In a WordPress Multisite network, having an account on one site does not make you the network owner. Your assigned role determines what you can do on that site; shared plugins, themes, and network settings are controlled at a broader level. Think of yourself as a tenant: the analogy is about scope, not a WordPress permission label.
The six areas below—content, media, users, plugins, themes, and settings—are a practical guide, not an official WordPress list. Which menus appear, and which actions work, depends on your capabilities and the network’s configuration.
First, know which WordPress you’re using
Multisite is one WordPress installation serving multiple sites. Sites share the WordPress core and can share plugins and themes, while keeping separate database tables and media directories. A change to a shared resource can therefore affect other sites, even though ordinary site content is kept in that site’s own scope. WordPress explains the network structure.
Your network account is not automatic membership in every site. The Network Admin documentation puts it plainly: “Creating a network account does not give that user access to any site: site membership and roles are set per site, from each site’s own Users screen.” Site membership and roles are managed per site.

WordPress roles are bundles of capabilities, not a universal seniority ladder. An Administrator on a single-site installation has a broader scope than an Administrator on an individual site in Multisite. The latter can manage that site within the permissions granted, but is not automatically a Super Admin or network owner. WordPress describes roles and capabilities.
Door 1: Content
Your role determines what you can create, edit, publish, and manage. For example, Editors, Authors, and Contributors have different publishing and editing capabilities. Use the actions available to your account as the boundary: do not assume that access to the dashboard means authority over every post, page, or site. Door 2: Media
Uploading and managing media depends on your capabilities. A successful upload also depends on network-level settings, including which file types are allowed and any configured limits. If a file is rejected, it may be a permission or network-policy issue rather than a problem with your account alone. Network settings include upload controls.
Door 3: Users
Site membership and network accounts are separate. A site Administrator in Multisite cannot edit the profiles of users on that site under the documented default boundaries; adding or promoting users also depends on the permissions and configuration in place. WordPress states: “Site admins cannot install new themes or plugins and cannot edit the profiles of users on their site.” The Multisite administration guide outlines site-admin limits.

If you cannot find a user-management action, do not try to work around the missing capability. Ask the site or network administrator to make the change or clarify who is responsible for it.
Door 4: Plugins
“Why can’t I install a plugin in my WordPress dashboard?” In Multisite, plugin installation is a network-level task by default, so an individual site Administrator usually cannot install one. Depending on the network’s settings, the Plugins menu may be exposed to site admins so they can activate or deactivate plugins that have not been network-activated. That does not grant the ability to install plugins or control those activated across the network. Plugin permissions in Multisite and network settings describe these boundaries.

A network-activated plugin is active throughout the network, and site admins cannot deactivate it. Activation scope does not, by itself, establish where the plugin stores its data; that depends on how the plugin is written. Multisite compatibility also varies by plugin, so check the specific plugin’s documentation with the network administrator before relying on it.
Door 5: Themes
Themes are installed for the network. A theme must be enabled for a site before it can be selected there, and making a theme available across the network does not automatically activate it on every site. A site Administrator cannot install a new theme. WordPress documents theme access and management in Multisite.

There is an important difference between changing a site’s appearance and editing shared theme code. Site Editor style settings are stored per site, but editing the code of a theme used by multiple sites can change the experience of every site using it. Get network-level approval before modifying shared code.
Door 6: Settings
Each site has its own settings, while network settings govern the installation as a whole. The Network Admin area is where network-wide options live; a site’s settings screen does not give its Administrator authority over the network. The Network Admin guide and the Network Admin Settings screen reference distinguish these scopes.
Before changing a setting, check whether it applies only to your site or could alter behavior for other sites. If its scope is unclear, ask rather than experimenting on a shared configuration.

This is a scope comparison, not a promise that every installation exposes identical menus. Network configuration and assigned capabilities can change what a user sees and can do.

How to be a good neighbor
- Use only the access granted to your account; a visible menu is not permission to make every change that seems possible.
- Before requesting a plugin or theme, explain what you need it for and ask the network administrator to confirm compatibility and the intended activation scope.
- Ask before editing shared theme code or changing a setting that may apply to more than your site.
- Coordinate with the site or network owner before destructive or difficult-to-reverse changes. Do not assume a backup or approval process exists unless the owner confirms it.
- If an expected menu or action is missing, describe the task you need to complete and ask who has the required capability instead of trying to bypass the boundary.
