Choose the Xbox app when Game Pass, Xbox console features, cloud gaming, or a single view of games installed from supported PC storefronts is your priority. Choose Steam when you want Steam-library streaming to other devices or Steam Remote Play Together for supported local multiplayer games. Neither is universally better: the right launcher depends on the games and devices you actually use.
What the Xbox app and Steam are designed to do
The Xbox app for Windows is Microsoft’s PC gateway to Xbox ecosystem services. Its documented functions include browsing and downloading Game Pass games, accessing a PC game store tab, chatting with friends, using Xbox cloud gaming where supported, remotely playing from an Xbox console, and viewing an aggregated list of installed games from supported PC storefronts.
Steam is Valve’s PC game platform. For this comparison, its clearest documented advantage is remote play: Steam can stream a library from a computer running Steam to supported devices, and Steam Remote Play Together lets the owner of an eligible local-multiplayer game invite friends to play online.
These are different priorities rather than two versions of the same product. The Xbox app emphasizes subscriptions and Xbox-connected features; Steam’s relevant advantage here is extending games you already run through Steam to other screens and players.

In practice, a launcher decision starts with ownership. A game downloaded through Game Pass is available under the terms of an active subscription and the title’s inclusion status. A game bought from another store remains associated with that store even if the Xbox app displays it. Steam Remote Play, meanwhile, works from the Steam copy installed on a host PC. Installing both launchers is normal when your library spans several ecosystems.

Choose the Xbox app when these features matter
Game Pass is how you plan to get games
The Xbox app is the natural starting point for PC Game Pass and other Game Pass access on Windows. You can browse the available catalog and download included titles through the app. This avoids buying every game individually, but access follows your active subscription and the title’s inclusion status. The cited material does not provide a current catalog size or a like-for-like price comparison with Steam, so verify the present Game Pass offer and the specific games you want.
That subscription model changes how you should evaluate a game. Before installing, check whether the title is included in your plan, whether it is marked for PC rather than console-only access, and whether you are comfortable losing access if the subscription ends or the title leaves the catalog. If you expect to play one game for years, compare the subscription’s practical value with buying that game from the store where you want to own it. No current prices are established here, so use the live terms for your country instead of relying on a generic cost claim.

You own an Xbox console
The Xbox app supports remote play from an Xbox console, allowing a compatible console game session to be played on a Windows PC over your network or internet connection. It also ties into Xbox identity, chat and other console-connected functions. This is useful when the console is in use by someone else or when you prefer a laptop screen, but it is not the same as installing every Xbox console game natively on Windows.
Remote console play and native PC access are separate paths. Remote play uses the console as the source, so the console must be available and the connection must be good enough for interactive streaming. A Play Anywhere entitlement, by contrast, gives an eligible title a Windows PC version you can install. Check which experience you want before assuming that owning a console automatically includes a PC copy.
You want cloud gaming
Xbox cloud gaming is available through the PC app in supported countries and for eligible titles and Game Pass tiers. In an Xbox Wire update dated July 28, 2025, Microsoft said Game Pass Ultimate members could stream more than 250 select games they owned through the Xbox PC app in countries where Xbox Cloud Gaming was supported. That was a dated program description, not an independently verified October 2026 catalog count. Check the current catalog, subscription tier and regional availability before relying on cloud streaming.
Cloud play also depends on a suitable connection and a supported device. An Xbox wireless controller may be useful for supported cloud-gaming scenarios, but the cited product information does not establish that a controller is required for every PC cloud-gaming session. Treat controller shopping as an optional comfort or compatibility decision, not an automatic requirement.
You want one view of installed games
Xbox Wire says games installed from supported PC storefronts can appear in the Xbox app’s My Library and Most Recent views. You can toggle storefront listings in the app’s settings. This makes the Xbox app a convenient launch hub when your games are spread across more than one storefront.
The aggregation is only a listing and launching convenience. It does not move licenses into your Microsoft account, merge achievements or replace the account and launcher that owns a game. If a game came from another storefront, that storefront’s installation and account rules still apply.

