- Risk and diversification: Evaluate concentration, volatility, potential drawdowns, valuation and correlation assumptions, including adverse scenarios. A listed security does not eliminate exposure to Bitcoin’s price movements.
- Liquidity: Consider whether the position can be sold when needed and how it affects cash available for benefit payments.
- Custody and operations: Determine who controls private keys, how assets are safeguarded, what incident-recovery and audit controls exist, and what risks arise from custodians, brokers, exchanges and the investment vehicle.
- Governance and communication: Document the rationale, limits, oversight and review triggers, and describe risks clearly to members. The UK Pensions Regulator’s 2025 corporate-plan statement supports investment in productive assets and innovative products where that serves savers’ interests, while emphasizing governance and diversification; it is not a crypto-specific endorsement.
What the Wisconsin example does—and does not—show
The State of Wisconsin Investment Board’s 2024 Retirement Funds Annual Report says the Wisconsin Retirement System Core Fund is diversified and balanced for the system’s long-term needs. It reports a net investment position of $128.3 billion as of December 31, 2024. That figure describes the Core Fund’s net investment position; it is not a Bitcoin holding or allocation figure, and it does not establish that the Core Fund itself held Bitcoin.
