Neither platform is universally better. The Xbox PC app with PC Game Pass is usually the better fit when you want a rotating library for one recurring fee and expect to play several included games. Steam is usually better when you prefer buying individual games, keeping a conventional storefront library, and using mature community and mod tools. Many PC players sensibly use both, choosing per game rather than treating the launchers as mutually exclusive.
The practical decision depends on the titles you want, your local subscription price and catalog, how much you play, your tolerance for games leaving a library, and whether Workshop or other community features matter to you.
What you are actually comparing
The Xbox PC app and Steam are launchers, but their commercial models are different. The Xbox app is the Windows interface for browsing and managing PC Game Pass games. A PC Game Pass subscription gives access to the games currently included in that catalog while the subscription is active and while each title remains included. Microsoft says the catalog, number of games, features and availability vary by time, region, plan and platform; the current local catalog is therefore the authority for your decision. See the official PC Game Pass page before subscribing.
Steam is primarily a storefront. You buy or otherwise obtain individual games through Steam, then use the client for installation, updates, launching, community functions and library management. Valve’s store overview advertises nearly 30,000 games on the page accessed on 13 October 2026; that is a vendor-published, changing figure rather than an independently audited count. A Steam purchase is still subject to the applicable account, store and game terms, so do not interpret a purchase as an unconditional promise of permanent access in every circumstance.

Xbox PC app vs. Steam at a glance
| Decision axis | Xbox PC app with PC Game Pass | Steam |
|---|---|---|
| Primary access model | Subscription access to an included, changing catalog. | Individual games obtained through a storefront; check each title’s terms. |
| Library stability | Access ends when the subscription expires or a game leaves the catalog. | Your library reflects the games associated with your account under Steam’s and each publisher’s terms. |
| Discovery and social tools | Browsing, recommendations, friends and chat are highlighted by Xbox. | Community features, chat, recommendations, achievements, early access and other discovery tools are documented by Valve. |
| Mods and user content | Support depends on the individual game and its installation model. | Steam Workshop is available for supported games; not every title has Workshop integration. |
| Operating-system requirement | The PC Game Pass page lists Windows 10/11 version 22H2 or higher; every game has separate requirements. | The reviewed Steam overview does not provide a complete hardware or operating-system matrix; check Steam and the game’s current store page. |
| Refund baseline | The subscription page describes cancellation and a limited, conditional one-time refund for a recent recurring charge; it is not a general game-purchase refund rule. | Valve’s standard game/software policy is generally within 14 days of purchase and under two hours of play, subject to exceptions and regional rights. |
| Controller support | Verify support in the specific game. | Valve encourages developers to support Xbox, PlayStation and Nintendo controllers, but implementation remains game-specific. |
Game access and library stability
How PC Game Pass access works
PC Game Pass is useful when your play pattern is broad: you want to sample several games, follow new releases in the catalog, or avoid paying a separate purchase price for every experiment. The entitlement lasts only while your subscription is active and the title is still included. If you cancel, the subscription expires, or Microsoft removes a game from the catalog, the included access ends. You would then need to buy the game or use another eligible entitlement if you want to continue playing.
Catalog turnover is the central trade-off. Xbox explicitly qualifies catalog titles and availability by time, region, plan and platform. A game visible to a friend in another country, on a different plan, or on console may not be available to you on PC. Check the listing in your account and local region immediately before you rely on the subscription for a particular game.
How Steam access works
Steam suits players who build a personal collection around specific games. You can wait for a sale, purchase only the titles you know you will play, and avoid a subscription clock for games that remain in your account. That stability is relative rather than absolute: the exact license and service terms differ by title and jurisdiction, so read the game’s store information and applicable terms when long-term access is critical.

A purchased Steam game is not automatically a mod-friendly game, a permanently supported game, or a game that will run on every future PC. Those questions belong to the individual store page, developer support policy and your hardware. Steam’s advantage is the storefront-centered ownership workflow, not a guarantee that every title has identical rights or features.
When the two libraries overlap
The same game can appear in PC Game Pass and Steam while offering different practical experiences. Achievements, saves, cross-play, mod folders, DLC ownership and account linking can vary by release. Before installing a second copy, check which edition the subscription supplies and whether your existing save or add-ons are recognized. Do not assume that buying downloadable content on one storefront automatically grants it on the other.

