To publish an Xbox game, first choose between managed Xbox publishing—which covers console releases and full Xbox services—and Microsoft’s self-service route for PC-only Win32 games. The routes have different enrollment requirements, but both use Partner Center to prepare product details, packages, ratings, Store listings, pricing, certification, and release. For managed Xbox publishing, plan for onboarding and concept approval before you build a launch schedule; for either route, verify every package and product module before publishing.
1. Choose your publishing route
Decide which route matches the release before starting Partner Center setup. Microsoft’s Game Publishing Guide distinguishes managed Xbox publishing from the self-service PC-only Win32 GDK path.

For managed Xbox publishing, Microsoft says concept reviews are handled on business days and typically take 10–15 business days, with reviews taking up to three weeks. Treat that as a planning estimate rather than a guaranteed turnaround. The ID@Xbox onboarding instructions also say that approval and signed Title Licensing Agreement and GDK License Agreement are needed to complete enrollment and obtain full Xbox publishing permissions.
For PC-only publishing, Microsoft documents a self-service Win32 GDK route that does not require ID@Xbox enrollment or concept approval. The PC publishing guide names Unity and Unreal as supported engine examples; it does not change the submission and release checks described below. See Microsoft’s PC GDK publishing guide.

2. Prepare a package for every supported platform
Create the product in Partner Center, then make sure the package format matches the platforms you intend to support. Microsoft’s Xbox publishing readiness checklist identifies approved .xvc packages for Xbox One and/or Xbox Series X|S and approved .msixvc packages for Xbox on PC. Check that a certified package exists for every supported platform.
- If certification fails, read the report, address BVT Failure and CFR issues, then build, test, and submit a corrected package.
- For each package, provide a valid Submission Validator log file. Microsoft’s Final Certification instructions say to confirm that the log contains no failures or unexpected warnings.
- After uploading an XVC, upload its matching EKB file. Microsoft recommends including symbol files to improve crash reporting.
3. Complete product properties and PC requirements
Set product properties to match the game’s actual capabilities and release. Select only technical capabilities the game supports, and confirm that device families and other properties correspond to the intended platforms.

For PC releases, configure supported input devices plus minimum and recommended system specifications. The readiness checklist says not to configure those PC settings for a console-only title.

Complete the IARC questionnaire accurately and retake it if the game’s content answers change. If you upload rating certificates, check that the rating values and descriptors match the configured ratings and that coverage includes every selected market. Confirm that required Store listing languages are complete.

Physical-disc releases have a separate ratings requirement: Microsoft’s Final Certification instructions say IARC ratings cannot be used for discs. Override the IARC rating and upload the age-rating certificate for each disc market.
5. Set pricing and release availability
Before certification, check the product’s markets, price, release date, audience, and applicable Xbox settings. Microsoft’s readiness checklist says Xbox products use the Reseller pricing model. Publishing to RETAIL requires a revenue SKU; without one, a product can still be submitted for certification or published to development sandboxes, but not to RETAIL.

6. Certify each module and publish from Main
Store Listings and Pricing and Availability can be certified separately from Packages. However, every required module must pass before RETAIL publication. The RETAIL publishing instructions identify the Main branch as the source for packages, pricing and availability, and Store listings; the RETAIL publish page also checks that required product modules are complete.
- Submit the relevant Partner Center modules for certification and review each result.
- Resolve failures or incomplete required modules before attempting RETAIL publication.
- Use the Main branch for the package, pricing and availability, and Store listing materials intended for release.
- Check the RETAIL publishing page and the current Partner Center status before setting or relying on a launch date. Microsoft lists processing, certification, and publishing estimates there, but timings can vary by submission, and each stage must finish before the next begins.
7. Test the RETAIL version before launch
Microsoft explicitly advises acquiring and testing the RETAIL version of every game before release. Follow the recommended RETAIL testing guidance linked from Partner Center, and verify the release audience and date settings so the live configuration matches the intended launch.

Because Partner Center requirements and processing flows can change, check Microsoft’s current instructions and the product’s current Partner Center status as release approaches.
