No—Xfinity Prepaid Internet is not available to everyone. To qualify, you must be at least 18, your specific address must be in an area where the service is offered, and there must be no active Comcast or Xfinity service at that address. Xfinity does not list an income or public-assistance test for Prepaid; those criteria belong to its separate Internet Essentials program.
Check your address with Xfinity before buying a kit. Eligibility, equipment, and offer terms differ among Xfinity Prepaid, NOW Internet, and Internet Essentials.
Who is eligible for Xfinity Prepaid Internet?
Xfinity lists three practical eligibility checks:
- Age: The customer must be at least 18.
- Address: Xfinity Prepaid must be offered at the exact service address. Availability in a nearby neighborhood or city does not establish availability at your home.
- Existing service: There cannot be active Comcast or Xfinity service at that address. Xfinity states, “To be eligible for Prepaid services, you cannot have active Comcast or Xfinity services at your address.”
Use Xfinity’s Prepaid availability and service page to check the address before purchasing equipment. The eligibility conditions are listed on Xfinity’s Prepaid FAQ.

Xfinity’s Prepaid eligibility information does not list an income threshold or a requirement to participate in a public-assistance program. Do not apply Internet Essentials’ criteria to Prepaid: Internet Essentials is a separate low-cost program with its own eligibility rules, which include qualifying public-assistance participation or household income at or below 200% of the Federal Poverty Level, along with other conditions. See Internet Essentials eligibility details for that program’s requirements.

What equipment do you need?
You need the Xfinity Prepaid Starter Kit or Modem Kit. It includes a wireless gateway, cables, and a user guide; Xfinity describes the included Wi-Fi modem as refurbished. The service can only be accessed through the gateway supplied with the kit, so do not assume that a modem you already own or a generic replacement will work. Xfinity also says Prepaid equipment does not work with standard Xfinity Internet.
The service requires self-installation and is limited to a single outlet. Xfinity’s setup instructions direct customers to connect the coax and power cables, then activate online. If you bought the kit at a retail store, wait 48 hours before attempting activation. The 30 days included with the kit begin at activation and expire 30 days later.