A common mistake is to read the combined list as a unified store. Seeing a Steam-installed game in My Library does not make it a Game Pass title, make it eligible for Xbox Play Anywhere, or let you redownload it through Microsoft. The practical benefit is reduced hunting through shortcuts; the commercial relationship remains with the original storefront.
Choose Steam when streaming and shared local multiplayer are priorities
Steam Remote Play for your own devices
Steam Remote Play streams a game from a computer running Steam to supported devices. The host PC does the rendering; the receiving device displays the stream and sends input back. This is useful for playing a desktop game on a compatible handheld, laptop, television or other supported screen without installing the full game there.
Because the host computer is central, performance depends on that computer, the game, and the network path between host and client. Remote Play is not a cloud catalog: turning off the host PC or closing Steam removes the source of the stream. You should also leave the intended game installed and signed in on the host before trying to connect from another device.
Remote Play is therefore a good fit for a powerful desktop and a lighter client device, but it does not remove the need to own the Steam game. It also should not be confused with buying a second copy for the receiving device. The stream is generated by the host installation and controlled through that Steam session.
Remote Play Together for supported local multiplayer
Remote Play Together is aimed at games designed for local multiplayer. The person who owns and runs a supported title hosts the session, while invited friends join online as if they were sitting in the same room. Steam documents support for up to four players, with more possible when connections are fast enough. Eligibility is game-specific, so check the individual Steam store listing for the Remote Play Together feature.
This distinction matters: Remote Play Together does not turn every online game into a shared session, and it does not provide a second license for every participant. It is a way to share a supported local-multiplayer game through the owner’s running Steam session. A title may have ordinary online multiplayer yet not support Remote Play Together, so look for the specific feature label rather than assuming all multiplayer modes qualify.

When Steam is not automatically the better choice
Steam’s documented strengths here do not prove that it has the larger store, better family tools, lower prices or broader compatibility in every case. Those comparisons depend on the exact game, region and account terms, and the cited Steam material does not establish a current general system requirement. Choose Steam for the feature you need, not for an unsupported blanket ranking.
How Xbox Play Anywhere changes the buying decision
Xbox Play Anywhere is Microsoft’s cross-entitlement program for participating digital titles. Microsoft’s current program page states that its Xbox Store has more than 1,000 enabled titles; that is Microsoft’s program figure, not an independent count of every game currently available.
For an eligible game, one digital purchase grants access to the Xbox console and Windows PC versions. Microsoft’s digital-goods rules also say that only participating games qualify and that a game can be played on one device or console at a time. The designation belongs to the specific title, not to every Xbox game.

- Find the exact game in the Xbox or Microsoft store.
- Look for the Xbox Play Anywhere designation on that title’s product information.
- Confirm that the Windows PC version is included before purchasing.
- Remember that a purchase made on Steam is not identified by these sources as a Play Anywhere purchase.
If you regularly alternate between an Xbox console and Windows PC, Play Anywhere can be more important than which launcher has the more convenient interface. If a game lacks the designation, assume the console and PC entitlements are separate unless the seller states otherwise.
Play Anywhere is also not the same as cross-save or cross-play in every title. The documented benefit is the participating Xbox and Windows PC entitlement; inspect the individual game’s listing for any additional multiplayer or progression features instead of inferring them from the badge.
Xbox app requirements and practical limitations
Minimum app requirements
- Windows 10 or Windows 11, version 22H2 or higher.
- At least 150 MB of storage for the Xbox app itself.
- A display capable of 720p.
Those are app requirements, not a guarantee that every game will run well. Xbox notes that individual games have their own requirements and that higher-end systems improve performance. A demanding game can need far more storage, memory and graphics capability than the launcher.
Separate the launcher check from the game check. First confirm that Windows is on the required version and that the app can be installed. Then inspect each game’s processor, memory, graphics, storage and operating-system requirements. Meeting the 150 MB app figure says almost nothing about whether a modern game will perform smoothly.
Storefront and account boundaries
The Xbox app’s combined library can make installed games easier to find, but it does not consolidate ownership. A title installed from another PC storefront remains tied to that storefront’s account and license. If the original launcher is required to authenticate or update the game, the Xbox app’s shortcut does not remove that requirement.
Do not uninstall a source launcher merely because the Xbox app displays its game. Doing so can break authentication, updates or launch services for that title. Keep the account credentials and installation path associated with the original purchase available.
Geography and changing service catalogs
Cloud gaming, Game Pass availability and individual titles vary by country, plan and date. The July 2025 “more than 250” figure for streaming select owned games should be treated as historical context rather than a live October 2026 count. Verify availability in your country and on your account before choosing cloud play as your main way to access a game.
Regional checks matter before purchase as well as before streaming. A title, tier or cloud feature can be offered differently across supported countries. If your plan is built around streaming, confirm the feature on the account and device you will actually use rather than relying on a headline number.
Cost and ownership questions
The available official feature pages do not provide a current, like-for-like price comparison between Steam purchases and Game Pass. The Xbox app can combine subscription access with individual purchases through its PC game store tab; Steam’s documented Remote Play features operate on games in a Steam library. Your effective cost depends on the games you want, how long you will play them, the subscription tier available in your country and whether you value a permanent purchase.

