If a Windows 11 AI feature is missing, the cause is usually one of two things: the PC does not meet that feature’s hardware requirements, or the feature is disabled by a setting, privacy control, update, or account requirement. A Copilot+ PC is a hardware class, not a switch that can be enabled in Settings. Microsoft defines it as a Windows 11 device with an NPU capable of more than 40 trillion operations per second (TOPS), but not every Windows AI feature requires that class of hardware.
Start by identifying the exact feature, your Windows version and build, and the device model. Then check the feature’s requirements and controls below. Do not replace a laptop until those checks show a genuine hardware limitation.
Start with the exact feature and Windows build
“Windows AI” covers several separate experiences. Recall, Click to Do, Windows Studio Effects and Paint’s AI tools have different requirements, controls and availability rules. A device can support one while lacking another.

- Open Settings > System > About and record the device model, processor, installed RAM and Windows edition.
- Open Settings > Windows Update and install all available updates. Restart when prompted, then check again; Copilot+ components can be serviced independently through Windows Update.
- Write down the exact feature that is missing, the Windows version/build shown in Settings > System > About, and any error message.
- Check language and region settings. Microsoft varies feature availability by device, language and region, so a correctly configured PC can still lack a feature that has not rolled out for its market or language.
This information is also what support needs before recommending a repair or a new computer.

Understand the hardware gate before changing settings
An NPU (neural processing unit) is a processor dedicated to AI workloads. Microsoft describes Copilot+ PCs as having an NPU exceeding 40 TOPS. That designation is built into the device; it cannot be added by turning on a Windows option.
Some Windows AI functions work on ordinary Windows 11 PCs, while others are explicitly tied to Copilot+ hardware. Verify the requirement for the named feature rather than assuming every AI label needs 40 TOPS. The matrix below collects the documented gates and the controls that most often make a supported feature appear unavailable.
| Feature | Hardware requirement | Other documented requirements | Control or availability check |
|---|---|---|---|
| Recall and snapshots | Secured-core Copilot+ PC with a 40 TOPS NPU | 16 GB RAM; 256 GB storage capacity; at least 50 GB free space to enable; Device Encryption or BitLocker; Windows Hello Enhanced Sign-in Security with a biometric sign-in option | Snapshot saving is opt-in under Settings > Privacy & security > Recall & snapshots; language and regional rollout can affect availability |
| Click to Do | Copilot+ PC or eligible Cloud PC with a 40 TOPS NPU | 16 GB RAM; eight logical processors; 256 GB storage | Enable or disable at Settings > Privacy & security > Click to Do; availability varies by region and language |
| Windows Studio Effects | An NPU is required; higher-performance effects may need more capability | Latest Windows updates; compatible camera, including supported third-party cameras | Controls can appear in Quick Settings, Settings > Bluetooth & devices > Cameras, or the Camera app |
| Paint AI features | Eligible Copilot+ PC hardware for the documented Copilot+ features | Latest Paint app from Microsoft Store; Microsoft-account sign-in and internet access for cloud safety services used by the described image features | Some features, including Generative Fill, are limited to Snapdragon-powered Copilot+ PCs |
Why Recall is missing or will not save snapshots
Recall has both strict hardware prerequisites and an explicit privacy choice. Meeting the processor requirement does not automatically turn on snapshot saving. Microsoft Support states: “Windows will ask for your permission before saving snapshots.”

- Confirm that the device is a Secured-core Copilot+ PC and that its NPU meets the documented 40 TOPS level.
- Verify installed memory and storage capacity in Settings > System > About and File Explorer. The feature also needs 50 GB of free space when it is enabled.
- Check encryption in Settings > Privacy & security > Device encryption. On editions that provide it, verify BitLocker under Control Panel > System and Security > BitLocker Drive Encryption.
- Set up Windows Hello with a biometric sign-in method and Enhanced Sign-in Security. Without the required Windows Hello configuration, Recall setup can stop even when the NPU is eligible.
Recall automatically pauses saving when available storage falls below 25 GB. Freeing space does not recover snapshots that you deleted, but it allows saving to resume after the storage condition is resolved.
Enable and control snapshot saving
- Go to Settings > Privacy & security > Recall & snapshots.
- Turn on snapshot saving, or open Recall and accept the setup prompt.
- Authenticate with Windows Hello when requested.
- Use the same page to pause saving, turn it off, delete snapshots, or add apps and websites to the filter list.
Sensitive-information filtering is enabled by default and runs on the device. Information detected as potentially sensitive by that filter is not saved as a snapshot. You can also add installed apps to the filter list when a particular program or site should never be captured.

