Use workload identity federation or a managed identity whenever the agent runtime and the target API support it. The agent obtains a signed identity assertion, exchanges it for a credential with a limited lifetime, and acts as a dedicated workload identity instead of carrying a reusable secret. If the API accepts only a static key, treat that key as a narrowly scoped exception: store it in a secrets manager, keep it out of prompts and logs, rotate it, and audit its use.
Federation reduces the risk and cleanup burden of leaked keys, but it does not make an agent trustworthy by itself. The identity provider, trust conditions, permissions, runtime, source assertion, and exchanged token are all security boundaries.
The practical decision rule
Choose the shortest-lived, provider-supported credential flow that gives the agent only the access it needs.
| Situation | Preferred approach | Reason |
|---|---|---|
| The workload and API support OIDC federation, a managed identity, or an equivalent short-lived flow | Use a dedicated workload identity and token exchange | No reusable target-service secret has to be provisioned in the workload, and actions can be attributed to that identity. |
| The API supports OAuth or another temporary-credential mechanism but not federation | Use that mechanism with a dedicated service identity | It still avoids placing a permanent bearer secret in the agent. |
| The API accepts only a static key | Use a separately scoped key from an approved secrets manager | This is an exception for compatibility, not a reason to expose the key broadly. |
“API key” is not a single security model. Some providers offer restrictions, expiration, or separate read and write keys; others provide a broad bearer credential. Check the target API’s exact behavior rather than assuming either the key or the federated credential is automatically least privilege.

What the two credential patterns mean
Workload identity federation
In a federated design, a workload first proves who it is to a trusted identity provider. A common proof is a signed OpenID Connect (OIDC) JSON Web Token (JWT). The target service checks configured claims such as the issuer (iss), audience (aud), subject (sub), repository, branch, environment, cluster, or service identity. If the assertion satisfies the trust policy, the target exchanges it for a credential it accepts, usually an access token or temporary access key.
The source assertion and the exchanged credential are separate objects with separate lifetimes. An OIDC token can expire while the exchanged credential remains valid, and a credential can remain usable after the originating job has ended unless the provider or an administrator disables it. Always inspect the actual lifetime returned by the target service; do not infer it from the source token’s expiry.
Managed identities, cloud workload identity, and direct OIDC federation are related but not interchangeable. A managed identity may be issued and exposed by a cloud platform to workloads running in that platform. Cross-provider federation normally requires explicit issuer, audience, claim mapping, and trust configuration. Use the integration documented by the identity and API providers.
Long-lived API keys
A long-lived API key is a reusable bearer secret. Whoever obtains it may be able to make calls within its permissions until the provider revokes, disables, or replaces it. The key may be copied from source code, a configuration file, a shell history entry, an environment dump, a build artifact, a prompt, or a log.

NIST cautions that API keys commonly provide broad, unscoped API access and do not independently establish granular agent identity. That is a warning about common implementations, not a claim that every provider’s key behaves identically. Verify whether the service supports scopes, resource restrictions, expiration, separate environments, and per-key audit records.
Federation versus keys: the security differences
| Decision axis | Workload identity federation | Long-lived API key |
|---|---|---|
| Secret handling | Configured correctly, the workload does not contain a reusable target-service secret. The OIDC assertion and exchanged credential still require protection. | A reusable secret must be provisioned, distributed, stored, and protected. Exposure in files, prompts, logs, artifacts, or environment data can enable unauthorized calls. |
| Duration and recovery | Assertions and target credentials can be short-lived. The actual target-credential lifetime must be configured and verified. | Often remains valid until explicit revocation, disablement, or rotation. Exact behavior depends on the API provider. |
| Identity and attribution | Requests can be attributed to a workload identity or service account, with an owner and lifecycle. | Usually proves possession of a credential. It may not identify the workload or person that used it. |
| Permission control | Requires both trust restrictions (which workloads may exchange credentials) and authorization restrictions (which resources and actions the resulting identity may use). | Scope depends on the provider’s key model. A key can be broad even when it has a descriptive name. |
| Operational fit | Needs a compatible issuer, target integration, claim mapping, trust policy, and permissions policy. | Often faster to prototype and may be the only supported option for an external API. Centralized storage and rotation are essential. |
| Typical failure modes | Overly broad issuer, audience, subject, or environment conditions; excessive role permissions; compromised authorized runtime; or an exposed active token. | Leaked or copied key; forgotten copies; weak rotation; broad scope; and delayed revocation. |
Why federation is not automatic least privilege
Federation replaces a stored reusable secret with a trust relationship and a token exchange. It does not remove trust. A permissive trust rule can let an unintended workload obtain credentials, and a tightly restricted trust rule can still yield an identity with excessive permissions.
Trust policy and permissions policy are different
- Trust policy: defines which issuer and workload claims may exchange an assertion. Restrict the exact issuer, audience, subject, repository, branch, environment, cluster, or runtime identity that the provider actually evaluates.
- Permissions policy: defines what the resulting identity may do. Grant only required operations and resources, and separate production from non-production identities.
- Administration boundary: keep federation configuration and permission administration outside the role that ordinary jobs can modify. A deployed workload must not be able to rewrite the trust rule that grants its own credentials.
Avoid broad wildcards such as “any repository in this organization” unless that is genuinely the intended boundary and the provider’s claim semantics make it safe. Test both positive and negative cases: an approved job should obtain the intended credential, while a different repository, branch, environment, or service should fail.
An authorized runtime can still be abused
Code executing inside an approved job can use that job’s identity. Federation does not defend against malicious dependencies, prompt-injected tools, compromised build steps, or an attacker who gains code execution in the trusted runtime. Isolate untrusted code from production-capable identities, limit network paths, and monitor identity use.