Use a title-by-title calculation: list the games, mark which are included in your current Game Pass plan, note which support Play Anywhere, and identify whether the Steam version is needed for Remote Play Together. Then compare the live purchase or subscription terms shown for your account. Do not treat the Xbox app’s aggregated library as evidence that a Steam purchase has become an Xbox purchase.
How to decide in five steps
- List the games you actually intend to play. Check whether each is available through Game Pass, the Xbox PC store, Steam, or another storefront you already use. The cited sources do not establish a universal winner for catalog breadth.
- Decide between subscription and ownership. Choose the Xbox app if Game Pass access is valuable; choose the store where you want to buy a title when you prefer individual ownership. Do not assume an Xbox app listing changes who owns a game.
- Check for console crossover. If you want one purchase for Xbox and Windows PC, verify the Play Anywhere badge on every title.
- Identify your streaming use case. Use Xbox features when you want cloud gaming or remote play from an Xbox console. Use Steam when you want to stream a Steam game from your own PC or host supported local multiplayer through Remote Play Together.
- Confirm hardware and region. Make sure your Windows version meets the Xbox app requirement, your PC meets the game’s own requirements, and the cloud or remote feature is supported where you live.
Run this checklist before downloading a large game. It prevents the most expensive mistakes: buying a second copy when Play Anywhere would have covered both devices, expecting a Game Pass title to remain available indefinitely, or assuming an installed game from another store can be launched without its original account.

“I have Game Pass and a Windows gaming PC.”
Start with the Xbox app. It provides the Game Pass catalog, downloads and Xbox social features in one place. Install Steam as well only when a desired game or a Steam-specific feature requires it.
“I own an Xbox Series console and want to play on a laptop.”
The Xbox app is the better first choice because it supports remote play from an Xbox console. For games you buy digitally, check Play Anywhere if you want a native Windows entitlement rather than a streamed console session.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute“My desktop is powerful, but I want to play on another screen.”
Steam is a strong fit when the game is in your Steam library and the other screen is a supported Remote Play client. Keep the host PC running Steam and account for the network connection between the two devices.
“I want friends to join a couch-co-op game online.”
Steam is the relevant choice when the game supports Remote Play Together. The owner hosts the game, and Steam documents up to four participants, or more with fast connections.
“My games are spread across several PC stores.”
The Xbox app can serve as a central list for supported games that are already installed. Enable the storefront listings in its settings, then use My Library or Most Recent to find them. Keep expectations realistic: this is aggregation, not license transfer.
“Can I play Xbox Play Anywhere games on Steam?”
Play Anywhere is an Xbox cross-entitlement program for participating Xbox and Windows PC titles. The cited Microsoft rules do not say that buying a game on Steam grants Play Anywhere rights. If cross-console access matters, buy through the store offering the Play Anywhere designation and verify the individual title.

What this comparison cannot establish
The available official material does not support a current, comprehensive ranking of Steam versus Xbox for store size, family features, refund policies, general compatibility, performance, user satisfaction or market share. It also does not provide a current like-for-like price comparison. Those factors can be decisive, but they require checking the exact store, game, country and account terms rather than assuming one launcher wins across the board.
Verdict
Use the Xbox app as your primary launcher if Game Pass, Xbox console integration, Play Anywhere titles, cloud gaming or a unified view of installed storefront games are the reasons you play on PC. Use Steam as your primary launcher if your priority is Steam-library streaming from your own PC or Remote Play Together for supported local multiplayer. Many PC players will reasonably install both: the launcher should follow the game and feature you need, not a claim that one platform is best for everyone.
Frequently Asked Questions
Is the Xbox app better than Steam for PC gaming?
Neither is universally better. The Xbox app is the stronger fit for Game Pass, Xbox console remote play, cloud gaming, Play Anywhere and an aggregated view of installed games. Steam is the stronger fit for streaming a Steam library from your own PC and Remote Play Together.

No. Supported installed games can appear in Xbox app library views, but the game remains tied to the original storefront account and license.
Can one Xbox Play Anywhere purchase work on Xbox and PC?
Yes, but only for participating digital titles. Check the individual product page for the Play Anywhere designation; a Steam purchase is not identified as qualifying.
How many people can join Steam Remote Play Together?
Steam documents up to four players, with more possible when connections are fast enough. The game must specifically support Remote Play Together.
Can Xbox cloud gaming replace a gaming PC?
It can provide access to eligible streamed games where the service, title, subscription tier and geography support it, but availability changes and the July 2025 figure of more than 250 select owned games is not a current catalog guarantee.

Xbox lists Windows 10 or 11 version 22H2 or higher, 150 MB of storage for the app and a 720p display. Individual games have their own, often higher, requirements.
Should I install both launchers?
Install both when your purchases or subscriptions span both ecosystems. Use each launcher for the entitlement and feature it actually provides rather than expecting one app to merge ownership.
The Bottom Line
Bottom line: Pick Xbox for Game Pass and Xbox ecosystem features; pick Steam for PC-hosted Remote Play and Remote Play Together. Check each game’s store, Play Anywhere status, system requirements and regional availability before you buy.
