Microsoft will introduce monthly cloud-gaming allowances for Game Pass subscribers in November 2026. Game Pass Ultimate will include 15 cloud-gaming hours per month, while Premium includes 10 and Essential includes 5. Until the change takes effect, eligible subscribers can continue streaming without these monthly hour limits.
The policy is described in Microsoft’s September 3, 2026 announcement. Microsoft says the change is expected to affect about 4% of Game Pass subscribers; it has not yet published prices or final rules for buying more time.
When do Xbox Cloud Gaming hour limits start?
The metered system begins in November 2026. Microsoft has not announced a specific day, a universal launch schedule by country, or the final method for tracking remaining time. Until the rollout, eligible Game Pass subscribers can use cloud gaming without the new monthly caps.

Microsoft acknowledges that this is a significant change for heavy cloud players. In the September 3 announcement, XBOX Wire Editor-in-Chief Joe Skrebels wrote: “We recognize that introducing limits is a meaningful change, particularly for players who regularly spend more time gaming through the cloud.”

How many cloud-gaming hours each plan includes
The allowances below are monthly inclusions announced for the three listed Game Pass tiers. Xbox’s catalog counts can change over time, and the cloud availability of an individual title depends on plan, platform and region.

The hour allowance is only one part of the decision. Compare the games you actually play, whether a title is available on your device and in your country, and whether you value the bundled services. Do not assume that a game in a plan’s overall catalog is automatically streamable everywhere.

What happens after you use all included hours?
Xbox says subscribers will be able to purchase additional cloud playtime through the Xbox Store after their monthly allowance reaches zero. The announcement promises more information before the change, including:

- Which games qualify for purchased time
- Market availability
- How remaining time will be displayed and tracked
As of October 16, 2026, Microsoft has published none of those details in the cited announcement. There is also no universal expiry policy for purchased hours. Treat any cost calculation or claim about rollover as unknown until Xbox publishes the November terms; prices and options may vary by market.

Does the cap apply to free-to-play games?
Not every cloud session follows the same subscription rule. Xbox’s cloud-gaming service page says select free-to-play games, including Fortnite, can be streamed with a free Microsoft account in a supported region. The page also says subscription, catalog and device requirements vary by game, plan and region.
That means you should check the game’s listing rather than assume either that all free-to-play games are unlimited or that every title consumes a Game Pass allowance. Microsoft has not stated in the announcement that all free-to-play games are exempt worldwide.

How to estimate whether 15 hours is enough
Occasional players
Fifteen hours can cover several short sessions each month. Add up the time you realistically stream, including menus and pauses, rather than counting only active matches. If your total is comfortably below 15 hours, Ultimate’s cloud allowance may not be the deciding factor.

Frequent cloud players
If you routinely exceed 15 hours, do not compare plans using an assumed price for extra time. Wait for Microsoft’s published bundle prices, eligible-game rules and expiry terms, then calculate the effective monthly cost against your actual usage. Premium and Essential provide fewer included hours, so downgrading only makes sense if their catalogs and allowances match your play pattern.

Players considering Ultimate for cloud access alone
Ultimate also bundles the broadest catalog and services such as EA Play, Fortnite Crew and Ubisoft+ Classics. If you would not use those benefits, compare the plan’s total value with the cost of your games and any future extra-hour purchases once those prices are known.

Cloud play is available on supported phones, tablets, PCs, Xbox consoles, selected smart TVs, Amazon Fire TV devices and selected Meta Quest headsets. Availability differs by country, device model and game.
- Use a compatible controller for most cloud games. Some titles support touch controls.
- Xbox recommends at least 10 Mbps on mobile connections.
- It recommends at least 20 Mbps on consoles, PCs and tablets.
- Even with sufficient bandwidth, Wi-Fi congestion and network latency can affect image quality and responsiveness.
For mobile play, Xbox lists the Backbone One – Xbox Edition among compatible accessories. Check the current product listing, price and regional compatibility before buying any accessory.
What the November announcement does—and does not—change
- It changes the subscription model: Ultimate, Premium and Essential receive 15, 10 and 5 monthly cloud hours respectively.
- It does not remove cloud gaming: Microsoft plans to offer additional time for purchase after the allowance is used.
- It is not a universal four-hour rule: the 4% figure is Microsoft’s estimate of subscribers affected, not a limit on session length.
- It does not make every game or region identical: title eligibility, features and availability vary by plan, platform, region and time.
- It does not yet define the economics: extra-hour prices, bundles, expiry, tracking and launch dates by country remain pending.
Before November, check the Xbox cloud-gaming service page and your account’s Game Pass details for the final allowance display and market-specific purchasing options.
