Xbox is testing how players might react to an extreme return to console exclusivity, including Xbox-only releases for major franchises. The survey reported on October 14, 2026 is market research, not an announcement that Fallout, The Elder Scrolls, DOOM, Diablo, PHYSINT or Minecraft are leaving rival consoles.
What the Xbox survey actually asks
GameSpot reported on October 14, 2026 that Microsoft was surveying a subset of Xbox users about possible changes to its exclusivity strategy. Windows Central separately said it verified screenshots provided by an Xbox Insider. The most aggressive scenario in the questionnaire asks respondents to imagine this announcement:
“Imagine it was announced that all future title releases from every Xbox-developed gaming franchise except Call of Duty will be console-exclusive to Xbox.”

That is a deliberately broad, hypothetical test. It covers future releases across Xbox-developed franchises rather than proposing a date, naming a particular game launch, or confirming a final platform policy.

Which franchises appear in the questions?
The reports identify repeated franchise-specific questions concerning the following properties:
- Fallout
- The Elder Scrolls
- DOOM
- Hideo Kojima’s PHYSINT
- Diablo
- Minecraft
GameSpot said the survey includes Fallout-specific questions and repeats the format for the other listed franchises. The screenshots and reports do not publish response percentages, the number of participants, or a timetable for any decision.

What “nuclear” exclusivity would mean
| Survey element | Hypothetical condition | What is actually established |
|---|---|---|
| Console releases | Future releases from every Xbox-developed franchise except Call of Duty become console-exclusive to Xbox. | This wording is a survey scenario, not an approved policy. |
| PC access | The quoted scenario leaves PC unchanged. | The report does not specify a complete PC release schedule for every franchise. |
| Minecraft purchases | Existing Minecraft titles would no longer be available for purchase on PlayStation or Nintendo consoles. | The condition applies only inside the hypothetical question. |
| Minecraft updates | No new Minecraft content updates would be released on PlayStation or Nintendo consoles. | Already-owned content would remain unaffected. |
| Call of Duty | Call of Duty is explicitly excluded from the all-franchise console-exclusive wording. | The survey does not explain what other platform arrangements might apply. |
The Minecraft wording is narrower in one respect and more disruptive in another. It does not describe removing games or content that players already own, but it does imagine ending new purchases and content updates on PlayStation and Nintendo hardware. The same wording says nothing would change on PC.

How respondents could say they would play
For hypothetical exclusive content, the survey offers several behavioral choices:
Rank #3
- BEST VALUE IN GAMING — Experience next-gen speed and performance in the smallest XBOX ever. The XBOX Series S delivers powerful all-digital gameplay in a sleek, compact design.
- UP TO 120 FPS GAMEPLAY — Enjoy smooth, responsive gaming with frame rates up to 120 FPS, powered by XBOX Velocity Architecture, a custom NVMe SSD, and DirectX Raytracing for a heightened level of realism.
- 512GB CUSTOM SSD AND XBOX VELOCITY ARCHITECTURE — Reduce load times dramatically with the custom 512GB NVMe SSD and XBOX Velocity Architecture, enabling lightning-fast performance and seamless world streaming.
- QUICK RESUME — Seamlessly switch between multiple games and resume exactly where you left off. No more waiting through title screens and loading bars.
- FOUR GENERATIONS OF DIGITAL GAMES — Play thousands of digital games from XBOX Series X|S, XBOX One, XBOX 360, and Original XBOX with backward compatibility. Many titles are enhanced for better visuals and performance. Smart Delivery ensures you always get the best version for your console.
- Play on an existing Xbox.
- Buy a new Xbox Series X|S.
- Play on a PC.
- Skip the game because it is unavailable on the respondent’s preferred console.
- Choose something else.
- Indicate no interest in the content.
Those answers are designed to measure more than enthusiasm. They test whether exclusivity would retain players on current Xbox hardware, persuade people to purchase a new console, shift demand to PC, or cause people to opt out entirely. The presence of a Series X|S purchase option does not mean Microsoft has decided that buying one will be required for any named game.
Is Fallout becoming Xbox-exclusive?
Not on the evidence currently available. Fallout is one of the franchises used to test reactions, but neither report describes a confirmed platform decision, an announcement from Microsoft, or a release-specific change. The same qualification applies to The Elder Scrolls, DOOM, PHYSINT and Diablo.
Rank #4
- What's in the box: Xbox Series S 512GB console, 1 Wireless Controller, High Speed HDMI cable.
- CPU: 8X Cores @ 3.6 GHz (3.4 GHz w/SMT) Custom Zen 2 CPU; GPU: 4 TFLOPS, 20 CUs @1.565 GHz Custom RDNA 2 GPU; SOC Die Size: 197.05 mm2.
- Memory: 10GB GDDR6 128 bit-wide bus; Memory Bandwidth: 8GB @ 224 GB/s, 2GB @ 56 GB/s.; Internal Storage: 512GB Custom NVME SSD
- Gaming Resolution: 1440p; Performance Target: Up to 120 FPS; HDMI Features: Auto Low Latency Mode, HDMI Variable Refresh Rate, AMD FreeSync.
The wording concerns future releases. It therefore cannot be read as a notice that already released games are being delisted, that announced games have had their platforms changed, or that a particular launch date has been altered.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsIs Minecraft leaving PlayStation or Nintendo?
The survey does not announce a Minecraft delisting. Its special hypothetical says future purchases and new content updates would stop on PlayStation and Nintendo consoles, while content already owned would remain unaffected and PC would be unchanged. Until Microsoft publishes an actual platform decision, current availability and support should not be inferred from the questionnaire.

Why Xbox is asking these questions now
GamesRadar+ reported that Xbox leadership said in an April 2026 communication it would “reevaluate” its approach to exclusivity and windowing. That statement confirms an ongoing strategic review, but it does not commit Xbox to the extreme scenario shown in the survey.
Surveys are commonly used to estimate reactions before a company chooses among options. GameSpot cautioned that Xbox Research conducts many surveys and that research findings do not necessarily result in marketplace changes. Windows Central’s report likewise did not identify survey results, sample size or an implementation schedule.
What is known—and what is not
- Known: A survey was reported on October 14, 2026, and Windows Central said the supplied screenshots were authentic.
- Known: The questionnaire tests reactions to console exclusivity involving Fallout, The Elder Scrolls, DOOM, PHYSINT, Diablo and Minecraft.
- Known: The most aggressive wording excludes Call of Duty and says PC would not change in that scenario.
- Known: Respondents can indicate that they would use existing Xbox hardware, buy an Xbox Series X|S, play on PC or skip the content.
- Not known: How many people were surveyed, how they answered, whether the results favored any option, or whether Xbox will implement any scenario.
- Not known: A launch date, delisting schedule, hardware requirement or final platform list for any named franchise.
How to interpret the “nuclear” label
“Nuclear” describes the breadth of the imagined policy: nearly the entire Xbox-developed console portfolio would be restricted to Xbox, with Call of Duty carved out. It does not describe a confirmed decision or indicate that Xbox has already reversed every recent multiplatform strategy. The practical takeaway is that Microsoft is measuring the consumer cost of exclusivity—lost access on a preferred console, potential console purchases and migration to PC—before making, or declining to make, a policy change.
