WordPress Multisite separates network accounts from site membership. The Network Admin can create or find an account, but that account cannot enter a site until it is added to that site and given a role. A Super Admin controls the network; a site Administrator controls only the sites and capabilities assigned within that site.
This guide shows how to add users, assign and change roles, remove access without destroying content, and manage Super Admins with WP-CLI.
How Multisite user permissions are organized
A Multisite installation has two overlapping scopes:
- Network scope: accounts, sites, plugins, themes, and network settings.
- Site scope: membership and publishing or administration tasks on one individual site.
The Network Admin Users screen lists every account in the network. Creating an account there does not automatically add it to any site. Membership and the role assigned to that member are configured from each site’s own Users screen.

Super Admin
Super Admin is a network-wide privilege, not simply a higher version of the Administrator role. A Super Admin can use network capabilities such as manage_network_users, manage_sites, manage_network_plugins, manage_network_themes, and manage_network_options. These capabilities cover operations that a site Administrator cannot perform.
Site-level roles
Multisite includes Administrator, Editor, Author, Contributor, and Subscriber roles for site-level work. Each role is a bundle of capabilities; the names are not a universal seniority ladder. Assign the smallest bundle that lets a person complete the required work.

Because capabilities, rather than role labels, determine what someone can do, review the actual role assigned on each site when investigating an access problem.

Add a user to a Multisite network and site
Use this two-stage process when the person does not yet have an account, or when an existing network account needs access to another site.
- Create or locate the network account. In Network Admin, open Users > Add User. Create a new account, or locate the existing account in the network user list (Users > All Users).
- Open the destination site’s Users screen. Switch to the site that the person must use and open that site’s Users area.
- Add the network account to the site. Select the existing account rather than creating a second account with a similar login or email address.
- Choose a role. Assign Subscriber, Contributor, Author, Editor, or Administrator according to the tasks required. Do not grant Super Admin merely because someone needs broad access on one site.
- Confirm the result. Check the site’s user list and verify that the expected role appears for the correct account.
When a site Administrator can add users
Some networks allow a site Administrator to use Users > Add New without visiting Network Admin. A network setting can disable this route. If the Add New screen is missing or a valid account cannot be invited, have a Super Admin review the network’s user-registration and user-management settings before changing roles or recreating the account.
Why a new account may appear to have no access
A successful entry in Network Admin confirms only that the account exists in the network. It does not prove that the account belongs to the requested site. Check site membership and the site-specific role as separate conditions.

Give an existing user access to another site
Multisite users can belong to multiple sites. To extend access, keep the existing network account and add that account from the second site’s Users screen. Assign a role independently on each site. A person might be an Editor on one site, an Author on another, and have no membership on a third.
This per-site model prevents an account’s most powerful assignment from silently spreading across the network. It also means that changing a role on one site does not automatically change the person’s role elsewhere.
Change roles safely
Open the relevant site’s Users screen, select one or more accounts, choose a new role from the bulk-action controls, and apply the change. Bulk changes are useful for onboarding a department or reducing access after a project ends, but verify the selected users before applying them.

Use capabilities as the decision rule
- Start with the task the person must perform, not the job title they hold.
- Use the least-privileged built-in role that covers that task.
- Keep network-wide administration with Super Admins only.
- When a user reports missing controls, check the site membership and role before changing network permissions.
Role changes affect what the account can do on that site; they do not convert a site Administrator into a Super Admin.
Remove access without losing posts
Deleting a user is a content-ownership decision as well as an access decision. When a user is deleted, WordPress presents a confirmation step that lets the administrator either delete that user’s posts and links or attribute them to another user. Choose the ownership outcome deliberately.
Preserve the content
- Open the appropriate Users screen and start the delete action for the account.
- At the confirmation prompt, choose the option to attribute the user’s posts and links to another existing user.
- Select the replacement owner and confirm the deletion.
- Review representative posts and links under the new owner before considering the transfer complete.
Attributing content preserves the material while removing the old account. Record the replacement owner if your organization needs an audit trail.

Remove access while retaining the network account
If the person should lose access to one site but may still need another, change the site’s membership rather than deleting the network account. This avoids unnecessarily affecting that person’s other site memberships. If the account must be removed from the network entirely, use the deletion confirmation and make the content-ownership choice there.
The currently logged-in user cannot be deleted from that screen. Sign in as a different authorized administrator before attempting that operation.
Manage Super Admins with WP-CLI
WP-CLI provides a repeatable, auditable way to review and change network Super Admin status. Run these commands from the WordPress installation directory with an account that has permission to administer the installation.

Grant access from the command line
- Run
wp super-admin listand confirm the account is not already listed. - Run
wp super-admin add 42, replacing42with the user’s ID, login, or email. - Run
wp super-admin listagain to verify that the account now appears.
Revoke access
- List Super Admins and verify the exact account that should lose network privileges.
- Run
wp super-admin remove editor@example.com, replacing the example with the account’s ID, login, or email. - List Super Admins again and retain the command output in your change record.
These commands change network-level authority; they do not assign a site role. After revoking Super Admin, add the user to any required sites and assign site-level roles separately.
Network settings that affect onboarding
When the user interface does not match your expected workflow, inspect Network Admin settings before treating the behavior as a permissions defect. The network can control whether site Administrators are allowed to add users through Users > Add New. It also contains email-notification controls for new-user and new-site registrations.
- Add New unavailable: ask a Super Admin to check whether site-level user creation is disabled.
- Invitation or registration email not received: review the network’s notification settings and the recipient address.
- User exists but cannot enter a site: verify membership on that site’s Users screen and then verify the assigned role.
- User can edit a site but cannot manage network settings: this is expected for a site Administrator; those operations require Super Admin capability.

A practical access-review checklist
- Identify whether the request concerns the whole network or one site.
- Confirm that the account exists in Network Admin.
- Confirm membership on every site the person should access.
- Assign the least-privileged suitable site role.
- Reserve Super Admin for genuine network operations.
- For departures, remove site access or delete the network account according to the required scope.
- If deleting, attribute posts and links before confirming when the content must remain available.
- After command-line changes, rerun the relevant list command and save the result.
WordPress Developer Resources documents the Network Admin Users screen as listing every network account and explicitly notes that creating a network account does not grant access to any site. The Users screen documentation was updated October 23, 2024; the Users Add New documentation was updated June 9, 2024. Interface labels can vary slightly with WordPress version and network configuration, but the network-versus-site permission boundary remains the key rule.
