If the Windows 11 Start menu will not open, start with a restart and available Windows updates. If the trouble began after an update, consider Microsoft’s update-removal option; if Windows files may be damaged, run DISM followed by System File Checker (SFC). Back up important files before using broader recovery options such as System Restore or Reset this PC.
Start with a restart and Windows updates
Restart the PC, then install available Windows updates if you can reach Settings and Windows Update. These are sensible first checks, not guaranteed fixes for every Start menu problem. Microsoft includes them in its general troubleshooting guidance: Troubleshoot problems updating Windows.
If Settings will not open either, or the Start menu remains unavailable after restarting, move to the checks below rather than repeatedly trying the same action.

If the Start menu stopped working immediately after an update, uninstalling that update may help. Microsoft notes that some updates cannot be removed. Its recovery guidance also says uninstalling an update does not affect personal files or apps: Recovery options in Windows.

Use the recovery options available on your device and follow the current on-screen prompts. If the issue did not follow an update, or removing one is unavailable, continue with the system-file check.
Repair Windows system files with DISM and SFC
When Windows components may be corrupted, Microsoft documents running DISM first and then SFC from an elevated Command Prompt. DISM repairs the Windows image that serves as a source for repair; SFC checks protected system files and may repair damaged copies.

Read the SFC result. It reports whether it found no integrity violations, repaired corrupted files, or found corruption it could not repair.
Microsoft’s instructions and result explanations are in Use the System File Checker tool to repair missing or corrupted system files. If the tool says it could not repair some files, do not assume the Start menu issue is resolved; use the Windows recovery options that fit your situation.

Is this a work- or school-managed Windows 11 PC?
Microsoft documents a limited issue on some enterprise-managed Windows 11 24H2 and 25H2 devices. After provisioning with certain monthly cumulative updates, Start and other XAML-dependent apps—including File Explorer, Settings, the taskbar, and Search—may fail to start or close unexpectedly. Microsoft says the issue is very unlikely on personal devices.
The issue is reported as resolved starting with updates published June 23, 2026, with a gradual rollout. If this is a managed device, contact your IT department to check whether the documented issue applies and whether the relevant update has reached the PC. Choose a recovery option only after backing up
Before a restore, reset, or reinstall, back up important files. Microsoft’s recovery options differ in what they change; availability can also depend on the device and Windows version. Check the current prompts and guidance before proceeding.

Microsoft explains these options and their consequences in Recovery options in Windows. Do not choose a reset or reinstall on the assumption that it preserves everything; read each confirmation screen.
Recovery USB: optional preparation, not a Start menu fix
Microsoft recommends creating a USB recovery drive while the PC is working, so it is available for a later recovery need. Some manufacturers’ recovery media may also include device-specific drivers and factory applications. Creating one is preparation, not a required step for the ordinary Start menu troubleshooting above. Follow Microsoft’s recovery guidance for details.
