Xbox is testing the idea, not announcing it. A questionnaire reported by Windows Central on October 14, 2026, asks Xbox owners who also use other consoles how they would respond if future releases from major Xbox-developed franchises became console-exclusive. It tests timed and permanent exclusivity, willingness to buy an Xbox for individual games, and whether players would keep an existing Xbox, buy another, move to PC or skip the change.
Is Xbox bringing back exclusives?
Not as a confirmed portfolio-wide policy. The October 14 report describes market research designed to measure consumer reaction to a hypothetical change. It is evidence that Xbox is evaluating exclusivity, not proof that Microsoft has decided to make Fallout, The Elder Scrolls, Minecraft or every other major franchise Xbox-only.
The questionnaire reportedly targets Xbox users who own multiple consoles. It asks about both timed exclusivity—where a game reaches Xbox first and other platforms later—and full console exclusivity. It also tests whether someone would invest in Xbox on a game-by-game basis.
The survey names Fallout, The Elder Scrolls, DOOM, Hideo Kojima’s PHYSINT, Diablo and Minecraft as examples. It says existing titles would not be removed from other platforms, while leaving open the possibility that future releases or content could stop appearing there.

What exactly does the final hypothetical say?
The report reproduces the questionnaire’s final scenario this way:
“Imagine it was announced that all future title releases from every XBOX-developed gaming franchise except Call of Duty will be console-exclusive to XBOX.”
That wording matters. Call of Duty is explicitly excluded from this question, so the scenario does not test a future in which every Xbox-owned franchise follows the same rule. It concerns future releases; it does not announce that games people already own would disappear.

How the survey measures a hardware decision
Respondents are asked which action they would take:
- Move to an Xbox they already own.
- Buy a new Xbox.
- Switch to PC.
- Skip the change and continue without the exclusive games.
That makes an Xbox Series X console relevant to the hypothetical as the hardware the questionnaire is testing, but the survey establishes no purchase recommendation, price, stock status or confirmed retailer listing.
Would Minecraft stop updating on PlayStation?
Only under the survey’s specific hypothetical, not under a stated Xbox policy. Minecraft receives unusually detailed treatment in the scenario:

- BEST VALUE IN GAMING — Experience next-gen speed and performance in the smallest XBOX ever. The XBOX Series S delivers powerful all-digital gameplay in a sleek, compact design.
- UP TO 120 FPS GAMEPLAY — Enjoy smooth, responsive gaming with frame rates up to 120 FPS, powered by XBOX Velocity Architecture, a custom NVMe SSD, and DirectX Raytracing for a heightened level of realism.
- 512GB CUSTOM SSD AND XBOX VELOCITY ARCHITECTURE — Reduce load times dramatically with the custom 512GB NVMe SSD and XBOX Velocity Architecture, enabling lightning-fast performance and seamless world streaming.
- QUICK RESUME — Seamlessly switch between multiple games and resume exactly where you left off. No more waiting through title screens and loading bars.
- FOUR GENERATIONS OF DIGITAL GAMES — Play thousands of digital games from XBOX Series X|S, XBOX One, XBOX 360, and Original XBOX with backward compatibility. Many titles are enhanced for better visuals and performance. Smart Delivery ensures you always get the best version for your console.
- Existing Minecraft titles and content already owned would remain usable.
- Those existing titles would no longer be available for purchase on PlayStation or Nintendo consoles.
- PlayStation and Nintendo versions would receive no new content updates.
- PC would be unaffected by the announcement.
The scenario therefore distinguishes ownership from future access: a player would not lose purchased content, but a new buyer on those consoles could be unable to purchase the game, and an existing player would stop receiving updates there.

Why is Xbox asking now?
Xbox’s own 2026 communications confirm that exclusivity is under review. In its April 23, 2026 strategy statement, Xbox said it would “reevaluate our approach to exclusivity, windowing, and AI, and share more as we learn and decide.” The same statement described console as a large, stable business while saying Windows has more players and more hours.
That is a review, not a blanket reversal. A June 10, 2026 reset memo said: “We reintroduced exclusives with Gears of War: E-Day in 2026 and Clockwork Revolution in 2027. Players can continue to expect signature exclusives from us every year.” Those commitments establish that selected exclusives are returning, while the long-term treatment of the full Xbox portfolio remains unsettled.

How this differs from Xbox’s earlier multiplatform approach
The survey would represent a significant shift from the rationale Xbox previously gave for sending selected games to rival consoles. On the Official Xbox Podcast, Phil Spencer said: “We made the decision that we’re going to take four games to the other consoles– just four games, not a change to our kind of fundamental exclusive strategy.” He also said: “I do have a fundamental belief that over the next 5 or 10 years, exclusive games, games that are exclusive to one piece of hardware, are going to be a smaller and smaller part of the game industry.”
Xbox described the four-game move as a way to grow franchises, reach more players and support community-driven games. The new questionnaire tests the opposite business logic: whether withholding future releases could make Xbox hardware valuable enough to trigger a switch.
What outcomes is Xbox comparing?
| Question the survey tests | Possible outcome | Practical effect for players |
|---|---|---|
| Access | Xbox console, PC or no access on a rival console | Where a player could legally play a future release |
| Timing | Day-and-date, timed or permanent exclusivity | Whether waiting would eventually restore access elsewhere |
| Ownership | Existing purchases retained; future sales or updates restricted | Whether a current library changes versus what can be bought later |
| Hardware response | Keep an Xbox, buy one, move to PC or opt out | Whether exclusivity creates a hardware purchase or a lost customer |
| Business objective | Differentiate Xbox hardware or maximize reach | The trade-off between platform value and a larger player base |
What does public sentiment suggest?
Public figures point in different directions and are directional rather than definitive. A Windows Central reader poll in March 2026 reported that 42.8% wanted all Xbox games to be exclusive. The same poll’s other reported response shares were 27.2%, 12.4% and 17.6%; the available report does not establish which labels belong to those three percentages, so they should not be treated as named positions.
Best Value
A Circana Q1 2026 US consumer survey, as reported by Christopher Dring and summarized by Windows Central, found that 41% of console players cited exclusives as a reason they play on console. In the same reporting, 38% cited having friends and family using the same console. Those findings show why exclusives can influence hardware choice, while also indicating that social factors matter.
What should players conclude?
If you own a PlayStation or Nintendo console and are worried about Fallout, The Elder Scrolls, DOOM, Diablo or Minecraft, there is no announced change to act on today. The reported questionnaire is a test of reactions to future releases. Its clearest consumer signal is that Xbox is weighing two competing goals: using exclusive games to make its hardware more distinctive, and keeping games on more platforms to maximize players, hours and communities.
Until Xbox publishes a specific release-by-release policy, the practical questions are whether a title would be permanently exclusive or merely timed, whether PC remains included, and whether the rule applies to new sales and updates while honoring existing purchases. The October survey answers none of those questions for the real-world product lineup; it shows Xbox measuring how costly a return to stronger exclusivity could be.
