Rufus can create a Windows 11 installation USB with selected setup customizations, including choices that Rufus release notes describe for configuring a local account and disabling certain bundled apps. It does not guarantee a completely bloatware-free Windows installation. You’ll choose those options while creating the USB, then boot the target PC from it; first back up your files, because creating the installer erases the USB and a clean install erases data on the PC’s selected drive.
What Rufus can—and cannot—change
Rufus is a Windows utility for formatting USB drives and making them bootable from ISO images. Its official project page lists Windows 11 among supported images and documents Windows User Experience options in its release history: Rufus official site. Depending on the Rufus version and Windows ISO, these choices can affect setup behavior, including local-account configuration and selected apps such as Teams, Outlook, and Copilot.
Those are targeted setup customizations, not proof that every unwanted Windows component or third-party app will be excluded. Option names and behavior can change between releases, so read the choices Rufus displays for your exact version and ISO rather than assuming every listed option will appear.

- Back up the PC. A clean installation removes personal files, installed apps, manufacturer customizations, and settings changes. Confirm which disk Windows Setup will target before deleting or formatting partitions. See Microsoft’s clean-install guidance.
- Use a blank USB drive of at least 8 GB. Microsoft warns that its contents are deleted when installation media is created. Copy anything important elsewhere first: Microsoft’s installation-media instructions.
- Get Rufus and the Windows 11 ISO from their official sources. Rufus creates bootable media from an ISO. Follow Microsoft’s current Windows 11 download instructions for obtaining the ISO: Download Windows 11.
- Check compatibility and activation. Microsoft’s published minimums include a compatible 1 GHz or faster processor with at least two cores, 4 GB RAM, 64 GB storage, UEFI firmware with Secure Boot capability, TPM 2.0, DirectX 12 graphics with a WDDM 2.0 driver, and a 720p display larger than 9 inches. Create a Windows 11 USB with Rufus
- Connect the USB drive and open Rufus. In Device, select the intended drive. Check its capacity and identity carefully: writing the installer erases that drive.
- Select the Windows 11 ISO. Use Rufus’s ISO selection control to choose the image you downloaded. Rufus supports Windows 11 ISO images; ensure the image and target edition are appropriate for your license.
- Start writing the installer. When Rufus presents Windows User Experience choices, review each one. Select only the customizations you want, such as the local-account setup or selected-app options available in that release. Do not assume a checkbox removes every component associated with an app, or that every option appears for every ISO.
- Confirm the USB write. Rufus will warn that data on the selected USB will be destroyed. Proceed only after confirming the correct device and that its contents are backed up.
- Boot the PC from the USB and run Windows Setup. Use the computer’s boot menu or firmware settings to start from the installer, then follow Windows Setup. For a clean install, verify the target disk and understand that its existing files and apps will be removed. If you intend to keep your files and applications, choose an upgrade path rather than formatting or deleting partitions.
Should you bypass Windows 11 hardware checks?
Rufus versions may offer options to bypass compatibility checks. Treat these as a way to proceed with installation, not a way to make unsupported hardware supported. Microsoft says installing Windows 11 on an ineligible PC is not recommended and may cause compatibility issues; the device is unsupported, and updates are not guaranteed. If your PC meets the published requirements, use the standard installation path.

Can Rufus install Windows 11 without a Microsoft account?
Rufus release notes document a local-account setup option, but what it does depends on the Rufus version and Windows ISO you use. Microsoft’s published baseline says Windows 11 Home and Pro for personal use require internet access and a Microsoft account during initial device setup. Rufus’s media customization is distinct from that baseline; check the exact option and resulting setup flow for your release rather than treating local-account setup as guaranteed.
Clean install or upgrade: choose before you boot

Microsoft describes installation media as a way to install a fresh copy of Windows, while its clean-install guidance details what is removed. Do not infer that selecting Rufus’s app options turns an upgrade into a complete system cleanup.

After Windows Setup
- Check that Windows is activated and that the installed edition matches your license.
- Run Windows Update and review available driver updates.
- Open Device Manager to look for missing or malfunctioning devices; check the PC maker’s support information for drivers if needed.
- Install only the apps you use, then review Windows privacy and setup settings.
Rufus’s documented setup choices do not establish a particular performance gain or storage saving. Treat “without bloatware” as shorthand for selecting specific setup customizations, not as a measurable promise or assurance that all unwanted software is gone.
