Short answer: a workplace risk assessment looks across the workplace and its hazards, while a job hazard analysis (JHA) or job safety analysis (JSA) examines one job or task step by step. They are not competing systems. A well-run JHA/JSA supplies detailed task information to the broader, continuing hazard-identification and risk-assessment process.
The terminology is not universal. OSHA uses job hazard analysis and job safety analysis as overlapping terms, so the quality of worker participation, controls, follow-up, and review matters more than which acronym appears on a form.
What each term means
Broad workplace hazard identification and assessment
A broad assessment asks what can harm people anywhere in the workplace and how the organization should control it. It covers production areas, offices, vehicles, storage, utilities, contractors, and temporary locations. The process should gather information from inspections, worker reports, incident and near-miss investigations, exposure evaluations, equipment documentation, emergency planning, and the results of task-level analyses.

Job hazard analysis or job safety analysis
OSHA describes the method this way: A Job Hazard Analysis (JHA) is a technique that focuses on job tasks to identify hazards before they occur.
The analysis examines the relationship between the worker, the task, the tools, and the work environment.
A JHA/JSA selects one job, breaks it into logical steps, identifies what could go wrong at each step, and specifies safer procedures and controls. It is especially useful for work with frequent or severe injury potential, unusual or infrequent tasks, new or changed work, and nonroutine operations.
Why the terms are often interchangeable
Some employers use JHA for the analysis and JSA for the resulting written procedure; others use the terms in the opposite way. OSHA publications use both names, including “results of job hazard analyses, also known as job safety analyses” as one source of workplace hazard information. Unless a contract, regulator, or internal standard defines the terms differently, treat JHA and JSA as the same task-level method.

Hazard analysis vs. JSA/JHA at a glance
| Comparison point | Broad workplace risk assessment | JHA/JSA |
|---|---|---|
| Scope | The workplace, operations, people, equipment, materials, and foreseeable conditions. | One job, task, or activity. |
| Unit of analysis | Hazards and exposures across areas or processes. | Individual job steps and the conditions in which each step occurs. |
| Timing | Continuous and updated as conditions, information, or priorities change. | Prepared before work, used during the task, and revised when a step or condition changes. |
| Typical participants | Safety personnel, managers, supervisors, affected workers, maintenance, health professionals, and contractors as appropriate. | Workers who perform the job, the supervisor, and people with relevant technical or safety knowledge. |
| Risk prioritization | Considers severity, likelihood, number of exposed workers, and urgency of corrective action. | Considers the consequences and exposure associated with each job step so controls can be selected. |
| Control record | Tracks corrective actions for workplace hazards, owners, deadlines, and verification. | Documents safe steps, required controls, responsibilities, and conditions that require a pause or reanalysis. |
| Regulatory record | May have requirements specific to a hazard or industry. | Usually a planning and operating tool; a separate rule may require a particular assessment record for a specific hazard. |
| Relationship | Uses JHA/JSA results as detailed hazard information. | Feeds task-level findings into the broader assessment and corrective-action system. |
OSHA does not prescribe one universal risk-score formula for every workplace. A numerical matrix can support consistency, but it is not an OSHA-approved substitute for understanding the exposure and selecting effective controls.
How to conduct a JHA or JSA
1. Select and prioritize the job
Start with jobs that can cause fatality, serious injury, illness, or significant property damage. Give priority to tasks with a history of incidents or near misses, frequent exposure, complex interaction with machinery or energy, or severe consequences even when performed infrequently. Include new jobs, changed processes, contractor work, emergency response, and tasks that workers perform only occasionally.
Use incident records, near-miss reports, inspection findings, workers’ concerns, maintenance records, exposure information, and the broader workplace assessment to decide which job should be analyzed first. If an urgent hazard is present, apply an interim control immediately; do not wait for the finished form.
2. Assemble the right people
Include at least one experienced worker who actually performs the task and the person who supervises it. Add maintenance, engineering, industrial hygiene, medical, or emergency expertise when the hazards require it. Workers can identify shortcuts, awkward postures, line-of-fire locations, stored energy, simultaneous activities, and real production pressures that a desk review may miss.
Observe the job under representative conditions. If the task changes by shift, season, location, staffing level, or production rate, capture those variations rather than analyzing an idealized version.

