For a new Windows-only desktop application, start with WinUI 3 unless a specific control, deployment requirement, device target, or team constraint points elsewhere. Microsoft calls WinUI 3 its recommended native UI framework for new Windows desktop apps. WPF remains a supported, highly capable choice—especially when you already have WPF code or controls. UWP still runs and is supported, but Microsoft says it is not under active development, so it is generally a maintenance or migration decision rather than the default for a new project.

The short answer

Choose among these frameworks by project context, not by a simple “new versus old” ranking:

Situation Best starting point Why
New Windows-only desktop app WinUI 3 Microsoft’s current native UI recommendation, with Windows App SDK APIs and a modern XAML/Fluent-oriented UI model.
Existing WPF application that needs Windows platform features Keep WPF and add Windows App SDK capabilities You can modernize incrementally without rewriting the existing UI.
Existing WPF application that needs a complete visual and UI-framework change Evaluate a staged move to WinUI 3 The UI migration affects namespaces, controls, lifecycle, dependencies, and testing; it should follow a feature and control audit.
Existing UWP application Keep it or plan a measured migration UWP remains supported, but Microsoft no longer describes it as under active development. Migration support varies by control, API, device target, and Windows App SDK release.
One UI for Windows, macOS, iOS, and Android Evaluate .NET MAUI instead WinUI 3, UWP, and WPF are Windows UI frameworks, not a shared cross-platform UI solution.

The recommendation changes if your application depends on a WPF-only control, targets an unsupported UWP device, requires a particular kiosk or packaging model, or cannot absorb migration and regression-testing work.

WinUI 3 supports Windows 10 version 1809 (build 17763) and later, including Windows 11, according to Microsoft’s WinUI 3 overview. That minimum is a product requirement to carry into your installer, support policy, and test matrix; it is not a claim that every Windows App SDK feature has identical behavior on every supported release.

The broader Windows App SDK adds APIs for areas such as windowing, notifications, application lifecycle, deployment, resources, and other Windows capabilities. It is released independently of Windows, so your application can consume SDK functionality without waiting for a new operating-system release. The SDK can also be integrated into existing WPF, Windows Forms, and Win32 applications.

Windows App SDK releases are separated into Stable, Preview, and Experimental channels. Stable is intended for production use. Experimental APIs can change or be removed, so they belong in a deliberate evaluation branch rather than in a dependency you quietly treat as permanent.

WPF: a mature Windows-only .NET UI framework

Windows Presentation Foundation (WPF) provides a broad desktop UI model: XAML, controls, data binding, layout, 2D and 3D graphics, animation, styles, templates, documents, media, text, and typography. Microsoft maintains an open-source .NET implementation, and WPF also has an implementation for the .NET Framework.

That breadth matters when an application has years of XAML, custom controls, design-system code, automation, or third-party dependencies invested in WPF. A framework can be older in origin and still be the lower-risk engineering choice when the required UI already exists and works.

UWP: supported, but no longer the active development target

UWP was designed around a common Windows API surface and adaptive experiences across Windows device categories. Its historical feature set includes capability declarations, Store distribution, live tiles, notifications, and background execution.

Microsoft’s UWP overview says: “Although still supported, UWP is not under active development.” The same guidance tells developers starting new Windows apps to consider the Windows App SDK and WinUI. Existing UWP applications continue to function, so “not under active development” does not mean an immediate shutdown or a mandatory rewrite.

How the frameworks differ in the decisions that affect a real project

Development direction and release model

Framework Current direction What that means for a new project
WinUI 3 Microsoft’s recommended native UI framework for new Windows desktop applications Aligns with the current Windows App SDK investment, provided your controls, deployment, and target OS fit.
WPF Supported Windows-only .NET UI framework with .NET and .NET Framework implementations Still a sound choice where mature controls, existing code, or team expertise outweigh the value of changing UI frameworks.
UWP Supported, but not under active development Usually a maintain-and-audit choice for existing software, not the default foundation for a greenfield desktop app.

Operating-system and device scope

WinUI 3’s documented floor is Windows 10 version 1809 (build 17763) and later, including Windows 11. WPF and UWP decisions also remain Windows decisions; none of the three gives you a shared macOS, iOS, or Android UI. If those platforms are first-class targets, Microsoft’s current framework guidance points to .NET MAUI rather than treating one of these Windows frameworks as a portability layer. See Microsoft’s framework guidance.

UWP’s adaptive-device history can be important to an existing app, but you must check the current Windows App SDK support table before assuming a WinUI 3 migration preserves Xbox, HoloLens, kiosk, background, or control behavior.

