They are different layers, not three competing products. Windows Terminal is the graphical host that displays command-line sessions. PowerShell is a shell for Windows commands and automation. WSL (Windows Subsystem for Linux) supplies a GNU/Linux environment and Linux command-line tools inside Windows. Most developers do not need to choose only one: a practical setup is PowerShell and one or more WSL distributions running in separate tabs or panes inside Windows Terminal.
Use PowerShell for Windows-native administration and scripts, WSL for work that expects Linux tools or behavior, and Windows Terminal when you need a comfortable way to organize both. The sections below explain how the layers fit together, how to select a default, and how to combine them without confusing a terminal host with a shell.
The short answer: choose by layer and by workload
The apparent comparison is misleading because the three tools answer different questions:
| Tool | What it is | Best fit | What it does not replace |
|---|---|---|---|
| Windows Terminal | A graphical host for command-line applications and shells | Tabs, panes, profiles, appearance, and keeping several sessions together | A shell such as PowerShell or a WSL distribution |
| PowerShell | A shell and scripting environment for Windows | Windows commands, automation, administration, and managing Windows/WSL settings | A Linux userland or a terminal window |
| WSL | A GNU/Linux environment integrated with Windows | Linux command-line tools, Linux-oriented development workflows, and projects that expect Linux behavior | The graphical host that displays the session |
Windows Terminal can host PowerShell, Command Prompt, WSL distributions, and other command-line applications side by side. That means the usual decision is not “Terminal or PowerShell or WSL.” It is “Which shell or environment should run in this Terminal tab, and when should I switch?”

There is no evidence-based universal performance winner among the three. They operate at different layers, and the official material reviewed does not provide a benchmark comparing them. Compare workflow fit instead: Windows-native versus Linux tools, session organization, and the need to move between Windows and Linux commands.
What Windows Terminal actually does
Windows Terminal is the interface around a command-line session. Microsoft’s Windows Terminal FAQ describes it as a host that lets you run multiple command-line applications or shells side by side in a customizable environment using tabs or window panes. The host accepts input, displays output, and gives you a consistent place to arrange different profiles; the shell or application inside the profile performs the actual work.
Tabs and panes for separate contexts
A tab can hold PowerShell while another runs a WSL distribution. Panes let you see two sessions at once, which is useful when a Windows administration command and a Linux build or server process need to remain visible. The separation is organizational: each tab or pane still has its own working directory, environment variables, processes, and shell rules.
The Tool Desk

After a WSL distribution is installed, Windows Terminal can automatically create a profile for it. You can then select that distribution from the profile menu instead of manually launching it from another shell. Profile settings also provide a single place to customize appearance and startup behavior for the sessions you use most.
When Terminal is the right choice
- You routinely switch between PowerShell and one or more Linux distributions.
- You want tabs or panes rather than separate application windows.
- You care about profile-level appearance and organization.
- You want one launcher for PowerShell, WSL, Command Prompt, and other command-line applications.
Terminal does not add Windows commands to PowerShell or Linux tools to WSL. It simply makes those sessions easier to launch and manage.
What PowerShell contributes
PowerShell is the shell layer. It interprets commands, runs scripts, and provides the Windows-oriented environment in which you administer the operating system and related services. It can run inside Windows Terminal or inside another terminal host, so Windows Terminal is not a prerequisite for PowerShell.
Choose PowerShell for Windows-first work
PowerShell is the natural starting point when your task is centered on Windows commands, PowerShell scripts, or Windows administration. It is also the documented control surface for managing WSL distributions and settings from Windows. A developer who primarily edits Windows projects, automates Windows tasks, or needs to configure WSL can make PowerShell the default profile and open WSL only when a Linux context is required.

