If Windows scrolls without an intentional wheel or touchpad gesture, first find out which input device or setting is involved. Disconnecting an external mouse, checking Windows’ inactive-window scrolling option, and then testing the mouse or touchpad separately can narrow the cause without assuming one universal fix.
Start by identifying what is moving
Note whether the problem happens in one app or several, whether it occurs only when the pointer hovers over a window that is not active, and whether the PC has a built-in touchpad. These clues can narrow the possibilities, but none proves a cause on its own.
On a laptop, avoid touching the touchpad or temporarily switch it off if the laptop provides that control. Disconnect external pointing devices and watch for the movement. Then reconnect or re-enable one device at a time. Keep another working way to control the PC before disabling any input device.
Check Windows’ inactive-window scrolling setting
Windows can scroll a window beneath the pointer even when that window is not active. If the movement happens as you hover over another window, this setting is a targeted check—not an explanation for every kind of unwanted scrolling.

- In Windows 11, open Settings > Bluetooth & devices > Mouse.
- Under Scrolling, review Scroll inactive windows when hovering over them. Turn it off temporarily if you do not want hovered, inactive windows to scroll.
- Also review the wheel options for scrolling multiple lines or one screen at a time, and the number of lines per notch. These affect how far a deliberate wheel action moves; they do not establish why scrolling occurs without one.
For Windows 10, Microsoft lists the route as Settings > Devices > Mouse. Microsoft support for Windows 10 ended on October 14, 2025; that status matters for ongoing security and support considerations. Microsoft’s mouse settings instructions cover both Windows versions.
Check the external mouse and its connection
If the movement stops when you disconnect the mouse, check the device and its connection before changing drivers or replacing hardware. Microsoft recommends these checks:

- Confirm the mouse is powered and properly connected. For a battery-powered model, replace or recharge the batteries.
- Try a different USB port, and connect directly to the PC rather than through a USB hub if one is in use.
- Inspect the cable for damage and check for dirt that could block a wheel, button, or sensor.
- For a wireless USB mouse, unplug its receiver, wait about 10 seconds, and reconnect it. For Bluetooth models, check the connection or use Bluetooth troubleshooting if needed.
If practical, test the mouse on another PC with any required driver installed. If the same problem follows the mouse, that is useful evidence the device may be faulty, though the test is not conclusive: a different app, connection, or missing driver can affect the result. Update or reinstall a touchpad driver when the symptom follows the touchpad
Driver steps are most relevant when isolating the touchpad points to it. Microsoft notes that a missing or outdated driver can cause touchpad problems and recommends Windows Update as the preferred way to update one.

- Check Windows Update for available driver updates.
- If needed, open Device Manager and look under Human Interface Devices or Mice and other pointing devices for the touchpad.
- If updating does not help, or no updated driver is available, reinstall the touchpad in Device Manager. Microsoft says this can prompt the latest drivers to download from Windows Update.
- If the problem remains after these steps, contact the PC manufacturer.

- The problem follows one external mouse to another PC: consider the mouse maker’s support or replacing that mouse.
- The touchpad remains affected after the documented driver steps: contact the PC manufacturer.
- Neither device explains it, or it occurs only in one app: before seeking targeted support, record the Windows version, device model, affected apps, and what changes when each pointing device is disconnected. Those details help support staff investigate without assuming a cause.
Replacing a mouse is only relevant when testing points to that mouse; it will not address a touchpad issue, an inactive-window setting, or a problem limited to an app.
