If you see “Recovery: It looks like Windows didn’t load correctly,” Windows has failed to start normally, but the message does not identify why. Restart once if this is the first occurrence. If the screen returns, use the built-in recovery tools in order, starting with Startup Repair and choosing a rollback only when the timing points to a recent change.
What the recovery message means
Windows Recovery Environment (WinRE) can start automatically after repeated failures to start correctly. The screen is a recovery state, not a diagnosis: it does not prove that an update, driver, startup file, or hardware component caused the problem. The right next step depends partly on whether anything changed just before Windows stopped starting.

Microsoft’s Windows Recovery Environment guide describes the available recovery tools and ways to reach them.
Try the least disruptive options first
1. Restart once if this is a one-time failure
Select Restart if the screen offers it and this is the first time the PC has failed to start. If the same recovery screen returns, move on to repair options instead of repeating restarts.

2. Run Startup Repair
- On the recovery screen, select See advanced repair options.
- Go to Troubleshoot > Advanced options > Startup Repair.
- Select your Windows installation or account if prompted, then follow the on-screen instructions.
- If Windows asks for a BitLocker recovery key, enter the key for that device.
Microsoft describes Startup Repair as a built-in tool that checks for common startup problems and attempts to fix them. It can address issues such as missing or damaged system files, corrupted boot configuration data, a damaged master boot record, incompatible drivers, or registry errors; those are examples of problems it can handle, not a diagnosis of your PC. It may not resolve every startup failure. See Microsoft’s Startup Repair instructions.
Choose a rollback if the timing fits
After a recent Windows update: Uninstall Updates
If the boot problem began soon after an update, try Troubleshoot > Advanced options > Uninstall Updates. Choose the relevant update option and follow the prompts. Microsoft says removing a recent update may help in this situation; it is not a guaranteed fix, and some updates cannot be uninstalled. Microsoft’s recovery options guide explains this and other recovery paths.
After a software, driver, update, or settings change: System Restore
If a restore point from before the problem exists, Troubleshoot > Advanced options > System Restore can roll back system files, registry settings, and installed programs to that point. It preserves personal files, but programs or drivers installed after the restore point may be affected. Review Scan for affected programs when available. WinRE may require the BitLocker recovery key on an encrypted PC. Follow Microsoft’s System Restore instructions.

On eligible Windows 11 systems: Point-in-time restore
Microsoft documents Point-in-time restore for eligible devices running Windows 11 version 24H2 or later. Availability depends on the device and its setup. Unlike System Restore, it can include personal files in the rollback, so read the on-screen description carefully before proceeding. The feature and its availability are covered in Microsoft’s recovery options guide.
Compare the recovery choices before proceeding
| Option | Best fit | Personal-file effect | Main caveat |
|---|---|---|---|
| Restart | A one-time startup failure | No file change is intended | If recovery returns, use repair tools. |
| Startup Repair | Windows will not start | Intended to repair startup; no outcome is guaranteed | Requires WinRE and may request a BitLocker key. |
| Uninstall Updates | The failure began after a recent update | Microsoft says personal files and apps are not affected | Some updates cannot be removed; this is not a universal fix. |
| System Restore | A restore point predates the failure | Personal files are kept; system changes and installed programs may roll back | A suitable restore point must exist. |
| Reset this PC | Earlier recovery steps have failed | You can choose to keep personal files or remove everything; apps and settings are removed | More disruptive; confirm the selected mode and back up if possible. |
| Reinstall from installation media | Recovery options fail or are unavailable | Depends on the installation path; a clean install removes files, apps, and settings | Requires bootable media and careful attention to the installation choices. |
Use Reset or reinstall only after less disruptive repairs
Reset this PC offers a choice to keep personal files or remove everything, but it removes apps and settings. Reinstalling Windows from installation media has different effects depending on the chosen path; a clean install removes files, apps, and settings. Back up important data if you can access it, and read each confirmation screen before continuing. Microsoft’s recovery options guide describes these choices and their effects.

You can use another working PC to create Windows installation media, then boot the affected computer from that media and select Repair my PC to reach WinRE. Microsoft specifies a USB drive of at least 8 GB for creating installation media; creating it erases the drive, so use one that is empty or whose contents are backed up. The boot-menu key and boot order vary by computer manufacturer, so follow the device maker’s instructions rather than guessing. See Microsoft’s WinRE guidance and installation-media instructions.
What to note if Windows still will not start
If recovery does not restore startup, record the exact stop code or Startup Repair result, what changed shortly before the problem, the computer model, and whether Safe Mode starts. Those details can help narrow the issue; the recovery message alone cannot establish a specific cause.
The core recovery tools discussed here apply to Windows 10 and Windows 11. Microsoft states that Windows 10 support ended on October 14, 2025. After that date, Microsoft no longer provides free software updates, technical assistance, or security fixes for Windows 10 through its standard support lifecycle. See the dates in Microsoft’s recovery options guide.