How to authenticate an AI agent without a long-lived key
- Inventory the runtime and target. Record where the agent runs, which identity provider issues assertions, which API it calls, and whether the target supports OIDC federation, a managed identity, OAuth, or another temporary flow. Confirm the provider’s current product availability and regional or edition limits.
- Create a dedicated workload identity. Give each agent or workload a unique identity where practical. Assign an owner, purpose, environment, and retirement process. Do not give the agent a developer’s personal credentials.
- Configure exact trust conditions. Set the expected
iss, aud, andsubvalues, or the provider’s equivalent workload attributes. Allow only intended repositories, branches, deployment environments, clusters, or runtime identities. Confirm which claims the provider actually enforces rather than relying on a claim that is merely present in the JWT. - Set narrow authorization. Attach only the API operations and resources the agent needs. Use separate identities and policies for development, staging, and production. Avoid granting administrative actions, policy changes, or secret-management rights to the runtime that consumes the credential.
- Request the shortest useful credential lifetime. A lifetime that is too short can interrupt legitimate work; one that is unnecessarily long increases the window for misuse. Record the target credential’s actual expiry and renewal behavior.
- Protect both token types. Never print OIDC assertions or exchanged credentials. Keep them out of prompts, model context, shell history, caches, build artifacts, telemetry, crash reports, and unrelated jobs. Pass them only to the process that needs them.
- Exercise failure paths. Test an incorrect issuer, audience, subject, branch, environment, and expired assertion. Verify that each is rejected and that the agent receives no fallback credential with broader access.
- Monitor and attribute use. Enable audit records for the workload identity, token exchange, target API calls, denials, and unusual locations or rates. Make the identity name meaningful enough to identify the owning service and environment.
- Prepare revocation. Document how to disable the workload identity, remove its role or policy, invalidate active credentials where supported, and quarantine the runtime. Do not assume that deleting the source OIDC token immediately invalidates an already issued target credential.
When a static API key is unavoidable
First verify that the target genuinely lacks workload identity, managed identity, OAuth, or another short-lived option. This is a per-service capability question, not a universal property of AI APIs. If a permanent-key exception is necessary, apply all of the following controls.
Store it centrally
Put the key in an approved secrets-management service. Azure’s guidance for static credentials in an MCP deployment points to Key Vault; AWS guidance recommends a secrets-management service when long-term credentials are required. Inject the secret only into the process that calls the API, and avoid writing it to a checked-in configuration file or image layer.
Constrain its scope
- Use the narrowest API permissions and resource restrictions available.
- Create separate keys for each agent, environment, and high-value integration.
- Prefer read-only access when the agent does not need writes.
- Do not reuse a production key in development, tests, demonstrations, or general-purpose agent context.
Rotate and audit
Set a documented rotation schedule, identify who can perform an emergency replacement, and record the revocation procedure. Monitor calls by key, source workload, operation, and time. Remove obsolete copies after rotation and search old repositories, artifacts, logs, and configuration stores for the retired value.