3. Break the job into logical steps
Write enough detail for a worker to recognize the step, but do not turn the description into an unreadable transcript. A step normally describes one distinct action or phase, such as isolating energy, positioning a load, opening a guard, making an adjustment, or restoring equipment.
List steps in the order they occur. Include preparation, transportation, setup, normal operation, cleanup, shutdown, and restoration. Separate actions that have different hazards or controls. Combining an entire complicated operation into one line hides exposures and produces vague controls.
4. Identify what could go wrong at each step
For every step, ask:
- What is the worker exposed to: moving parts, energy, chemicals, noise, heat or cold, biological agents, falls, vehicles, ergonomic strain, or another source?
- What triggers the exposure, and who else could be affected?
- What is the credible outcome: struck-by injury, caught-in event, shock, burn, inhalation, musculoskeletal injury, illness, or environmental release?
- Which tools, materials, interfaces, weather conditions, lighting, housekeeping conditions, and nearby activities change the risk?
- What happens during a jam, alarm, loss of power, spill, communication failure, or other abnormal condition?
Describe the hazard and the exposure, not merely the injury label. “Hand injury” is less useful than “hands enter the nip point while an operator reaches around the guard to clear a jam.”

Consider severity, likelihood, duration or frequency of exposure, and the number of people who may be exposed. Record the basis for a high-priority ranking so another reviewer can understand it. If permanent engineering work will take time, establish an interim measure such as shutting down the operation, isolating an area, reducing access, adding supervision, or changing the sequence.
Do not let a low probability erase a catastrophic consequence, and do not let a familiar task be treated as safe merely because workers have performed it without a reported injury. Evaluate nonroutine and emergency scenarios explicitly.
6. Choose controls using the hierarchy of controls
Select controls in this order, using more than one level when necessary:
- Elimination: remove the hazardous step, material, or need for exposure.
- Substitution: replace it with a less hazardous material, process, or tool.
- Engineering controls: isolate people from the hazard with guards, interlocks, barriers, ventilation, enclosure, automation, or other physical design.
- Administrative controls and work practices: change scheduling, access, procedures, training, inspection, communication, or sequencing.
- Personal protective equipment: protect the worker from residual exposure with properly selected, fitted, maintained, and used PPE.
Administrative rules and PPE are often necessary, but they depend more heavily on consistent human behavior than elimination or engineering. Document who installs or maintains each control, how workers know it is available, and what evidence will show that it works.

7. Put the controls into the job procedure
Rewrite the task steps so the safe method is usable at the point of work. State required isolation or permit conditions, inspection checks, communication signals, access limits, tool requirements, PPE, stop-work triggers, and emergency actions. Assign an owner and completion date for controls that are not yet installed.

8. Verify, communicate, and review
Have affected workers and the supervisor review the finished analysis before the job begins. Train workers on the actual controls, not just the existence of a form. Observe the task and verify that controls are installed, available, and used as intended. Correct deficiencies and record the follow-up.
Reopen the JHA/JSA when a job step, tool, material, layout, staffing arrangement, production rate, or environmental condition changes. Review it after an incident or near miss, when a worker reports an unexpected exposure, before nonroutine work, and whenever a control proves ineffective. A signed document that remains unchanged while the work changes is not a living analysis.
Worked example: clearing a conveyor jam
The following illustrates the level of detail expected; it is not a substitute for the machine manufacturer’s instructions or applicable energy-control requirements.
Recommended Free Tools
| Job step | Potential exposure | Control decisions | Verification or stop trigger |
|---|---|---|---|
| Stop the conveyor and notify affected coworkers | Unexpected movement while another person is in the danger zone; poor communication. | Defined stop command, visible status indication, restricted access, and a rule that only the designated person directs the work. | Stop if anyone cannot confirm the equipment status or communication method. |
| Isolate hazardous energy | Stored electrical, pneumatic, hydraulic, or mechanical energy releases. | Use the site’s authorized energy-isolation procedure, lockout devices, release or restrain stored energy, and verify zero-energy state. | Do not proceed if verification fails or the isolation boundary is unclear. |
| Remove the jam with an approved tool | Hands enter a nip point; material shifts or ejects; awkward posture causes strain. | Use a tool that keeps hands outside the danger zone, maintain stable footing, and keep bystanders clear. | Stop for damaged tooling, unstable material, or a jam that cannot be removed without entering the zone. |
| Inspect and restore the conveyor | Guard missing, tool left inside, or a person remains in the zone during restart. | Replace guards, account for tools and people, notify affected workers, and follow the controlled restart sequence. | Do not restart if any guard, interlock, communication, or clearance check fails. |
The broader workplace assessment would also consider whether similar conveyors, contractors, maintenance staff, or emergency responders face the same hazard. The JHA provides the step-specific information needed to correct those wider exposures.
Integrating task analyses into a workplace risk program
Use a common hazard-and-action register
Transfer significant JHA/JSA findings into the workplace corrective-action system. Record the hazard, affected location or jobs, interim control, permanent control, responsible owner, due date, and verification result. This prevents a useful task analysis from remaining in a binder while the same hazard exists elsewhere.
Coordinate overlapping work
One job can change another job’s risk. For example, maintenance, production, cleaning, delivery, and contractor activities may share an area or energy source. Compare the relevant analyses before simultaneous work begins, define who controls the area, and resolve conflicting procedures.
Use inspections and learning events as feedback
Inspection findings, near misses, incident investigations, worker suggestions, and occupational-health information should trigger updates to both the affected JHA and the broader assessment. A recurring deviation may indicate that the procedure is impractical or that an engineering redesign is needed.
Plan for nonroutine and emergency work
Do not assume the normal JHA covers an unusual repair, spill response, severe-weather operation, power failure, rescue, or temporary bypass. Before starting, identify the changed conditions, establish controls, assign roles, and decide when work must stop. If conditions evolve, pause and reanalyze rather than silently improvising.