Features, discovery and community tools
Xbox PC app strengths
Xbox emphasizes a guided catalog experience: browse included games, receive recommendations, see friends and use chat from the PC app. That is convenient when you want the service to suggest what to play rather than research every purchase. The value is tied to the quality of the current catalog in your region and plan, so recommendations should be treated as discovery aids, not evidence that a title is included everywhere.
The app itself does not turn every PC game into an Xbox-style experience. Installation behavior, mod access, cloud or cross-device features, controller mapping and account requirements are determined by the particular game. Confirm those details on the game’s listing before committing to a long campaign or a multiplayer group.

Valve documents a broader set of storefront and community functions, including user reviews and recommendations, achievements, chat, early-access listings and Steam Workshop for supported games. Workshop can simplify subscribing to maps, scenarios or other user-created content when a developer has integrated it. It is not a universal mod system: games without Workshop support may require a separate mod manager or manual installation, and some competitive games restrict modifications.
Steam also advertises automatic updates and frequent purchase deals on its overview page. Update behavior, pricing and downloadable-content rules are still title-specific. Treat a sale price or an early-access listing as a transaction detail to verify on the current store page, not as a permanent platform-wide condition.
Community choice in practice
Choose Steam when community-created content, a visible review and recommendation ecosystem, or established achievement and chat features are central to how you play. Choose the Xbox app when a curated subscription catalog and friend discovery matter more than Workshop depth. If you play one heavily modded game and several subscription games, installing both clients may be more practical than giving up either feature set.

System requirements, Windows versions and controllers
PC Game Pass requirements
Microsoft’s PC Game Pass page lists Windows 10 or Windows 11 version 22H2 or higher. That is the platform-level requirement, not a promise that every included game will run on an older or modest PC. Each game can require a newer graphics API, more memory, a specific processor, additional storage, or a different operating-system feature. Open the individual game listing and compare its minimum and recommended specifications with your system before installing.

The reviewed Steam overview does not present a single complete hardware matrix because requirements are set per game. Use the game’s current Steam store page for supported operating systems, processor and graphics requirements, memory, storage and any launcher or account dependencies. A computer that meets Steam’s client requirements can still fail a demanding game’s own requirements.
Controller compatibility
Controller support is a game-level decision on both platforms. Valve says it encourages developers to include Xbox, PlayStation and Nintendo controller support, but the developer determines the actual implementation. Check the game listing, controller notes and community reports for the exact model and features you plan to use. Do not buy a controller on the assumption that the launcher alone guarantees button prompts, wireless pairing or vibration.
Cost and value without misleading price promises
Current PC Game Pass prices, promotions and catalog contents are regional and change over time. Xbox states that recurring billing is switched on by default. Promotional offers can be limited by region or member eligibility, and after a promotion the subscription continues at the then-current regular price unless you cancel. Prices and terms can change, so read the local checkout screen and note the next billing date before confirming.
Steam has no required recurring subscription for ordinary game purchases. Your spending is the sum of the titles, downloadable content and optional services you choose. A sale can lower the up-front cost, while a subscription can lower the cost of trying many games during one month. Neither model is automatically cheaper.

A simple break-even calculation
- Write down the local monthly PC Game Pass charge after any introductory offer ends.
- List the included games you realistically expect to play during that billing period.
- Divide the monthly charge by the number of those games. This is an average access cost, not a purchase price.
- Compare that figure with the current Steam prices for the same titles, including editions and downloadable content you actually need.
- Add the value of features you would otherwise replace, such as Workshop content or a stable purchase library, and subtract games you would never launch. Cancel if the catalog no longer justifies the recurring charge.
This calculation avoids two common errors: comparing a temporary introductory price with a full-year Steam collection, or counting every catalog listing as a game you will actually play.
Refunds, cancellation and purchase risk
Steam’s standard refund rule
Valve’s Steam Refunds policy, last updated 23 April 2024, generally allows a request for a game or software purchase within two weeks of purchase when it has been played for less than two hours. Exceptions apply, and consumer-protection rights in some jurisdictions can provide additional remedies. The policy is the controlling source; do not treat the two-hour rule as an unconditional guarantee for every transaction.
Because the clock is based on both purchase date and playtime, test a new game promptly. Long pauses, troubleshooting sessions or leaving a title running can consume playtime even when you are not actively playing.
PC Game Pass cancellation and refunds
Xbox’s PC Game Pass information links to subscription cancellation and refund terms and describes a limited, one-time refund for a recent recurring charge under stated conditions. That language concerns the subscription charge; it should not be generalized into a standard refund policy for individual games. Read the account-specific cancellation page at checkout, record whether recurring billing is enabled, and cancel before the next renewal if you do not intend to continue.

