Windows’ “Not Responding” message means an app window has stopped processing normal interface messages; it does not prove the app has crashed or cannot recover. Wait briefly if an operation may still be underway, check whether Windows and other apps respond, then use the least disruptive fix that fits what you find. Avoid repeatedly clicking the stalled window, which may queue more actions.
What “Not Responding” tells you—and what it doesn’t
The message describes the window’s responsiveness, not the cause of the stall. Microsoft’s IsHungAppWindow documentation describes an internal test for whether a window is responding to messages. It gives a five-second timeout as part of that API’s criteria, but says the criterion can change; it is not a recommended amount of time for users to wait. The API is also not intended for general use.
A stall may clear on its own. Microsoft’s performance team notes that an Explorer hang can last a couple of seconds or may never recover, and that waiting for network resources can also leave an app marked “Not Responding.” The label alone cannot distinguish a temporary wait from a persistent problem.

How long should you wait?
There is no universal Microsoft wait-time rule for every desktop app. Give the app a short chance to recover if it has just launched, opened a large file, or started an operation that could take time. Avoid force-closing it if unsaved work may be at risk.

Product-specific advice should stay product-specific: Microsoft says classic Outlook that is stuck while starting may resume if you wait a short time, usually two or three minutes. That guidance is for classic Outlook startup, not a general Windows timeout.
Check whether the problem is one app or Windows
Before closing anything, try a Windows control or another app. If those respond normally, focus on the stalled app. If the taskbar, desktop, or several apps also lag or stop responding, the problem may involve broader system performance rather than that one program.

Open Task Manager with Ctrl+Shift+Esc. Check the affected process and its CPU, memory, disk, and network activity. These readings can provide context, but a single snapshot does not establish the cause of a hang. Microsoft documents Task Manager as a way to inspect processes and end unresponsive programs.
Choose the least disruptive next step

End only the app that is stuck
If the app remains unresponsive and other parts of Windows work, open Task Manager, select the affected app or its process, and choose End task. This can discard unsaved work in that app. Restarting the entire PC is not the automatic first step when Windows itself is still responding.

Repair the app before reinstalling it
- In Windows 11, open Settings > Apps > Installed apps.
- Open the menu for the affected app and choose Advanced options, if that option is shown.
- Choose Repair. If Repair is unavailable or does not resolve the issue, Reset may be offered; check the app’s guidance for what Reset does to its data before using it.
- For a classic desktop program, check Control Panel > Programs > Programs and Features for Repair or Change.
Not every app offers these controls. Microsoft notes that repair, change, or modify options are not shown for all apps and programs. Menu labels and availability can vary with Windows version, app packaging, and device policy.
When the same app keeps freezing
Note what you were doing when the stall occurred: for example, opening a particular file, connecting to a network location, or launching the app. Check the app publisher’s update and support guidance for a known issue or a relevant add-in, resource, or recent update. A repeatable freeze in one app does not by itself show that Windows is corrupt.

When Windows itself is affected
If multiple Windows components remain unreliable, consider a targeted option before broad recovery—for example, addressing a Windows update if the problem began immediately after one. Microsoft recommends starting with less disruptive recovery options and warns that recovery actions can cause data loss.
On Windows 11, Fix problems using Windows Update, when available, reinstalls the same Windows version while preserving apps, files, and settings. It is distinct from Reset this PC, which is a separate recovery option. Back up important files before taking a recovery action. Windows recovery choices differ by version, edition, and device policy. Windows 10 support ended on October 14, 2025.

Advanced clue: a process waiting on another process
For a persistent hang, Task Manager or Resource Monitor wait-chain analysis may reveal that one process is waiting for a resource held by another. That points to a possible blocked dependency rather than simply high CPU use, but it does not prove the underlying defect. It is an optional diagnostic step, not a requirement for routine troubleshooting.
A narrow exception after System Restore
Microsoft documents an issue that can affect some MSIX apps after System Restore: an app may fail to open, stop responding during launch, or encounter an I/O error before crashing. If that history and symptom pattern match, Microsoft lists trying the app again, updating Windows, or reinstalling the app from the Store or its original source as workarounds. This specific scenario should not be treated as a general explanation for app freezes.