An agent prompt is not a secret store. Do not place the key in system prompts, user-controlled text, tool descriptions, retrieved documents, or conversation transcripts. Assume the process environment, shell history, debugging output, and logs may eventually be exposed. The agent should receive the minimum secret material needed to complete the specific API call.

Provider examples and their limits
AWS
AWS Well-Architected guidance recommends temporary security credentials instead of long-term credentials for AWS API and CLI requests and states that nearly all tasks can be completed with temporary credentials. Long-term keys may still be required where temporary credentials are unsupported; AWS advises restricting, auditing, and rotating those credentials or storing them in Secrets Manager. This guidance is specific to AWS and should not be generalized to every third-party API.
Google Cloud
Google Cloud documents agent-owned OIDC tokens for access to external services, including other clouds and custom APIs. The receiving service must validate the JWT using OIDC discovery and JWKS information, check the accepted audience, and configure the agent’s trust domain and issuer. The target’s validation rules are part of the security design; obtaining a signed token alone is not sufficient.
Microsoft Azure
Azure guidance for MCP deployments prefers managed or workload identities over long-lived secrets or shared credentials. It also emphasizes least-privilege role-based access control and authorization per caller so that an MCP server does not become a confused deputy. A managed identity supplied by Azure and a cross-provider OIDC exchange may look similar to an application, but their configuration and supported targets differ.

Anthropic documents workload OIDC federation in which JWTs from AWS IAM, Google Cloud, GitHub Actions, Kubernetes, SPIFFE, Microsoft Entra ID, Okta, or another standards-compliant issuer are checked against configured trust rules. A successful exchange produces a short-lived Anthropic token bound to a service account, and the design records which workload acted as that account. The documentation also warns that federation is only as strong as the upstream identity provider. Confirm current availability, supported issuers, and setup requirements in the provider’s documentation before adopting it.

What happens if an agent’s OIDC token is stolen?
NIST’s Cybersecurity Insights article states: Any person, system, or service that gains access to the token can present it.
A stolen source assertion may let an attacker attempt the same exchange as the workload until the assertion expires or the provider rejects it. A stolen exchanged credential can be used directly until its own expiry or a disabling action takes effect.
- Disable or quarantine the affected workload and stop further jobs from using its identity.
- Revoke, disable, or remove the federated identity and resulting permissions where the provider supports immediate action.
- Invalidate active target credentials and rotate any static keys that may have been exposed alongside the token.
- Review identity-provider, token-exchange, and API audit records for calls made during the credential’s valid period.
- Find the exposure source: logs, artifacts, prompts, caches, debugging output, a compromised dependency, or a shared runner.
- Rebuild or redeploy from a trusted source, then restore access with corrected trust and permissions policies.
Credential expiry limits the attacker’s window; it does not eliminate the need for detection, containment, and cleanup.
Migration checklist from API keys to federation
- List every agent, API, key owner, environment, permission, storage location, and rotation date.
- For each target, verify whether federation, managed identity, OAuth, or another temporary flow is supported.
- Create a separate workload identity with an owner and retirement date.
- Write trust conditions for issuer, audience, subject, and workload attributes; remove broad wildcards.
- Attach a least-privilege permissions policy and separate production from non-production.
- Implement token redaction and prevent assertions and credentials from entering prompts, logs, artifacts, caches, or unrelated jobs.
- Test rejected issuers, audiences, subjects, branches, environments, expired assertions, and unauthorized API operations.
- Enable audit monitoring and document emergency disablement.
- Run the federated path in a controlled migration window.
- After confirming successful use, revoke replaced static keys and delete their copies. Otherwise, an old key can bypass the new federation trust restrictions.
The bottom line for AI-agent authentication
Federation is usually the safer default because it can replace a reusable secret with a workload identity and a credential whose lifetime and permissions are explicit. Its benefits depend on precise trust conditions, least-privilege authorization, protected runtimes, token hygiene, and monitoring. A static key is acceptable only as a narrowly scoped compatibility exception managed through a secrets service, rotation, auditing, and a clear revocation plan.
