Windows configuration settings are choices and policy values that control how Windows features behave or appear. You can change many options in the Settings app; organizations can also apply supported settings through Group Policy, mobile device management (MDM), or provisioning packages. The right method depends on the setting, Windows version and edition, and whether the device is managed.

What does “Windows configuration settings” mean?

It is a broad descriptive phrase, not the name of one single Windows catalog. It can mean everyday choices—such as system or personalization options—or policies that an administrator applies to a user or device. Examples include controlling which Settings pages are visible, configuring the Start menu or taskbar, and setting User Account Control behavior.

It helps to separate three parts of a configuration:

  • The setting: the value or choice that changes a Windows feature or policy.
  • The configuration surface: where someone specifies the value, such as the Settings app, Group Policy, or an MDM management console.
  • The application interface: the Windows mechanism that receives and applies it. For MDM and provisioning, Configuration Service Providers (CSPs) expose particular settings.

Where can you change Windows configuration settings?

Settings app

For personal changes on an individual PC, the Settings app is the usual place to start. It provides a unified interface for managing many system options. In managed environments, an administrator may use policy to limit which Settings pages users can access. Microsoft documents ways to show selected pages or hide pages through Intune, CSP, and Group Policy configuration: Configure the Settings Page Visibility in Windows.

Group Policy

Group Policy applies supported policies to a device or user, and is commonly relevant in domain-managed environments. The available policies depend on the feature: for example, Microsoft documents Group Policy options for Settings page visibility and Start menu or taskbar behavior. A Group Policy setting is not necessarily available for every Windows option.

For examples, see Microsoft’s guidance on configuring the Windows Start menu with policy settings and its Start policy settings.

MDM and CSPs

Organizations use MDM services to manage Windows devices, with CSPs providing access to specific configuration areas. A CSP is not the management console: it is a Windows interface through which management or provisioning systems can access particular settings. CSP settings can read, set, modify, or delete configuration; they commonly map to registry keys, files, or permissions. Microsoft explains this relationship in its CSP guidance for IT professionals.

Provisioning packages

Windows Configuration Designer can create provisioning packages that apply settings during the out-of-box experience or after setup. Provisioning can also be useful before a device enrolls in MDM and in some unmanaged-device situations. The specific settings available depend on the relevant CSP and Windows support.

What is the difference between user and device settings?

A user-scoped policy applies to a particular user. A device-scoped policy applies to the device regardless of who signs in. This distinction matters when choosing where to configure a policy: a setting intended to follow one person is different from one that should apply to everyone using a PC.

How do you choose a configuration method?

Situation Likely route What to verify
You are changing an option on one PC Settings app, if the option is exposed there Whether the device’s management policies restrict the option
An organization needs to manage supported policies for users or devices Group Policy or MDM, depending on the environment and policy Whether the policy supports that method and whether its scope is user or device
Settings need to be applied during setup or before MDM enrollment Provisioning package, for settings supported by the relevant CSP Whether the package and setting apply to the Windows version and scenario

Do not assume that a setting is available through every route. Microsoft’s taskbar policy reference, for example, lists CSP and Group Policy support separately; some policies may be supported through one method but not the other. Check the specific policy reference for the Windows version and edition in use. Defaults are also policy-specific, so there is no single default value for all Windows configuration settings.

What Windows configuration settings are not

The phrase does not refer exclusively to the Settings app, and it does not imply that every option is a policy an administrator can centrally manage. Nor does the fact that some CSP settings map to registry keys make manual registry editing the general way to configure Windows. Use the documented interface for the setting and management context.

For a concrete example of policy-specific defaults and configuration locations, see Microsoft’s User Account Control settings and configuration reference.