PowerShell can launch WSL commands
Windows and Linux interoperate through documented command-line entry points. From PowerShell, the wsl.exe command can launch Linux commands in WSL. This is useful for a short Linux operation without permanently changing the current session to a Linux shell. The exact command and arguments depend on the Linux tool and distribution you intend to run; treat the result as a Linux process rather than as a PowerShell cmdlet.
PowerShell syntax matters when launching Terminal
Microsoft documents command-line arguments for launching Windows Terminal, including arrangements involving tabs and panes. In PowerShell, a semicolon is a statement delimiter. If a wt command includes semicolons as part of its argument sequence, PowerShell may interpret them as separate statements unless you escape or quote them appropriately. A command that works when entered in another shell can therefore need different quoting in PowerShell.
What WSL adds to Windows
WSL provides a GNU/Linux environment directly on Windows, including Linux command-line tools and applications. It is the relevant choice when a project, dependency, script, or team workflow assumes Linux utilities or Linux command behavior. You can enter the WSL environment from a Terminal profile, or invoke Linux commands from a Windows shell using the documented wsl.exe entry point.
Choose WSL for Linux-oriented development
- The project documentation assumes a Linux shell or Linux command-line utilities.
- Your build, test, or deployment scripts are written for a GNU/Linux environment.
- You want to use Linux tools while keeping Windows as the host operating system.
- You need to test Linux command behavior without moving to a separate machine.
WSL is an environment, not a window manager. You still need a shell inside that environment and a host such as Windows Terminal to display it conveniently. A WSL distribution opened in Terminal is therefore a combination of WSL, its Linux shell, and the Terminal host.

WSL can launch Windows executables
The interoperability direction also works from Linux to Windows. Microsoft’s examples show Windows executables being called from a WSL shell, including powershell.exe. This allows a Linux-oriented workflow to invoke a Windows operation when necessary. It is supported interoperability, not a guarantee that every Windows program behaves exactly like a native Linux command or that every Linux tool has a Windows equivalent.
How the three layers fit together
A useful mental model is a stack:
- Host interface: Windows Terminal displays one or more sessions.
- Shell or environment: PowerShell interprets Windows commands, while a WSL distribution supplies a Linux environment and its shell.
- Command or application: The shell starts the tool, script, compiler, package manager, or other process you actually need.
Because the layers are independent, you can change one without replacing the others. You can keep Windows Terminal and switch from PowerShell to WSL, keep PowerShell and open it in a different host, or use WSL commands from PowerShell without opening a separate Linux tab.
Decision guide: which should be your default?
| Your main task | Start with | Why |
|---|---|---|
| Windows administration or PowerShell automation | PowerShell | It is the shell designed for Windows commands and scripts. |
| Linux command-line tools and Linux-oriented project instructions | WSL | It supplies the GNU/Linux environment those tools expect. |
| Several command-line sessions at once | Windows Terminal | Tabs and panes keep PowerShell, WSL, and other profiles together. |
| Mixed Windows and Linux work during the same task | Windows Terminal with PowerShell and WSL profiles | You can select the appropriate shell per tab or pane and use documented interoperability when crossing environments. |
| Managing WSL distributions from Windows | PowerShell or Windows Command Prompt | Microsoft’s setup guidance documents those Windows shells for WSL management. |
If you are unsure, start with PowerShell in Windows Terminal and add a WSL profile when a project needs Linux. If Linux is the project’s baseline, start in a WSL profile and keep a PowerShell tab available for Windows-specific administration.