PPE hazard assessment: a separate OSHA requirement
For U.S. general industry, OSHA regulation 29 CFR 1910.132(d)(1) requires the employer to assess the workplace to determine whether hazards are present, or are likely to be present, that require personal protective equipment. Under paragraph (d)(2), the employer must provide written certification identifying the workplace evaluated, the person certifying that the evaluation was completed, and the date or dates of the assessment. OSHA’s March 28, 2024 interpretation reiterates those requirements.
This rule has a specific PPE-assessment context. It does not mean every JHA or JSA must use the same certification form, nor that a general task analysis alone satisfies every PPE obligation. The assessment must cover the relevant workplace and hazards, and PPE still has to be selected, fitted, maintained, and used appropriately. Sector-specific OSHA standards and state-plan requirements may add obligations.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What a useful JHA/JSA form should contain
A form is useful when it supports observation and decisions rather than becoming a checklist completed from memory. Include:
- Job title, location, equipment, department, and the people or roles covered.
- Date, revision number, participants, and the supervisor responsible for implementation.
- Ordered job steps with enough detail to distinguish different exposures.
- Hazards, triggers, exposed people, possible outcomes, and relevant conditions for each step.
- Existing controls, additional controls selected through the hierarchy, and interim measures.
- Required permits, isolation, inspections, tools, PPE, communication, and emergency actions.
- Owners and due dates for unfinished controls, plus a field for verification.
- Triggers for review, such as a change, incident, near miss, nonroutine condition, or ineffective control.
- Worker and supervisor acknowledgement that the procedure was discussed and understood.
OSHA’s Job Hazard Analysis Resource Guide provides worksheets and practical activities that can be adapted to the employer’s operations. Adaptation should preserve the analysis, control, and review decisions; copying a generic form without observing the task defeats its purpose.
Common failures and how to correct them
Confusing a form with an assessment
Failure: completing identical paperwork for every job without examining actual conditions.
Correction: observe the work, involve the people who perform it, and require evidence that controls were checked.
Listing consequences instead of hazards
Failure: writing “back injury” or “cut” without describing the exposure.
Correction: identify the source, trigger, affected person, and pathway to harm so a control can target the cause.

Relying on PPE first
Failure: issuing gloves or eyewear while leaving an accessible energy source or unguarded point of operation.
Correction: work down the hierarchy of controls and use PPE for residual exposure.
Ignoring abnormal work
Failure: analyzing normal production but not setup, cleaning, jam clearing, troubleshooting, contractor work, or emergencies.

When outside expertise is appropriate
Most routine task analyses can be led by trained supervisors and workers. Specialized occupational safety or industrial-hygiene knowledge may be necessary for complex health hazards, exposure monitoring, chemical processes, respiratory protection, ergonomics, or unfamiliar technology. Small businesses can ask OSHA about its On-site Consultation Program. That program is a government consultation resource; it is separate from enforcement, and employers should verify the applicable service and jurisdiction.
Practical decision rule
Use the broad workplace assessment to decide which hazards and operations need attention across the organization. Use a JHA/JSA to understand exactly how one job is performed and what controls each step requires. Feed the task findings back into the workplace system, verify controls in the field, and revisit both analyses whenever conditions change. That integrated cycle—not the choice between the labels JHA and JSA—is what makes the assessment useful.