A decision process that works for most players
- Make a game-first list. Write the five to ten games you are most likely to play in the next few months. Mark the edition, multiplayer requirements, downloadable content and whether mod support matters.
- Check the local PC Game Pass catalog. Search the Xbox PC app or the current PC Game Pass page while signed into the relevant region. Confirm that each desired game is on PC, included in your plan and available now.
- Check the Steam listing. Verify the exact edition, current price, operating-system and hardware requirements, controller notes, Workshop availability and any required third-party account.
- Choose the access model. Pick Game Pass if the included games you will play justify the recurring fee and you accept catalog turnover. Pick Steam if you want to buy only selected titles or expect to return to them after a subscription would end.
- Validate your computer. For Game Pass, meet Windows 10/11 version 22H2 or higher and the game’s own requirements. For Steam, use the individual game’s requirements rather than relying on the client alone.
- Protect the transaction. Note the subscription renewal date and promotional end date. For Steam purchases, start testing within the refund window and keep playtime under two hours if you may need to request a refund.
- Reassess after real use. If a Game Pass title is leaving soon, decide whether to finish it or purchase it. If a Steam game lacks the mods, controller behavior or performance you expected, use the store’s current refund rules where applicable.
Installation and first-use checklist
Before installing through Xbox
- Confirm you are signed into the Microsoft account and region that will hold the subscription.
- Read the game’s own storage, graphics, processor and memory requirements.
- Check whether the title requires another publisher account, separate launcher or online service.
- Review the catalog listing for an announced removal date or platform limitation before starting a long campaign.
- Open account billing settings and verify whether recurring billing is enabled and when the next charge occurs.
Before buying on Steam
- Read the current store page for the exact edition and operating-system requirements.
- Check whether Workshop, achievements, cloud saves, controller support and multiplayer features are present for that title rather than assuming they are universal.
- Confirm that any downloadable content you need is sold for the same edition.
- Plan your first session inside the standard refund period and monitor the recorded playtime.
Pitfalls and how to avoid them
Assuming the catalog is permanent
A Game Pass installation does not convert into a purchase. If the game leaves the catalog or your subscription expires, access can end. Keep your save data, watch catalog notices and decide whether to buy the game before removal if you want uninterrupted access.

Assuming every regional catalog matches
Xbox qualifies availability by time, region, plan and platform. A title listed in a review, social post or another player’s app may not appear in yours. Use your local account view as the final check.
Confusing a launcher feature with a game feature
Steam can expose Workshop, chat or achievements, but the developer must implement the relevant feature. Xbox can show recommendations and friends, but it cannot guarantee a game’s cross-play, mod or controller behavior. Read the title-specific listing and support information.
Forgetting recurring billing
Promotional Game Pass offers can roll into the regular price, and Xbox says recurring billing is on by default. Record the renewal date and cancel through the account controls before renewal if you only wanted a trial period.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsApplying the Steam refund rule too broadly
The two-week and under-two-hour standard is a general policy with exceptions, not a promise that every purchase qualifies. Regional consumer rights and transaction type can change the result. Submit requests through Valve’s current refund page and explain the circumstances accurately.
Expecting one controller experience everywhere
Controller support varies by game, including button prompts, wireless features and vibration. Check the game before buying hardware or committing to a multiplayer setup.
Which platform fits which player?
| If this describes you | Likely better starting point | Why |
|---|---|---|
| You play many different games each month and rarely finish all of them. | Xbox PC app with PC Game Pass | A rotating catalog can make experimentation more affordable than buying every trial, provided the local catalog contains the games you want. |
| You replay a small collection for years. | Steam | Individual purchases avoid dependence on a subscription remaining active or a title staying in a catalog, subject to the applicable store and game terms. |
| You rely on user-created maps, scenarios or other Workshop content. | Steam | Workshop is documented for supported games, while support on the Xbox side is title-specific. |
| You want a guided catalog and friend discovery with minimal purchase decisions. | Xbox PC app | Xbox highlights browsing, recommendations, friends and chat around the subscription catalog. |
| You are unsure whether a game will run or suit you. | Either, based on availability | Use PC Game Pass to sample an included title or use Steam’s standard refund conditions for an eligible purchase; verify the current rules and requirements first. |
| You want the broadest practical choice. | Both | Use Game Pass for included games and Steam for titles, editions or community features that the subscription does not provide. |
Making the final choice
Start with the games, not the launcher brand. If most of your list is currently included in PC Game Pass and you will play enough of it before catalog changes, the Xbox app offers strong short-term value. If your list centers on a few long-term games, mods, Workshop support or a purchase-based library, Steam is the more natural home. Check local availability, requirements, controller behavior, renewal terms and the individual game’s license before every significant decision. Using both platforms is often the most accurate answer because each solves a different part of PC gaming.