Recommended setup for a mixed Windows/Linux developer
Microsoft specifically recommends Windows Terminal with WSL for developers who work with multiple command lines. The following sequence creates that arrangement without treating the products as substitutes.
- Install or enable the WSL environment and distribution required by your project. Distribution availability and installation steps change with Windows and WSL releases, so use the current Microsoft setup instructions for the exact procedure.
- Open Windows Terminal and check the profile list. A profile for an installed WSL distribution may be created automatically. Keep a PowerShell profile available as well.
- Open one PowerShell tab. Use it for Windows commands, scripts, and WSL administration.
- Open a tab for the required WSL distribution. Run Linux commands there as you would in a GNU/Linux environment.
- Arrange related sessions in panes when visibility helps. For example, keep a long-running Linux process in one pane and PowerShell in another for Windows-side tasks.
- Use the boundary deliberately. Invoke
wsl.exefrom PowerShell when a discrete Linux command is enough; invokepowershell.exefrom WSL when a Windows operation is required. - Save or document your profile arrangement. A repeatable layout reduces the chance of running a command in the wrong environment, especially when both shells use similar-looking prompts.
The wt command-line interface can launch and arrange profiles, tabs, and panes. When you invoke those arguments from PowerShell, account for PowerShell’s semicolon parsing by escaping or quoting delimiters as required.
Workflow examples
Windows-first project with one Linux dependency
Keep the repository and primary automation in PowerShell. Open a WSL tab only for the Linux utility that the project requires, or call that utility through wsl.exe for a one-off operation. This minimizes context switching while preserving access to Linux tooling.
Linux-first project hosted on Windows
Open the repository’s WSL profile as the main tab and run the project’s Linux-oriented commands there. Keep PowerShell in a second tab for Windows configuration, WSL management, or a Windows executable that the Linux workflow needs to call.
Operations or infrastructure work
Use panes to keep a PowerShell administration session and a Linux session visible together. The Terminal layout helps you watch output from both environments, but each command still runs under the shell shown in its pane. Confirm the active profile before applying a destructive or system-wide operation.
Teaching or team onboarding
Standardize the profile names and tab order your team uses. Explain that “open Terminal” identifies the host, while “run PowerShell” or “open WSL” identifies the environment. This vocabulary prevents new developers from expecting Terminal itself to provide shell commands.
Interoperability: what crosses the boundary and what does not
Microsoft documents both directions of invocation:
- From a Windows shell such as PowerShell, use
wsl.exeto launch Linux commands. - From a WSL shell, call Windows executables such as
powershell.exe.
These examples establish supported interoperation, not identical behavior across environments. Paths, environment variables, permissions, text handling, process lifetime, and tool-specific assumptions can still differ. A command that succeeds through an interoperability call may produce output or side effects according to the environment that owns the process.

Identify the owning environment before debugging
When a command fails, first determine which shell parsed it and which environment ran it. A PowerShell error may indicate Windows command or quoting rules; a Linux shell error may indicate missing Linux tooling or a distribution-specific configuration. If the command crossed the boundary, inspect both sides rather than assuming the host application caused the failure.

Mistaking Terminal for a shell
Symptom: You expect Windows Terminal to understand a command that belongs to PowerShell or Linux.
Fix: Identify the profile in the current tab. Select PowerShell for Windows commands or a WSL profile for Linux commands. Terminal supplies the window; the selected shell supplies command semantics.
Choosing WSL for a Windows-only task
Symptom: A Windows administration script behaves unexpectedly after being moved into WSL.
Fix: Run it in PowerShell, which is intended for Windows commands and scripts. Use WSL only for the Linux portion and invoke a Windows executable explicitly when the workflow requires it.
Assuming every Linux tool is available in PowerShell
Symptom: A project instruction copied from Linux fails in a PowerShell tab.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Fix: Open the WSL profile and run the Linux command there, or invoke it through wsl.exe from PowerShell. Do not infer that a shared Terminal window makes the shells interchangeable.

Launching a WSL command with the wrong quoting
Symptom: A wt layout command works in one shell but splits into multiple commands in PowerShell.
Fix: Review PowerShell’s treatment of semicolons. Escape or quote semicolons that are intended as wt arguments, then test the layout with a non-destructive command.
Expecting a performance verdict
Symptom: You are looking for a single “fastest” choice.

How to make the choice at team scale
Individual preference matters less when a team shares scripts and setup instructions. Document the expected shell for each task:
- State whether a command is intended for PowerShell or a WSL shell.
- Use explicit entry points such as
wsl.exeorpowershell.exewhen a script intentionally crosses environments. - Name the WSL distribution or profile when more than one is installed.
- Keep Windows administration steps in PowerShell instructions and Linux toolchain steps in WSL instructions.
- Describe the Terminal layout separately from the commands, since another host can run the same shell.
This separation makes onboarding clearer and reduces support requests caused by running a valid command in the wrong context.
What is established—and what is not
The documented roles are clear: Windows Terminal hosts command-line applications, PowerShell is a Windows shell and scripting environment, and WSL supplies GNU/Linux capabilities on Windows. Their interoperability is also documented in both directions. What is not established by the official material is a universal speed ranking, a claim that every Linux workflow is identical under WSL, or a promise that every Windows and Linux application will interoperate without adjustment.
