To confirm whether Windows is configured to start in Safe Mode, open System Configuration and check the Safe boot box. Press Windows key + R, enter msconfig, select OK, then open the Boot tab. A checked box means Windows is set to start in Safe Mode at boot.
Safe Mode starts Windows with a limited set of files and drivers. A desktop that looks different or has fewer features may be a clue, but appearance alone does not confirm the startup mode.
How to check whether Windows is in Safe Mode
- Press Windows key + R to open Run.
- Type
msconfigand select OK. Approve a User Account Control prompt if one appears. - In System Configuration, select the Boot tab.
- Under Boot options, inspect Safe boot. If it is selected, Windows is configured to start in Safe Mode on boot.
This checks the startup setting, rather than relying on a visual clue. Microsoft describes Safe Mode as starting Windows in a basic state with a limited set of files and drivers. The exact desktop appearance is not established as a universal indicator.
What the Safe Mode variants mean
Windows Startup Settings can offer several Safe Mode options. They share the limited-startup approach but differ in networking and interface:

These are Safe Mode startup choices, not separate Windows editions.
How to stop Windows from repeatedly starting in Safe Mode
If the Safe boot box is selected in System Configuration, clear it to remove the persistent Safe Mode startup setting.

msconfig, and selecting OK. - Select the Boot tab and clear Safe boot.
- Select OK, then restart the PC.
A normal restart should usually exit Safe Mode. Microsoft recommends clearing Safe boot if Windows keeps booting into Safe Mode.

Windows Recovery Environment (WinRE) provides access to Startup Settings, where you can choose a Safe Mode option. WinRE may open automatically after repeated startup failures. You can also reach it from Windows through Settings > System > Recovery > Advanced startup. Use recovery options when you are dealing with a startup problem; repeatedly forcing the PC to shut down is not needed just to identify Safe Mode.

Safe Mode is not the same as a clean boot
A clean boot is a separate troubleshooting method, not another name for Safe Mode. Microsoft describes it as starting Windows with essential drivers and startup programs so users can isolate background software conflicts with more control. Its procedure involves disabling non-Microsoft services and startup apps, so it is not necessary just to check whether Windows is in Safe Mode. Microsoft also cautions users to change advanced boot options in System Configuration with guidance from a Microsoft support engineer; network policies may affect clean-boot steps.
Windows version note
Microsoft’s Startup Settings and recovery guidance covers Windows 10 and Windows 11. Microsoft states that Windows 10 support ended on October 14, 2025. The built-in Safe Mode check above remains the relevant way to inspect the setting; the end of support does not change the steps described here.

One limitation of System Information in Safe Mode
Microsoft says the System Information tool (MSINFO32) can run in Safe Mode, but it cannot provide hardware information there. In that state, its information is limited to system components and the software environment.
