The World Bank Group says it helped mobilise $36 billion in private capital for development in India over four years through financial year 2025–26 (FY26). About $9.6 billion of that private financing was mobilised for micro, small and medium enterprises (MSMEs) since 2022.
“Mobilised” does not mean a $36 billion grant or one World Bank loan. It describes private money attracted or enabled through World Bank Group investments, guarantees, policy reforms and financing structures alongside commercial lenders and other investors.
What the $36 billion figure includes
The World Bank Group’s annual mobilisation rose from approximately $3 billion in FY22 to $14.5 billion in FY26—nearly five times higher. The $36 billion is cumulative across development sectors, not an MSME-only programme.

How the World Bank Group mobilised private money
Policy reform combined with finance
The approach paired policy changes with transactions that share risk with private lenders. The World Bank’s RAMP programme is cited as part of the reform work, while the International Finance Corporation (IFC) and other World Bank Group operations invested alongside commercial lenders, non-banking financial companies (NBFCs) and alternative-credit providers.
Credit structures validated with NBFCs
The Bank Group says it invested more than $3.5 billion to validate credit structures with NBFCs and alternative-credit partners. Those structures mobilised more than $8.5 billion for MSMEs since 2022. The broader $9.6 billion MSME figure includes additional channels beyond these specific structures.
The feature names Shriram Finance, Aditya Birla Capital, Ascertis Credit and HDFC Asset Management Company as participating or associated private-sector partners. HDFC Asset Management Company chief executive Navneet Munot said the fund is intended to provide customised growth credit, long-term working capital and acquisition finance that banks and traditional NBFC products often do not supply. He also said the World Bank Group’s anchor investment helped attract family offices, insurers and other investors.

A digital route to participating lenders
A digital platform connected more than 250,000 MSMEs with easier financing access, and 30 NBFCs joined the platform. The reported reach measures businesses connected to the financing channel; it is not the same as 250,000 approved or funded loans.
What MSMEs have gained so far
| Channel or outcome | Reported result | Important qualification |
|---|---|---|
| MSME financing overall | About $9.6 billion mobilised since 2022 | Private financing enabled across several programmes |
| NBFC and alternative-credit structures | More than $8.5 billion mobilised after over $3.5 billion of Bank Group investment | Describes validated structures, not grants to individual firms |
| Digital financing platform | More than 250,000 MSMEs connected; 30 NBFCs participating | Connection and lender participation do not guarantee approval |
| Women-owned businesses | Guarantee share increased from 14% to 18% in two years; more than $1 billion mobilised | Measures the share of credit guarantees directed to women-owned firms |
Women-owned and green businesses
Credit guarantees for women-owned businesses rose from 14% to 18% in two years, mobilising more than $1 billion. A guarantee reduces a lender’s potential loss if a borrower defaults; it does not erase the borrower’s repayment obligation.
India’s first Green MSME Guarantee Fund, introduced at the end of 2023, is expected to support more than 4,000 MSMEs through $40 million in green and circular-economy investments. The fund targets projects such as resource efficiency and cleaner production, but the announcement does not establish that every eligible business will receive the same amount or that all applications will be approved.

Major policy operations behind the mobilisation
In June 2026, the World Bank approved a $1.5 billion reform operation supporting a more business-enabling environment, greater trade and investment openness, and private-capital mobilisation for firm expansion and job creation.
Separately, listed IFC transactions included approximately $97 million in Aditya Birla Capital, $100 million in L&T Finance, approximately $150 million in HDB Financial Services, and $242 million for Everstone Capital Partners Fund V. The Everstone transaction included approximately $191 million of private mobilisation. These amounts are IFC investments or structured transactions, not direct grants to MSMEs.

The reported changes should reduce some access barriers: more lenders are connected to a common digital channel, guarantees can share risk, and alternative-credit structures can serve businesses that do not fit standard bank products. The scale of mobilisation also gives lenders and institutional investors more precedents for financing smaller firms.

Access will still depend on each lender’s underwriting, the business’s cash flow and records, sector, location, collateral or guarantee coverage, and the terms offered. A platform connection is not an approval, and mobilisation totals cannot show how much any particular company can borrow or what interest rate it will receive.
Practical steps for an MSME seeking finance
- Check whether your existing lender or an NBFC participating in the relevant digital platform accepts applications through that channel.
- Keep current financial statements, tax filings, bank records, ownership details and a clear use-of-funds plan ready for underwriting.
- Ask whether the facility is a loan, a guaranteed loan, working-capital finance, an equity investment or another structure; repayment, dilution and security requirements differ.
- For women-owned or green projects, ask specifically whether a guarantee or Green MSME Guarantee Fund window applies and what eligibility evidence is required.
- Compare the total cost, collateral, repayment schedule, covenants and consequences of default before accepting an offer.
How to interpret the headline
The headline combines two related but different scales. $36 billion is the World Bank Group’s cumulative private-capital mobilisation across Indian development sectors over four years through FY26. $9.6 billion is the reported private financing mobilised for MSMEs since 2022. Neither figure is a count of jobs created, a government cash transfer or proof that every small business gained funding.
The World Bank’s South Asia vice president Johannes Zutt said India is progressing with reforms intended to unlock private capital and create jobs despite a difficult global environment. The measurable near-term result is expanded financing infrastructure and lender participation; the eventual effect on individual firms will depend on implementation and credit decisions.