UI model and design system

WinUI 3 is the natural fit when the product needs current Windows controls and a Fluent-oriented visual language and the team is prepared to use the WinUI toolchain. WPF offers a flexible, highly established desktop UI model with extensive binding, templating, styling, graphics, and document capabilities. It can deliver a polished Windows application, but adopting WinUI 3 is the more direct route when the product’s design requirements specifically depend on WinUI controls and Windows App SDK integration.

Language and runtime requirements

WinUI 3 supports C# and C++. For C# WinUI 3 projects, Microsoft’s migration guidance says modern .NET is required; .NET Framework cannot be targeted. That requirement can affect libraries, build agents, installers, native dependencies, and test infrastructure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

WPF can run on modern .NET or on the .NET Framework implementation. If a legacy WPF application has .NET Framework-only dependencies, moving the runtime and moving the UI are separate decisions. Do not assume that a WinUI visual refresh requires replacing every business or data layer at the same time.

When WinUI 3 is the right choice

Use it for a greenfield Windows desktop UI

WinUI 3 is the default to evaluate first when you are creating a new Windows-only desktop application, have no large existing UI investment, and want the current Microsoft-supported native UI direction. It is especially appropriate when the project can target the documented Windows 10 version 1809-or-later floor and use modern .NET for C#.

Use it when Windows App SDK capabilities are central

If windowing, lifecycle, notifications, deployment, resource management, or related Windows platform APIs are core requirements, starting in the Windows App SDK avoids designing a separate integration layer around an older application model. Confirm the exact API and release channel you will ship; an Experimental API is not equivalent to a stable production contract.

Check the costs before committing

  • Inventory every required control, including third-party grids, charts, editors, docking, reporting, accessibility, and automation components.
  • Confirm that your build, packaging, signing, update, and test processes support the Windows App SDK version you intend to ship.
  • Validate the minimum Windows version against customer devices rather than assuming Windows 11 availability.
  • Plan for modern .NET if the application is written in C#.

WinUI 3 is a recommendation, not a guarantee that every UWP or WPF feature has a drop-in equivalent.

When WPF is the better engineering decision

Retain an existing WPF UI when continuity has value

Keeping WPF is usually rational when the application already has substantial XAML, custom templates, domain-specific controls, UI automation, or a team that can maintain it efficiently. The migration cost is not limited to changing XML namespaces: visual behavior, input, accessibility, localization, test automation, packaging, and deployment can all change.

Add Windows features without replacing the UI

Microsoft supports integrating Windows App SDK capabilities into existing WPF, Windows Forms, and Win32 applications. If the need is a new notification API, windowing capability, lifecycle feature, or MSIX-related behavior—not a different visual framework—you can retain the WPF UI and modernize the platform layer.

Choose WPF for a new app when its ecosystem is decisive

A new project can still choose WPF if its required controls, reporting stack, rendering behavior, accessibility tooling, or internal expertise are materially stronger there. The decision should be recorded as a deliberate trade-off: WPF provides continuity and maturity, while WinUI 3 aligns more directly with Microsoft’s current native Windows UI direction.

What UWP’s status means for new and existing applications

For a new application

There is little reason to choose UWP solely because it once provided a common Windows API model or Store-oriented capabilities. Microsoft’s current guidance directs new Windows app development toward WinUI and the Windows App SDK. Start with UWP only if a specific, verified requirement in your organization still depends on that application model and you have accepted its development status.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an existing UWP application

You do not have to migrate immediately. First document the application’s target devices, APIs, controls, packaging, background work, notification behavior, kiosk requirements, and performance budgets. Then compare each item with the support table for the exact Windows App SDK release you would adopt.

Microsoft’s Windows App SDK 2.0 feature support matrix identifies version-specific gaps and differences. It lists no stable WinUI 3 equivalents for some controls, no support for single-app kiosk in version 2.0, and unsupported Xbox and HoloLens scenarios. The same page reports larger or slower launch characteristics, RAM usage, and installation size for WinUI apps compared with UWP as of Windows App SDK 2.0. Treat those findings as release-specific engineering inputs, not permanent properties of every future WinUI version.

Use a feature audit, not a namespace replacement

  1. List every UWP control and API the product uses, including indirectly through libraries.
  2. Mark each item as available, available with behavior changes, requiring a replacement, or unsupported in the target Windows App SDK version.
  3. Identify device-specific behavior for Xbox, HoloLens, kiosk, background execution, notifications, and Store or MSIX deployment.
  4. Prototype the highest-risk screens and lifecycle paths before estimating the full migration.
  5. Recheck the support matrix immediately before release because Windows App SDK capabilities change by version.

WPF-to-WinUI migration: three paths, not one rewrite

Microsoft’s migration decision guide separates three strategies. They can be sequenced rather than treated as mutually exclusive.