What happens to Recall data
Microsoft says snapshots and their contextual information are encrypted and stored locally. Saving and analyzing snapshots do not require an internet or cloud connection, and Microsoft says Recall does not share snapshots or related data with Microsoft or third parties. That is not a promise that Windows sends no diagnostic information: Microsoft notes that some diagnostic data may be provided depending on your privacy settings. Review Settings > Privacy & security > Diagnostics & feedback if that distinction matters to you.
Why Click to Do cannot be used
Click to Do analyzes what you select on screen, but it has its own Copilot+ hardware and system requirements. If the option is absent, first confirm the device and Windows build against the matrix above rather than assuming a Recall setting controls it.
Check its switch and rollout status
- Open Settings > Privacy & security > Click to Do.
- Turn the feature on if the switch is available. If the page is missing, install pending Windows updates and restart.
- Confirm that your Windows display language and region are supported. Microsoft documents regional and language variation for Click to Do.
- Open Click to Do deliberately from its Windows entry point; screen analysis begins when you actively open it, not as a continuous background scan.
Understand local analysis and online actions
The initial screen analysis is performed locally. If you choose an action such as web search or visual search, the selected content is sent to the online provider required for that action. Local analysis therefore does not mean every follow-up action stays on the PC; read the confirmation and provider choice before submitting selected text or an image.
Why Windows Studio Effects controls are unavailable
Studio Effects needs an NPU and current Windows updates, but it is not identical to the 40 TOPS Copilot+ requirement used by Recall or Click to Do. Microsoft lists a smaller set of effects that may be available on devices below 40 TOPS, including background effects, standard eye contact, automatic framing and voice focus.
Find the controls in all supported locations
- Open Quick Settings from the taskbar and look for the camera or Studio Effects control.
- Open Settings > Bluetooth & devices > Cameras and select the connected camera.
- Open the Windows Camera app and check its effects controls.
A compatible third-party camera can be supported. If all three locations lack the controls after Windows Update is current, the device may not have an NPU, the camera driver may not expose the required features, or the selected effect may exceed the device’s capability. Test the built-in camera and install the camera driver supplied for your exact model before concluding that the whole feature is unsupported.

Why Paint’s AI tools are missing or failing
Paint’s Copilot+ features require eligible Copilot+ hardware and the latest Paint app from Microsoft Store. Open Microsoft Store, select Library, choose Get updates, and restart Paint after the update completes.
Check account and connectivity dependencies
- Sign in to Paint with a Microsoft account when the feature requests it.
- Allow internet access for the cloud safety services used by the documented image features. A local NPU alone does not remove that dependency.
- Check the processor-specific limitation: Microsoft documents Generative Fill as limited to Snapdragon-powered Copilot+ PCs.
- Confirm that Windows itself is up to date; AI components can arrive through servicing separate from a major Windows feature release.
If Paint opens normally but a particular command is absent, that is more likely to be an eligibility, processor-family, account, region or staged-availability issue than a damaged installation. Reinstalling Paint cannot add unsupported hardware capability.
Privacy and security settings worth checking
Feature controls are separate from general Windows privacy switches. Review the following without disabling protections blindly:
- Recall & snapshots: confirm whether saving is enabled, paused, filtered or disabled.
- Click to Do: check its dedicated switch under Privacy & security.
- Camera permissions: open Settings > Privacy & security > Camera and allow camera access for the app you are testing. Organization-managed PCs may enforce a policy that you cannot change.
- Windows Hello: verify that the required biometric sign-in is enrolled when Recall setup asks for it.
- Encryption: confirm Device Encryption or BitLocker status before troubleshooting Recall further.
- Diagnostics: inspect Settings > Privacy & security > Diagnostics & feedback so you understand what optional data Windows may provide.
On a work or school computer, Group Policy or mobile-device management can hide controls. In that case, an administrator must confirm whether the restriction is intentional.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Updates, apps and drivers: the practical repair sequence
- Install every item under Settings > Windows Update, including optional firmware or driver updates offered for your model.
- Restart even if Windows does not insist; NPU and camera components can remain unloaded until a restart.
- Update Paint through Microsoft Store when Paint AI is the affected feature.
- Install the camera and chipset/NPU drivers listed for the exact computer model by its manufacturer. Do not use a driver for a visually similar model.
- Sign out and back in to Windows after changing Windows Hello, encryption or organization policy settings.
- Recheck the feature’s own Settings page rather than relying only on a taskbar icon.
There is no single universal update that restores every missing Windows AI feature. The correct update depends on the feature, device, Windows build, app version and driver stack.

When a hardware replacement is justified
Consider new hardware only after the feature-specific checks establish that the current PC cannot meet a non-negotiable requirement, such as the required NPU class or a processor-family limitation. A replacement path supported by the documented requirements is a Copilot+ PC laptop with a Windows laptop NPU exceeding 40 TOPS.
Compare candidate PCs against the intended feature
| Comparison question | Why it matters |
|---|---|
| Does the NPU meet the exact TOPS requirement? | Copilot+ status is relevant only when the named feature requires it; Studio Effects may support a smaller subset below 40 TOPS. |
| Is RAM and storage capacity sufficient? | Recall has documented memory, capacity and free-space thresholds, not merely a processor requirement. |
| Does the firmware support Device Encryption/BitLocker and Windows Hello Enhanced Sign-in Security? | Recall setup depends on encryption and a biometric Windows Hello option. |
| Are there processor-specific restrictions? | Paint’s Generative Fill limitation means two otherwise eligible Copilot+ PCs may not expose the same command. |
| Which Windows and app versions ship with the device? | Current servicing and the latest Paint build can determine whether controls appear. |
| Are the required language and regional rollouts available? | Click to Do and other features can vary by language, region and staged availability. |
Do not buy based only on a marketing label. Ask for the exact NPU capability, memory, storage, security features and processor family, then match those specifications to the feature you actually need.
If the feature is still missing, collect these details
Before advanced repair steps or a purchase, record:
- Exact PC make and model, processor and NPU information
- Windows edition, version and build
- The precise feature and command that is unavailable
- Whether the relevant Settings page or toggle exists
- Available storage, RAM and encryption status where applicable
- Windows Hello enrollment and camera model for camera-related issues
- Any displayed error text, including when it appears
That evidence separates an unsupported device from a disabled control, a rollout limitation, an update problem or an administrator policy. It also prevents an unnecessary hardware replacement.
