To save custom sounds as part of a Windows 11 theme, open Settings > Personalization > Themes, customize the theme’s Sounds option, then select Save and name it. To transfer it to another PC, right-click the saved theme and choose Save theme for sharing to create a .deskthemepack file. Microsoft’s theme instructions describe sounds as one of the elements a Windows theme can include.
Save a Windows 11 sound theme for reuse on this PC
-

Check custom sound files before transferring
A theme can refer to an existing sound scheme or to individual event sounds. Microsoft’s theme file format documentation explains that .theme files can use [Sounds] and [AppEvents] sections, and that a theme package can contain sound files and other assets.

That does not establish that every custom sound file will be bundled automatically when you save a sharing package. If you used your own audio files, check that the referenced files are included in the package or otherwise available on the destination PC. If a file is missing, the corresponding custom sound may not be available there.

Microsoft’s format documentation describes theme packs as .cab archives, while its current Windows 11 sharing instructions identify the output of Save theme for sharing as a .deskthemepack. These are different descriptions and extensions; use the sharing command in Windows 11 rather than assuming the two extensions are interchangeable.
How saving a theme differs from saving a sound scheme
The Windows 11 Settings workflow saves a complete named theme for reuse or sharing. An older, separate workflow in the Sound control panel saves a sound scheme by editing event sounds and selecting Save As beside the scheme name. That can be useful if you only want to manage a sound scheme, but it is not the same as saving or exporting a Windows theme.