1. Upgrade in place to modern .NET

Move the WPF application runtime to a current .NET target while keeping WPF as the UI framework. This can improve runtime support and simplify later Windows App SDK integration, but .NET Framework-only dependencies must be assessed first. The retrieved guide identifies .NET 10 LTS as the current LTS target; verify the current LTS designation and support dates when you schedule the work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Modernize in place

Keep the WPF UI and add Windows App SDK, WinRT, or MSIX capabilities where they solve a concrete requirement. This is often the smallest change set for an established product and lets the team validate packaging and platform integration independently of a visual rewrite.

3. Move the UI to WinUI 3

Use this path when the product genuinely needs a different UI framework, WinUI controls, or a new visual foundation. Microsoft lists UI framework, namespaces, controls, and application lifecycle model among the areas that change. Treat the move as a product migration with staged screens, side-by-side validation, accessibility checks, automation updates, and rollback points—not as a mechanical XAML conversion.

Controls and vendors are a gating question

Microsoft’s migration guidance specifically advises checking third-party control availability and names Telerik, DevExpress, Syncfusion, and Infragistics as vendors that publish compatibility information. Verify the exact control, version, licensing terms, accessibility behavior, and supported .NET target before choosing a migration date. A single irreplaceable control can make “modernize in place” safer than “move the UI.”

A practical decision process for a new project

  1. Define the platform boundary. If Windows is not the only required desktop or mobile platform, broaden the evaluation to a cross-platform framework rather than forcing this three-way comparison.
  2. Classify the codebase. Mark the project as greenfield, existing WPF, existing UWP, or another Win32/UI stack. Existing investment changes the cost curve.
  3. Write the non-negotiable feature list. Include controls, rendering, accessibility, notifications, background work, windowing, kiosk, device targets, packaging, offline behavior, and update requirements.
  4. Check framework and runtime floors. Confirm Windows 10 version 1809 or later for WinUI 3, modern .NET for C# WinUI 3, and the runtime requirements of every dependency.
  5. Prototype the riskiest feature. Build a small vertical slice containing the most specialized control, a real deployment path, and the hardest lifecycle or device scenario.
  6. Estimate migration and testing separately. UI conversion, automation, accessibility, localization, packaging, performance verification, and support documentation are distinct work streams.
  7. Choose the least disruptive path that meets the product goal. For greenfield Windows desktop work this is usually WinUI 3; for mature WPF products it may be WPF plus Windows App SDK; for UWP it may be continued support followed by a feature-audited migration.

Common mistakes to avoid

  • Calling UWP “dead.” Microsoft says it is still supported; the precise issue is that it is not under active development.
  • Assuming WinUI 3 is a drop-in UWP replacement. Controls, kiosk, Xbox, HoloLens, lifecycle, startup, memory, and installation characteristics require version-specific verification.
  • Rewriting WPF just to access Windows App SDK APIs. Existing WPF applications can integrate the SDK while retaining their UI.
  • Comparing only visual appearance. Runtime, packaging, device scope, test automation, dependencies, and team skills often dominate the project outcome.
  • Targeting an Experimental SDK API in production without a contingency. Experimental APIs can change or be removed.
  • Ignoring the Windows version floor. A feature that works on a developer’s Windows 11 machine may still fail the support policy for Windows 10 version 1809-or-later customers if the application uses a newer requirement.
  • Using historical UWP strengths as a greenfield justification. Adaptive experiences and Store-oriented APIs may matter to an existing product, but they do not override Microsoft’s current recommendation for new Windows apps.

Final recommendation by project type

Project profile Recommended direction Decision test
Greenfield Windows desktop product WinUI 3 Can the team meet the Windows version, modern .NET, control, deployment, and testing requirements?
Large, stable WPF product Retain WPF; add Windows App SDK selectively Is the business need a platform capability rather than a replacement UI?
WPF product seeking a new visual foundation Staged WinUI 3 migration Do required controls and dependencies have verified WinUI support, and can the team fund regression testing?
UWP product with no urgent gap Continue support while monitoring the matrix Would migration deliver measurable product value now?
UWP product targeting unsupported or high-risk scenarios Plan a feature-audited migration or alternative architecture Are kiosk, Xbox, HoloLens, controls, startup, memory, or installation constraints blockers in the chosen Windows App SDK release?

For a genuinely new Windows-only desktop app, WinUI 3 is the sensible default because it follows Microsoft’s current native UI direction. WPF remains the pragmatic answer when an existing product, ecosystem, or team makes continuity more valuable than a UI rewrite. UWP remains a supported existing-app technology, but its lack of active development means new projects should normally look to WinUI 3 and the Windows App SDK instead.
